DECREE
OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NUMBER 14, FEBRUARY 3, 1947
CHAIRMAN OF THE COUNCIL OF MINISTERS
IN ACCORDANCE WITH THE NEED TO ORGANIZE AND ENHANCE PRODUCTION,
AT THE REQUEST OF THE MINISTERS OF FINANCE, AGRICULTURE, NATIONAL ECONOMY, INTERIOR, AND JUSTICE,
AFTER CONSULTATION BETWEEN THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY AND THE COUNCIL OF MINISTERS,
ARTICLE 1
ISSUES THE DECREE:
THERE IS NOW ESTABLISHED A PRODUCTION CREDIT INSTITUTE, A PUBLIC BODY WITH AUTONOMOUS FINANCIAL MANAGEMENT, FOR THE PURPOSE OF:
ASSISTING AND ENCOURAGING AGRICULTURAL PRODUCTION (AGRICULTURAL PRODUCTS, FOREST PRODUCTS, MARINE PRODUCTS, ANIMAL PRODUCTS), INDUSTRIAL AND TECHNICAL PRODUCTION.
ARTICLE 2
ADMINISTRATION: THE PRODUCTION CREDIT INSTITUTE SHALL BE MANAGED BY A CENTRAL BOARD COMPOSED OF:
- THE MINISTER OF FINANCE AS CHAIRMAN
- THE MINISTER OF AGRICULTURE OR A REPRESENTATIVE AS MEMBER
- THE MINISTER OF NATIONAL ECONOMY OR A REPRESENTATIVE AS MEMBER
THE SUPERVISION OF THE WORK OF THE PRODUCTION CREDIT INSTITUTE SHALL BE CONDUCTED BY A GENERAL DIRECTOR APPOINTED BY DECREE, WHO SHALL ALSO SERVE AS SECRETARY OF THE CENTRAL BOARD.
ARTICLE 3
ALL DECREES AND ORDERS ISSUED ON JANUARY 31, 1945, DECREES ISSUED ON JANUARY 31, 1946, DECREES ISSUED ON MARCH 23, 1946, AND ORDER NO. 62/BKT DATED MARCH 23, 1946, ISSUED BY THE MINISTRY OF NATIONAL ECONOMY, AND ANY REGULATIONS CONTRADICTORY TO THIS DECREES ARE HEREBY ABROGATED.
ARTICLE 4
THE "PRODUCTION CREDIT INSTITUTE" SHALL REPLACE THE AGRICULTURAL CREDIT INSTITUTE AND THE ECONOMIC CREDIT INSTITUTE.
ALL ASSETS OF THESE TWO CREDIT INSTITUTES AND THEIR SUBORDINATE BODIES SHALL BE TRANSFERRED TO THE PRODUCTION CREDIT INSTITUTE FROM THE DATE OF ISSUE OF THIS DECREE.
ARTICLE 5
A JOINT MINISTERIAL DECREE OF THE MINISTRIES OF FINANCE, AGRICULTURE, NATIONAL ECONOMY, INTERIOR, AND JUSTICE SHALL SPECIFY THE ORGANIZATIONAL RULES AND OPERATING PROCEDURES OF THE PRODUCTION CREDIT INSTITUTE.
ARTICLE 6
THE MINISTERS OF FINANCE, AGRICULTURE, NATIONAL ECONOMY, INTERIOR, AND JUSTICE SHALL IMPLEMENT THIS DECREE.
The Ministers of Finance, Agriculture, National Economy, Interior, and Justice shall implement this Ordinance.
