PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;
Considering the proposal of the People's Committee of Nghe An Province;
DECISION:
Article 1. Approves the restructuring and renewal plan for certain state-owned enterprises under the People's Committee of Nghe An Province as follows:
1. Convert the Water Supply and Sewerage Company into a joint stock company with one member.
2. To implement shareholding reform, including:
- State retains more than 50% of the charter capital:
+ Trinh Mon Aquaculture Company,
+ Mountainous Region Development Investment Trading Company,
- The State retains a low level of shares or does not retain any shares:
+ Nghe An Printing Company,
+ Transport and Repair Management Company of Nghe An (River and Land),
+ Road and Bridge Management and Repair Company of Nghe An,
+ Vinh Urban Environment Company.
3. Implement dissolution or bankruptcy: Vinh Wood Factory.
Article 2. Chairman of the People's Committee of Nghe An Province:
1. Direct the implementation of the restructuring and renewal of provincial state-owned enterprises approved by Decision No. 73/2003/QĐ-TTg dated April 29, 2003 of the Prime Minister and this Decision.
For those enterprises that cannot be converted into shareholding companies, take the initiative to convert them into one of the following forms: transfer, sell, or dissolve and liquidate according to current regulations and report to the Prime Minister.
2. Agricultural and forestry farms shall be restructured in accordance with Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on restructuring, renewing, and developing state-owned agricultural farms and Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on restructuring, renewing, and developing state-owned forestry farms.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Nghe An Province and heads of relevant agencies are responsible for enforcing this Decision.
