MINISTER OF NATIONAL DEFENSE
Pursuant to the Law on Legislative Acts issued on November 12, 1996, amended and supplemented on December 16, 2002;
Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decision No. 160/2004/QĐ-TTg dated September 6, 2004 of the Prime Minister on determining prohibited areas and locations;
Article 2. This Circular applies to academies, universities, military officer schools, vocational colleges, secondary technical schools, and military schools (hereinafter referred to collectively as military schools) that organize training in accordance with the law, and related agencies, units, organizations, and individuals; it does not apply to teachers teaching at kindergartens, general education schools, national defense education centers, and security education centers.
DECISION:
Article 1. Issuing with this Decision the Regulations on Prohibited Airspace Areas over the airspace of the Socialist Republic of Vietnam;
Article 2. This Decision takes effect fifteen days from the date of signature and replaces Decision No. 144/2004/QĐ-BQP dated October 30, 2004.
Article 3. The Chief of General Staff, Commander of the Air Defense-Air Force Service, Director of the Civil Aviation Administration, Heads of relevant agencies and units shall implement this Decision.

In the airspace of the Socialist Republic of Vietnam (Issued together with Decision No.: 159/2006/QĐ-BQP dated September 15, 2006 of the Minister of National Defense)
- Prohibited Area 1 (Hanoi Capital Area):
- Horizontal limits: Within the range of five points with coordinates:
Point 1: 21° 06’ 22” N-105° 48’ 10” E; Point 2: 21° 01’ 21” N-105° 52’ 20” E.
Point 3: 21° 00’ 25” N-105° 51’ 24” E; Point 4: 20° 58’ 56” N-105° 46’ 42” E.
Point 5: 21° 01’ 30” N-105° 43’ 18” E.
- Vertical limits: From ground level to infinity. Prohibited time: 24 hours a day.
- Prohibited Area 2 (Haiphong City Area):
1. Horizontal limits: Within the range of four points with coordinates:
Point 1: 20° 53’ 48” N-106° 41’ 05” E; Point 2: 20° 53’ 00” N-106° 44’ 10” E. Point 3: 20° 49’ 35” N-106° 40’ 20” E; Point 4: 20° 50’ 30” N-106° 39’ 50” E.
2. Vertical limits: From ground level to 1500 meters.
