Circular No. 15/2019/TT-BNV abolishes certain regulatory legal documents issued jointly by the Minister of Home Affairs.

CIRCULAR

ABOLISHING CERTAIN LEGAL DOCUMENTS
ISSUED JOINTLY BY THE MINISTER OF HOME AFFAIRS

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

At the proposal of the Director of the Legal Department;

After reaching consensus with the Minister of Finance, the Minister of Labor, Invalids and Social Affairs, the General Confederation of Trade Unions of Vietnam, and the Minister of Home Affairs, the Circular abolishing certain legal documents issued jointly by the Minister of Home Affairs is hereby promulgated.

This Circular takes effect from January 25, 2026.

The following legal documents issued jointly by the Minister of Home Affairs are hereby abolished in their entirety:

1. Joint Circular No. 125/TT-LB dated June 24, 1995 of the Minister, Head of the Civil Service Personnel Department under the Government, the Minister of Labor, Invalids and Social Affairs, and the General Confederation of Trade Unions of Vietnam guiding the transfer of tasks, organization, and personnel of social insurance from the labor, invalids, and social affairs system and the General Confederation of Trade Unions of Vietnam to the Vietnam Social Security;

2. Joint Circular No. 54/1999/TTLT-BTCCBCP-BTC dated December 29, 1999 of the Minister, Head of the Civil Service Personnel Department under the Government and the Minister of Finance guiding the implementation of adjustments to the minimum wage level, allowances, and living expenses for individuals receiving salaries, allowances, and living expenses from state budget funds;

3. Joint Circular No. 72/2000/TTLT-BTCCBCP-BTC dated December 26, 2000 of the Minister, Head of the Civil Service Personnel Department under the Government and the Minister of Finance guiding the implementation of adjustments to the minimum wage level, allowances, and living expenses for individuals receiving salaries, allowances, and living expenses from state budget funds.

Article 2. Effective Date

This Circular takes effect from February 1, 2020.

Article 3. Implementation Organization

The Director of the Legal Department, Heads of units under and affiliated with the Ministry of Home Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
