Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on price management for postal and telecommunications service rates;
Considering the proposal of Vietnam Post and Telecommunications Corporation at Document No. 1822/GCTT dated April 6, 2006 regarding approval of the plan to reduce international outgoing call rates in 2006;
Based on the recommendation of the Director of the Planning and Finance Department.

Article 1. The international telephone service rates and the method of calculating such rates provided by the Vietnam Posts and Telecommunications Group for subscribers' premises are hereby issued as follows:
1. International telephone service rates
1.1 International telephone service rates for the PSTN network
a. Direct dialing (IDD):
- Maximum rate: 0.68 USD/minute;
- Minimum rate: 0.44 USD/minute.
b. Operator-assisted calls (registered through the international switchboard): The rate is determined by the enterprise.
1.2 International telephone service rates for the NGN 64 Kbps network using prepaid cards:
- Maximum rate shall not exceed the corresponding PSTN international telephone service rate.
- Minimum rate shall not be less than 10% of the corresponding PSTN international telephone service rate.
1.3 International Internet Protocol (IP) telephone service rates (VOIP)
a. For postpaid international IP telephone services:
- Maximum rate: 0.51 USD/minute;
- Minimum rate: 0.40 USD/minute.
b. For international IP telephone services using prepaid cards:
- Maximum rate: 0.42 USD/minute;
- Minimum rate: 0.33 USD/minute.
1.4 International NGN 8 Kbps service rates using prepaid cards shall be applied according to the regulations for international IP telephone services using prepaid cards.
2. Method of calculating rates: The method of calculating international telephone service rates shall be based on the first billing unit and subsequent billing units with the condition that the first billing unit shall not be lower than 6 seconds and subsequent units shall not be lower than 1 second.
Article 2. For international PSTN network calls, NGN 64 Kbps network calls using prepaid cards, postpaid VoIP calls, VoIP calls using prepaid cards, and international NGN 8 Kbps calls using prepaid cards at public points: In addition to the rates and calculation methods stipulated in Clauses 1, 2, and 3 of Article 1, the public point management enterprise may charge additional service fees. The level of these service fees shall be determined by the public point management enterprise but must ensure non-discriminatory treatment among services provided by different enterprises offering international telephone services.
Article 3. International communication rates for fax and data transmission subscribers within standard telephone bands (data transmission over telephone subscriber lines) on the PSTN network, NGN network, or using IP protocols shall be applied according to the corresponding international telephone service rates specified in Article 1.
Article 4. The rates specified in Article 1 of this Decision do not include value-added tax.
Article 5. Vietnam Post and Telecommunications Group:
1. Based on the provisions of Articles 1, 2, 3, and 4 of this Decision, establish specific rates and methods for calculating charges for international telephone calls to each country. When issuing decisions on specific rates and calculation methods within its authority, the Group shall notify the Ministry of Posts and Telecommunications ten days before the decision takes effect.
2. Set discount rates for international telephone calls on PSTN networks, NGN 64 Kbps networks using prepaid cards; VoIP international calls on a postpaid basis, VoIP international calls using prepaid cards; international NGN 8 Kbps calls using prepaid cards during holidays, Sundays, and from 11 PM the previous day until 7 AM the following morning from Monday to Saturday, but the discount rate must not exceed 30% of the applicable charge at that time.
3. Establish reductions in charges for large customers and special customers with discounts not exceeding 10% of the applicable charge at that time and without discrimination among customers.
Article 6. The provisions of this Decision apply to users of international telephone services of the Vietnam Post and Telecommunications Group.
Article 7. This Decision takes effect fifteen days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are hereby abolished.
Article 8. The Director of the Office, Heads of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, and the General Director of the Vietnam Post and Telecommunications Group are responsible for implementing this Decision.
