CIRCULAR

Guidelines on leadership and management positions and specialized vocational titles in public service units under the archival sector
Based on Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and staffing levels in public service units; 

Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Director of the Civil Service Department and the Director of the National Archives and Records Administration; 

The Minister of Home Affairs issues this Circular guiding leadership and management positions and specialized vocational titles in public service units under the archival sector.

1. This Circular guides:

1. The organization of receiving and processing administrative procedures electronically shall be carried out through the National Public Service Portal via the Linked Public Service Software, ensuring requirements for exploitation and restructuring of business processes towards integration and coordinated resolution, enhancing the quality of administrative services provided by relevant state agencies, facilitating business households, individuals, and related agencies and organizations in receiving and processing administrative procedures.

a) Leadership and management positions in public service units under the archival sector;

b) Job positions with specialized vocational titles for archivists in public service units under the archival sector.

2. The job positions specified in this Circular include: Job position directory; job descriptions and competency frameworks for each job position.

This Circular applies to public service units under the archival sector from central to local levels, including:

Article 2. Applicability

1. Public service units under the archival sector belonging to the National Archives and Records Administration under the Ministry of Home Affairs.

2. Historical Archive Centers under the People's Committee Departments of Home Affairs at provincial and centrally governed city levels.

3. Historical Archive Centers under the Home Affairs Departments' Document and Archive Management Agencies at provincial and centrally governed city levels. 

1. Leadership and management positions and specialized vocational titles for archivist staff in public service units under the archival sector are determined based on the principles stipulated in Article 3 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and staffing levels in public service units. 

Article 3. Principles and bases for determining job positions

2. The basis for determining leadership and management positions and specialized vocational titles for archivist staff in public service units under the archival sector shall be implemented according to Clause 1 of Article 4 of Decree No. 106/2020/NĐ-CP. 

1. Directory of leadership and management job positions: 

Article 4. List of job positions

a) Director;

b) Deputy Director;

c) Head of Department;

d) Deputy Head of Department.

2. Directory of job positions with specialized vocational titles for archivist staff:

a) Senior Archivist;

b) Archivist;

c) Intermediate Archivist.

1. Job descriptions and competency frameworks for each leadership and management job position as specified in Appendix I attached to this Circular. 

Article 5. Job Descriptions and Competency Frameworks of Positions

2. Job descriptions and competency frameworks for each job position with specialized vocational titles for archivist staff as specified in Appendix II attached to this Circular. 

3. The level framework defining requirements for competencies for leadership and management job positions and specialized vocational titles for archivist staff as specified in Appendix III attached to this Circular. 

1. This Circular takes effect from February 15, 2023.

Article 6. Effectiveness

2. Abolish Decision No. 62/2005/QĐ-BNV dated June 23, 2005 of the Minister of Home Affairs on issuing standards for Directors of Historical Archive Centers at provincial and centrally governed city levels. 

3. In cases where the legal normative documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.

1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, heads of organizations established by the Government or the Prime Minister that are not public service units, Chairmen of provincial and centrally governed city People's Committees, and related agencies, organizations, and individuals are responsible for implementing this Circular. 

Article 7. Responsibility for Implementation

2. During implementation, if there are difficulties, please report to the Ministry of Home Affairs for guidance and resolution./.
