CIRCULAR

Repealing certain Circulars promulgating national technical standards in the field of irrigation works construction

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No.Decision No. 34/2016/NĐ-CPdated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Legal Normative Documents and Decree No. Decision No. 154/2020/NĐ-CPdated December 31, 2020 of the Government amending and supplementing certain articles of Decree No.Decision No. 34/2016/NĐ-CPDecember 31, 2020 Government Decree amending and supplementing some articles of the Government Decree No.

At the proposal of the Director of the Construction Management Department;

amending and supplementing certain provisions of Circular No. 22/2019/TT-BNNPTNT dated November 30, 2019 of the Minister of Agriculture and Rural Development guiding certain provisions of the Livestock Law on the management of breeds and breeding products of livestock. Repealing certain Circulars promulgating national technical standards in the field of irrigation works construction.

Article 1. Abolish the entire Circular

Repealing entirely Circular No. 42/2010/TT-BNNPTNT dated July 6, 2010 of the Ministry of Agriculture and Rural Development on the issuance of National Technical Standards for Irrigation Works.

Repeal the content "The actual verification of goods under this provision shall only apply to bulk cargo, loose cargo, and imported goods for processing, production for export, and imported goods of export processing enterprises, specifically as follows:" in Clause 9, Article 29 of Circular No. 38/2015/TT-BTC dated March 25, 2015 of the Minister of Finance on customs procedures; inspection and supervision of customs; export tax, import tax, and management of taxes on exported and imported goods amended and supplemented in Clause 18, Article 1 of Circular No. 39/2018/TT-BTC dated April 20, 2018 of the Minister of Finance.

Repealing Clause 1, Article 1 of Circular No. 27/2012/TT-BNNPTNT dated June 26, 2012 of the Ministry of Agriculture and Rural Development on the issuance of National Technical Standards for Irrigation Works: National Technical Standard: Irrigation Works - Drilling and Blasting Rock Excavation - Technical Requirements. Code: QCVN 04-04:2012/BNNPTNT.

Article 3. Implementation Provisions

1. This Circular takes effect from the date of signature.

2. For construction projects of irrigation works that have been approved for investment before this Circular takes effect, if they apply QCVN 04 - 01: 2010/BNNPTNT, QCVN 04 - 02: 2010/BNNPTNT, QCVN 04 - 04: 2012/BNNPTNT, they shall continue to apply until completion./.
