Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
Pursuant to Decision No. 256/2003/QĐ-TTg dated December 2, 2003 of the Prime Minister approving the National Environmental Protection Strategy to 2010 and orientations to 2020;
Pursuant to Decision No. 113/2005/QĐ-TTg dated May 20, 2005 of the Prime Minister promulgating the Government's Action Program to implement Resolution No. 39-NQ/TW dated August 16, 2004 of the Politburo on economic and social development and national defense and security in the North Central Coast and Central Coast Region;
CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,
DECISION:
Article 1. Approving the Comprehensive Coastal Zone Management Program for the North Central Coast and Central Coast Region to 2010 and orientations to 2020 (hereinafter referred to as the Program) with the main contents as follows:
I. GUIDING PRINCIPLES
1. Ensuring consistency and unity in building mechanisms, policies, and implementing the Program from central to local levels.
2. Being consistent with strategies, plans, and programs already approved regarding sustainable exploitation and utilization of resources and the environment to serve economic and social development and national defense and security.
3. Inheriting and effectively utilizing the results and experiences of coastal zone management projects that have been implemented or are ongoing in Vietnam.
4. Consistent with Vietnam's commitments to the region and the world in managing and developing the marine and coastal areas sustainably.
5. Integrating and coordinating effectively with other programs, plans, projects, and activities currently being implemented or approved related to the coastal zone of the North Central Coast and Central Coast Region.
II. OBJECTIVES
1. General Objective
Enhancing management capacity, protection, utilization, and exploitation of resources and the environment to serve sustainable development of provinces and centrally governed cities in the North Central Coast and Central Coast Region through the application of integrated coastal zone management methods.
2. Specific objectives by 2010
a) Creating a legal framework, forming mechanisms, policies, and increasing resources and technical bases to organize the implementation of comprehensive coastal zone management in the North Central Coast and Central Coast Region;
b) Implementing integrated coastal zone management in all provinces and centrally governed cities in the North Central Coast and Central Coast Region.
3. Orientations by 2020
a) Completing and organizing the implementation of mechanisms, policies, and laws on integrated coastal zone management formed during the period 2007-2010;
b) Increasing the application of integrated coastal zone management to address specific issues in resource and environmental management in all provinces and centrally governed cities in the North Central Coast and Central Coast Region;
c) Promoting integrated coastal zone management along the entire Vietnamese coast, contributing positively to national sustainable development and international integration.
III. SCOPE
1. Spatial scope: The Program will be implemented in 14 provinces and centrally governed cities in the North Central Coast and Central Coast Region, including: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, and Binh Thuan. The coastal zone of the North Central Coast and Central Coast Region is defined as follows:
a) Land portion: Includes all coastal districts, counties, and towns of the aforementioned provinces and centrally governed cities;
b) Marine portion: Includes the nearshore waters within 6 nautical miles of the coast of the aforementioned provinces and centrally governed cities.
2. Temporal scope: The Program is developed with tasks for the 2007-2010 period and orientations for the subsequent 2011-2020 period.
The spatial and temporal scope may be reviewed and adjusted during the implementation of the Program to suit actual needs and conditions.
IV. TASKS
1. Tasks for the 2007-2010 period
Implementing 25 projects under five main task groups as follows:
a) Task Group 1: Improving mechanisms, policies, and laws to support comprehensive coastal zone management in the North Central Coast and Central Coast Region;
b) Task Group 2: Training, developing human resources, and enhancing community awareness to support integrated coastal zone management;
c) Task Group 3: Building databases and information management systems to support comprehensive coastal zone management in the North Central Coast and Central Coast Region;
d) Task Group 4: Implementing pilot projects to support integrated coastal zone management in Thanh Hoa, Ha Tinh, and Thua Thien Hue provinces;
e) Task Group 5: Developing and implementing integrated coastal zone management projects in provinces and centrally governed cities in the North Central Coast and Central Coast Region.
(Specific projects implementing the Program until 2010 are detailed in the attached list.)
2. During the 2011-2020 period, comprehensively implementing integrated coastal zone management in all provinces and centrally governed cities in the North Central Coast and Central Coast Region.
V. IMPLEMENTATION MEASURES
1. Concentrating on building and improving multi-sector coordination mechanisms to implement integrated coastal zone management tasks; developing human resources and strengthening publicity efforts to enhance understanding among managers and the community to support integrated coastal zone management.
2. Strengthening and diversifying investment capital for integrated coastal zone management
a) Diversifying and using investment capital effectively; prioritizing investment in human resource training and enhancing technical infrastructure to support database construction and information management systems;
b) In addition to state budget funds, it is necessary to encourage, attract, and utilize other sources of investment capital through bilateral and multilateral international cooperation programs and projects; actively mobilizing additional capital from domestic and foreign enterprises, organizations, and individuals.
3. Strengthening international cooperation to seek assistance from countries with experience in integrated coastal zone management through the effective implementation of bilateral and multilateral cooperation programs, topics, and projects in this field.
Article 2. Implementation
1. Allocation of responsibilities for ministries, sectors, and localities
a) The Ministry of Natural Resources and Environment shall take the lead, coordinate with relevant ministries, sectors, People's Committees of provinces and centrally governed cities in the North Central Coast and Central Coast regions to direct, organize, guide, and supervise the implementation of the Program according to their assigned functions and tasks; establish and consolidate management mechanisms for the Program at the central level; take the lead in implementing Projects No. 2, 4, 5, 6, 7, and 8 listed in the Program's Project List until 2010;
b) The Ministry of Finance and the Ministry of Planning and Investment shall balance and allocate state budget funds, and develop financial and credit policies to ensure the smooth and effective implementation of the Program;
c) The Ministry of Home Affairs and the Ministry of Science and Technology shall take the lead, coordinate with relevant ministries, sectors, and People's Committees of provinces and centrally governed cities in the North Central Coast and Central Coast regions to implement Projects No. 1 and 3 listed in the Program's Project List until 2010; provide advisory services, information, data, and integrate related tasks and activities of their respective ministries and sectors into the Program's activities;
d) Other relevant ministries and sectors shall be responsible for participating in the implementation of projects assigned under the Program; provide advisory services, information, data, and integrate related tasks and activities of their respective ministries and sectors into the Program's activities;
đ) People's Committees of provinces and centrally governed cities in the North Central Coast and Central Coast regions shall be responsible for directing competent agencies and other related parties in their localities to organize and implement corresponding projects from No. 9 to No. 25 listed in the Program's Project List until 2010; coordinate with central ministries and sectors and other provinces and centrally governed cities within the region to implement joint projects with inter-locality significance;
2. Budget
The total budget for implementing the Program until 2010 is estimated at approximately 1.5 trillion VND, and until 2020, it is estimated at approximately 5 trillion VND. The budget for each project will be specifically determined based on the approval of each feasible project of the Program in accordance with the provisions of the law.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of People's Committees of provinces and centrally governed cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan are responsible for enforcing this Decision./.
