PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
In accordance with the proposal of the Minister of Planning and Investment in document number 3244 BKH/TH dated May 22, 1999 and number 46 BKH/TH dated June 24, 1999, the opinion of the Ministry of Finance in document number 2976/TC-ĐTPT dated June 17, 1999, and the opinions of the State Bank of Vietnam in document number 538/CV-KHNN1 dated June 10, 1999,
To ensure the balance of investment credit funds according to the State’s plan for 1999, in addition to the capital already allocated in the appendix attached to Decision No. 13/1999/QĐ-TTg dated February 4, 1999 of the Prime Minister, the following organizations continue to mobilize capital for lending:

1. Supplementing the list of new Group A projects to be initiated in 1999, which have received investment decisions before April 1, 1999; the total amount of loans for these projects is 1,336.1 billion VND (Appendix 1 attached). |
Article 2.
- Direct the Minister of Planning and Investment to notify the loan amount to the lending entities, relevant ministries, sectors, and localities for implementation.
2. The National Investment Support Fund shall mobilize capital to lend to new Group B and Group C projects totaling 2,100 billion VND according to the project schedule and in accordance with the provisions of Article 3 of Decision No. 13/1999/QĐ-TTg dated February 4, 1999 of the Prime Minister (Appendix 2 attached).
Direct the Ministry of Planning and Investment to notify the total loanable amount to the ministries and localities; based on this, the ministries and localities will specifically allocate the project list and loan amounts for each Group B and C project to be initiated and register with the National Investment Support Fund for the project sponsors to sign loan contracts.
3. For ongoing projects being financed by commercial banks and the National Investment Development Corporation, the Ministry of Planning and Investment will notify the ministries and localities of the total amount that can be borrowed and the lending entities; based on this, the ministries and localities will allocate the project list and loan amounts for each project and register with the lending entities for the project sponsors to sign loan contracts. Commercial Banks and the National Investment Development Corporation will mobilize sufficient funds for lending based on the borrowing needs of the projects according to their schedules.
- Regarding the management mechanism and lending terms for the additional mobilized capital (interest rates, loan periods...), follow Decision No. 13/1999/QĐ-TTg dated February 4, 1999 of the Prime Minister.
Article 3.
- Based on the actual amount of capital mobilized and lent, the State Bank of Vietnam and the Ministry of Finance will calculate the interest rate subsidy source to be included in the 2000 basic construction investment plan.
The Minister of Planning and Investment, the Minister of Finance, the Governor of the State Bank of Vietnam, and the Chairman of the Management Board of the National Investment Support Fund are responsible for implementing this Decision.
Article 4. This Decision takes effect from the date of signature.
