Pursuant to the Cultural Heritage Law and Decree No. 92/2002/NĐ-CP dated November 11, 2002 detailing certain provisions of the Cultural Heritage Law;

Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;

After considering the relic files and proposals from the Chairmen of the People's Committees of Thanh Hoa, Bac Ninh, Ha Tay, Hai Duong, Phu Tho, Hoa Binh, Vinh Phuc, and Lao Cai provinces;

Considering the proposal of Mr. Director of the Relic Preservation Museum Department.

Article 1: Rank 17 relics, supplement the ranking of 03 relics, change the names and locations of 02 relics as follows:

HA TAY PROVINCE (04)

1. Historical Relic: Ho Chi Minh Commemorative Site - Van Canh Commune, Hoai Duc District, Ha Tay Province.

2. Historical Relic: Temple and Chuong Duong Wharf - Chuong Duong Commune, Thuan Thanh District, Ha Tay Province.

3. Architectural and Artistic Relic: Tan Minh Pagoda - Tan Minh Commune, Thuan Thanh District, Ha Tay Province.

4. Architectural and Artistic Relic: Quan Van Tomb - Van Tao Commune, Thuan Thanh District, Ha Tay Province.

BAC NINH PROVINCE (02)

5. Historical and Artistic Relic: Tinh Xa Communal House - Phu Hoa Commune, Luong Tai District, Bac Ninh Province.

11. Scenic Spot: Hoa Tien Cave - Ngoi Hoa Commune, Tan Lac District, Hoa Binh Province.

12. Archaeological Relic: Bun Cave - Ngoi Hoa Commune, Tan Lac District, Hoa Binh Province.

Change the name of the archaeological relic: Dong Dong Thoat - Thanh Ha town, Kim Boi district, Hoa Binh province (Replaces Decision No. 53/2001/QĐ-BVHTT dated December 28, 2001 of the Ministry of Culture and Information).

Supplement the name of the scenic spot: Luon Cave - Chi Ne Town, Dong Tam Commune, Yen Bong Commune, Yen Thuy District, Hoa Binh Province (Replaces Decision No. 53/2001/QĐ-BVHTT dated December 28, 2001 of the Ministry of Culture and Information).

LAO CAI PROVINCE (01)

17. Scenic Spot: Ham Rong Cave - Tung Chung Pho Commune, Muong Chanh District, Lao Cai Province.

Supplement the classification of 03 relics in Phu Tho province

+ Historical Relic: War Zone 10 (Area around Chu Hung Temple - Am Ha Commune, Ha Hoa District, Phu Tho Province) supplemented into Decision No. 3777 VH/QĐ dated December 13, 2001 of the Ministry of Culture and Information.

+ Historical Relic: War Zone 10 (Area around Mr. Nguyen Van Ky's house, Area around Mrs. Nguyen Thi Gai's house, Dong Cong Hill Area - Gia Dian Commune, Ha Hoa District, Phu Tho Province) supplemented into Decision No. 3777 VH/QĐ dated December 23, 2001 of the Ministry of Culture and Information.

Historical Relic: War Zone 10 (Area around Mr. Luong Xuan Bach's house, Don Hill Area - Ha Luong Commune, Ha Hoa District, Phu Tho Province). Supplemented into Decision No. 3777 VH/QĐ dated December 23, 2001 of the Ministry of Culture and Information.

Article 2: Strictly prohibit all construction and exploitation activities within areas delineated for relic protection. In exceptional cases where land use is required within historical and cultural relics and scenic spots, permission must be obtained from the Minister of Culture and Information.

Article 3: People's Committees at all levels shall implement state management over historical and cultural relics and scenic spots in accordance with the law.

Article 4: The Head of the Ministry's Office, the Director of the Museum Conservation Department, the Chairman of the People's Committee of Ha Tay, Hai Duong, Hoa Binh, Thanh Hoa, Bac Ninh, Lao Cai, Vinh Phuc, and Phu Tho Provinces, and the Directors of the Culture and Information Departments of these provinces shall be responsible for implementing this decision./.
