AMENDMENTS AND SUPPLEMENTS TO CERTAIN ARTICLES OF THE PRICING LAW
Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
The National Assembly promulgates this Law amending and supplementing certain articles of the Pricing Law No. 16/2023/QH15 which has been amended and supplemented by Laws No. 44/2024/QH15, No. 61/2024/QH15, and No. 95/2025/QH15.
Article 1. Amendments and supplements to certain articles of the Pricing Law
1. Replace certain phrases as follows:
a) Replace the phrase "specialized inspection on pricing" at Article 1 and the name of Chapter VII with the phrase "inspection in the field of pricing";
b) Replace the phrase "People's Committee of district level" at point b Clause 2 Article 20 with the phrase "People's Committee of commune level";
c) Replace the phrase "Ministry of Transport" at items 4, 5, 6, and 7 of Appendix No. 02 List of goods and services priced by the State with the phrase "Ministry of Construction";
d) Replace the phrase "Ministry of Agriculture and Rural Development" at items 12, 13, and 22 of Appendix No. 02 List of goods and services priced by the State with the phrase "Ministry of Agriculture and Environment";
đ) Replace the phrase "Ministry of Labor, Invalids and Social Affairs" at Clause 12 Article 73 and at item 25 of Appendix No. 02 List of goods and services priced by the State with the phrase "Ministry of Home Affairs";
e) Replace the phrase "Ministry of Information and Communications" at items 9 and 10 of Appendix No. 02 List of goods and services priced by the State with the phrase "Ministry of Science and Technology".
2. Amend Clause 1 Article 70 as follows:
“1. Inspection in the field of pricing shall be carried out in accordance with the provisions of the law on inspection.”
3. Amend and supplement certain items in Appendix No. 02 List of goods and services priced by the State as follows:
a) Amend and supplement items 7, 8, 14, 16, 17, 19, 20, 21, 26, 27, 37, and 42 as follows:

Relevant ministries and sectors managing the field of legal appraisal shall set the maximum price. |
4. Repeal:
a) Repeal Clause 13 of Article 14;
b) Delete the phrase "the authorized representative of the contributing organization must hold a valuation appraiser license registered to practice valuation at the enterprise;" from Point b, Clause 1, Article 49.
Article 2. Effective Date
1. This Law shall take effect from January 1, 2026, except as provided in Clauses 2 and 3 of this Article.
2. The provision at Item 7, Point a, Clause 3, Article 1 of this Law shall take effect from July 1, 2026.
3. The provision at Item 44, Point b, Clause 3, Article 1 of this Law shall take effect from May 1, 2026.
This Law was adopted by the 10th Session of the 15th National Assembly of the Socialist Republic of Vietnam on December 10, 2025.
