Pursuant to the Law on Organization of the Government dated December 25, 2001;

The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.

Pursuant to Resolution No. 27/NQ-CP dated June 12, 2009 of the Government on urgent measures in state management of natural resources and environment;

Considering the proposal of the Minister of Industry and Trade,

DECISION:

Article 1. Approves the "Strategy for Cleaner Production in Industry until 2020" (hereinafter referred to as the Strategy) with the main contents as follows:

I. GUIDING PRINCIPLES

1. Implementing the "National Environmental Protection Strategy until 2010 and orientations until 2020," the "Strategic Orientation for Sustainable Development in Vietnam," and the development orientations of industrial sectors.

2. The State encourages and supports technical application of cleaner production based on voluntary participation and leveraging the internal capacity of industrial production establishments to achieve environmental goals and economic benefits.

3. Cleaner production in industry is implemented on the basis of strengthening state management of environmental protection and enhancing the awareness of industrial production establishments about the benefits derived from applying cleaner production.

II. OBJECTIVES

1. General Objective

Cleaner production is widely applied at industrial production establishments to improve the efficiency of natural resource, material, fuel, and energy use; reduce emissions and limit the degree of pollution increase; protect and improve environmental quality, human health, and ensure sustainable development.

2. Specific Objectives:

a) From now until 2015:

- 50% of industrial production establishments recognize the benefits of applying cleaner production in industry;

- 25% of industrial production establishments apply cleaner production; industrial production establishments applying cleaner production save 5-8% of energy, material, fuel, and material consumption per unit product;

- 70% of Departments of Industry and Trade have competent staff capable of guiding the application of cleaner production for industrial production establishments.

b) From 2016 to 2020:

- 90% of industrial production establishments recognize the benefits of applying cleaner production in industry;

- 50% of industrial production establishments apply cleaner production; industrial production establishments applying cleaner production save 8-13% of energy, material, fuel, and material consumption per unit product; 90% of medium and large enterprises have specialized departments for cleaner production;

- 90% of Departments of Industry and Trade have competent staff capable of guiding the application of cleaner production for industrial production establishments.

III. TASKS

1. Promote propaganda and education to raise awareness about cleaner production in industry among all levels, sectors, localities, industrial production establishments, and communities.

2. Improve the system of mechanisms, policies, and laws to promote cleaner production in industry:

a) Review, amend, supplement, promulgate within the scope of authority, or submit to the competent authority for promulgation mechanisms, policies, and laws to promote cleaner production in industry;

b) Integrate the content of cleaner production into the strategies and plans for developing industrial sectors; strategies and plans for socio-economic development; programs and plans for environmental protection of ministries, sectors, and localities.

3. Enhance the capacity of management agencies, consulting organizations, and industrial production establishments in applying cleaner production:

a) Enhance the capacity of state management agencies regarding cleaner production in industry to effectively implement legal provisions on environmental protection;

b) Build and develop a team of experts in cleaner production for consulting organizations and a team of technical staff in cleaner production for industrial production establishments;

c) Support the construction of pilot models and the widespread application of cleaner production in industry for industrial production establishments.

4. Develop a network of organizations supporting cleaner production in industry.

IV. IMPLEMENTATION STRATEGIES

1. Solutions related to communication and raising awareness:

a) Strengthen propaganda and education to raise awareness about cleaner production in industry among all levels, sectors, and industrial production establishments;

b) Establish and disseminate databases and electronic information websites on the application of cleaner production in industry;

c) Promote the dissemination and widespread application of successful models of cleaner production in industry.

2. Solutions related to organization, management, and mechanisms, policies:

a) Vigorously review, amend, supplement, and perfect mechanisms, policies, and laws to promote cleaner production in industry;

b) Implement the integration of cleaner production content into the strategies and plans for developing industrial sectors; strategies and plans for socio-economic development; programs and plans for environmental protection of ministries, sectors, and localities;

c) Establish a certification network for the application of cleaner production in industry for industrial production establishments on a voluntary basis;

d) Develop a network of organizations supporting cleaner production in industry under the Ministry of Industry and Trade and provinces and centrally-administered cities with many industrial production establishments.

3. Solutions related to technical support, training, and international cooperation:

a) Vigorously build and disseminate technical guidelines on cleaner production in industry; support the application of cleaner production at industrial production establishments;

b) Strengthen collaboration between research institutes and universities with industrial production establishments in researching, transferring, and applying technologies serving cleaner production in industry;

c) Vigorously train, enhance, and improve the capacity of management and professional staff and consultants working in the field of cleaner production in industry;

d) Utilize resources from foreign organizations and individuals to promote the application of cleaner production in industry.

4. Solutions related to investment and finance.

a) Funds for implementing the contents and tasks of the Strategy are mobilized from various sources: state budget funds, aid, sponsorships, domestic and foreign organizational and individual investments, and other legitimate sources.

b) Approve in principle five projects attached as an appendix to this Decision to effectively implement the objectives, contents, and tasks of the Strategy. Relevant ministries and sectors are responsible for developing the projects and submitting them to the competent authority for approval. The implementation costs of the projects will be guaranteed by the state budget.

c) The State provides support through state credit for industrial cleaner production projects; encourages organizations and individuals, both domestic and foreign, to invest in research, transfer, and application of environmentally friendly technologies to serve cleaner production in industry.

d) Investment projects applying cleaner production at production facilities enjoy preferential financial policies. The Steering Committee implementing the Strategy is responsible for advising on detailed support mechanisms and incentives, and submitting them to the Prime Minister for approval.

V. IMPLEMENTATION

1. The Ministry of Industry and Trade shall take the lead and coordinate with the Ministry of Natural Resources and Environment, relevant ministries, sectors, and localities to effectively and timely implement the contents and tasks of the Strategy, and report annually to the Prime Minister on the results of implementation.

The Minister of Industry and Trade shall establish a Steering Committee chaired by the Minister to implement the Strategy. The composition and operational regulations of the Steering Committee and its office shall be decided by the Minister of Industry and Trade.

2. The Ministry of Planning and Investment and the Ministry of Finance shall balance, allocate, and guide the use of funds from the state budget over five years and annually to implement component projects of the Strategy.

3. The Ministry of Natural Resources and Environment, the Ministry of Finance, other relevant ministries and sectors, and People's Committees of provinces and centrally governed cities shall, within their respective functions, tasks, and scope of state management, cooperate with the Ministry of Industry and Trade to effectively implement related contents and tasks in the Strategy; and submit annual reports on the results of implementation to the Ministry of Industry and Trade for consolidation and submission to the Prime Minister.

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Minister of Industry and Trade, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and related organizations and individuals are responsible for enforcing this Decision./.
