Guidelines on the structure of civil servants according to occupational titles and staffing normsfor the number of employees in public service unitsin the banking sectorg

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

Pursuant to Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and staffing norms for the number of employees in public service units;

Pursuant to Decree No. 120/2020/NĐ-CP dated October 7, 2020 of the Government on the establishment, restructuring, and dissolution of public service units;p;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Governor of the State Bank of Vietnam issues this Circular guiding the structure of civil servants according to occupational titles and staffing norms for the number of employees in public service units in the banking sector..

Article 1. Scope of Regulation

This Circular guides the structure of civil servants according to occupational titles and staffing norms for the number of employees in public service units in the banking sector.

Article 2. Applicability

This Circular applies to public service units in the banking sector operating in the credit information field.

Article 3. Basis for determining the structure of civil servants according to occupational titles and staffing norms

1. The structure of civil servants according to occupational titles in public service units in the banking sector operating in the credit information field shall be determined in accordance with Clause 5, Article 3 and Clause 3, Article 4 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on job positions and staffing norms for the number of employees in public service units.

2. Staffing norms for the number of employees in public service units in the banking sector operating in the credit information field shall be determined in accordance with Clause 2, Article 4 of Decree No. 106/2020/NĐ-CP, Point d, Clause 1, Article 5 of Decree No. 120/2020/NĐ-CP dated October 7, 2020 of the Government on the establishment, restructuring, and dissolution of public service units, and the following bases:

a) The number of new organizations participating in credit information activities;

b) The number of customer files with outstanding debts at credit institutions;

c) The number of credit information reports provided;

d) The number of customers rated and scored for credit;

đ) Requirements for the development of credit information business operations;

e) Current infrastructure and level of application of information technology; requirements for ensuring information technology security and safety;

g) Job position list.

3. The number of employees in public service units in the banking sector operating in the credit information field does not include the number of employees in support and service job positions.

Article 4. Staffing norms

Public service units in the banking sector operating in the credit information field, self-financing their regular expenses, shall base themselves on their functions, tasks, organizational structure, and Clause 2, Article 3 of this Circular to decide on the number of employees, ensuring the fulfillment of assigned tasks.

Article 5. Effective Date

1. This Circular takes effect from August 14, 2025.

2. In cases where the legal documents cited for application in this Circular are amended, supplemented, or replaced, they shall be implemented in accordance with the amended, supplemented, or replacement documents.

Article 6. Implementation Organization

The Director of the Office, Heads of the Cadre and Civil Servant Department, Heads of units under the State Bank of Vietnam, and Heads of public service units in the banking sector operating in the credit information field are responsible for organizing the implementation of this Circular.
