Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Resolution No. 02/NQ-CP dated January 9, 2010 of the Government on key measures for directing and managing the implementation of the socio-economic development plan and state budget estimate for 2011;
Considering the proposal of the Director of the Office of the Ministry of Finance,
DECISION:
Article 1. The Plan of the Ministry of Finance to implement Resolution No. 02/NQ-CP dated January 9, 2010 of the Government on key measures for directing and managing the implementation of the socio-economic development plan and state budget estimate for 2011 is hereby promulgated together with this Decision.
Article 2. Leaders of the Ministry shall, based on the targets, requirements, and tasks assigned by the Government in Resolution No. 02/NQ-CP dated January 9, 2010 and the contents of this Plan, proactively direct units under their jurisdiction to effectively perform the assigned tasks, ensuring achievement of the Government's set goals and requirements.
Deputy Minister Nguyen Cong Nghia shall oversee the organization and implementation of the Plan.
Heads of units under the Ministry shall proactively adhere to the targets, requirements, and tasks assigned by the Government in Resolution No. 02/NQ-CP dated January 9, 2010 and the specific tasks assigned in this Plan, organize and implement them, concretize them into projects, documents, tasks... and incorporate them into the unit's work program for 2011, report to the Ministry leadership, clearly defining the progress and completion time for each task, ensuring achievement of the set goals and requirements.
In addition to the specific tasks outlined in this Plan, during the implementation process, if new tasks arise and cooperation with other Ministries, agencies, and localities is required, heads of units under the Ministry shall proactively propose and report to the Ministry for implementation.
Article 3. Within the scope of their functions and tasks, units under the Ministry shall regularly hold monthly and quarterly meetings to review the implementation of the Plan, report to the Ministry, and simultaneously send the results of monthly reports before the 18th of each month and quarterly reports before the 15th of the last month of each quarter to the State Budget Department for consolidation and submission to the Ministry for reporting to the Ministry of Planning and Investment before the 22nd of each month and the last month of each quarter.
Before November 30, 2011, units under the Ministry shall review the implementation of the Plan in 2011 and report to the Ministry, simultaneously sending the results to the State Budget Department for comprehensive consolidation. The State Budget Department shall consolidate the Report on the Review of the Implementation of the Resolution in 2011 within the scope of the Ministry of Finance's functions and tasks, propose guiding and management measures for the following year, submit to the Ministry for reporting to the Prime Minister, and send to the Ministry of Planning and Investment before December 10, 2011.
Article 4. This Decision takes effect from the date of signature.
Heads of units under the Ministry of Finance are responsible for implementing this Decision./.
