Issuing the Regulation on the Organization and Operation of National Universities

Pursuant to the Law on Organization Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Education Law dated December 2, 1998,
On the basis of Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law, Decree No. 07/2000/NĐ-CP dated February 1, 2001 on National Universities by the Government;
Pursuant to the Government Decree number Considering the proposal of the Minister, Head of the Civil Service Organization Department
of the Government and the Ministry - This Decision hereby promulgates the Regulation on the organization and operation of National Universities attached hereto. This Decision shall take effect fifteen days from the date of signature. All previous documents that conflict with this Decision are hereby abolished. Article 1. The Rector of the Hanoi National University, the Rector of the Ho Chi Minh City National University, Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairpersons of provincial People's Committees under central city status are responsible for implementing this Decision./.

Article 1. This Regulation stipulates the organization and operation of the Hanoi National University and the Ho Chi Minh City National University (hereinafter referred to collectively as National Universities).
Article 2. The organization and operation of National Universities must meet the following requirements:
PART I
GENERAL PROVISIONS
1. Having a multi-disciplinary and multi-field structure with reasonable scale, focusing on training fields of science and technology and some key socio-economic areas;
2. Having advanced curricula, textbooks, and teaching methods;
3. Having a strong and synchronized scientific staff;
4. Combining closely between training and scientific research and application, between natural sciences and social-humanities, and between science and technology to train high-quality human resources and nurture scientific and technological talents;
5. Having high autonomy in activities related to training, scientific research and technology, finance, international relations, and organizational structure.
Article 3. National Universities are prioritized by the State in terms of personnel, finance, infrastructure, and equipment to improve the quality and effectiveness of training, research, and application of science and technology, thereby gradually developing National Universities at par with reputable universities in the region and internationally.
Article 4. National Universities are subject to state management by the Ministry of Education and Training; other ministries, sectors, and local people's committees where National Universities are located, within their respective functions as prescribed by the Government and in accordance with the law.
Article 5. The Communist Party of Vietnam organizations and mass organizations, social organizations within National Universities operate according to Articles 51 and 52 of the Education Law.
ORGANIZATION
Article 6. National Universities are high-quality multi-disciplinary centers for university and postgraduate education and scientific and technological research, serving as the backbone of the higher education system, meeting the needs of socio-economic development.
Chapter II
Article 7. National Universities have legal personality, bear the national emblem seal, and have separate bank accounts.
Article 6. The National University is a multi-disciplinary, high-quality center for undergraduate, graduate education, and scientific and technological research, reaching advanced levels, serving as the core of the higher education system to meet the needs of economic and social development.
Article 7. The National University has legal personality, bears a seal with the national emblem, and maintains its own separate account.
Article 8. The organizational structure of the National University includes the following units:
1. Member universities (hereinafter referred to as universities);
2. Research institutes for science and technology (hereinafter referred to as research institutes);
3. Office of the National University and some functional departments organized on the principle of efficiency, simplicity, and effectiveness;
4. Departments and research centers for science and technology directly under the National University;
5. Units directly under the National University serving educational and scientific research activities and application such as: central laboratories, science museums, information-library systems, printing houses, student dormitory systems, etc.;
6. Publishing house, scientific journals.
Article 9. The National University has a Director and several Deputy Directors.
1. The Director of the National University is the legal representative of the National University in relations with organizations and individuals both within and outside the country; responsible for all aspects of the National University's operations. The Director of the National University is appointed and relieved of duty by the Prime Minister upon the proposal of the Minister of Education and Training and the Head of the Government Organizational and Cadre Affairs Board after reaching consensus with the Minister of Education and Training. The term of office of the Director is five years and shall not exceed two consecutive terms.
2. Deputy Directors assist the Director in managing areas assigned by the Director. Deputy Directors shall not concurrently hold the position of Rector of a university. The Prime Minister appoints and relieves Deputy Directors of duty upon the proposal of the Director of the National University. The term of office of Deputy Directors follows that of the Director.
Article 10. In terms of organization and personnel, the Director of the National University has the following powers and responsibilities:
1. Submit to the Prime Minister for decision the following matters after obtaining opinions from the Ministry of Education and Training and relevant ministries and sectors:
a) Strategies, planning, five-year plans, and annual plans for the development of the National University;
b) Proposals for establishing, dissolving, merging, and splitting member universities and research institutes within the National University;
2. Decide on the establishment, dissolution, merger, and splitting of units specified in Clauses 3, 5 of Article 8. Decide on the establishment, dissolution, merger, and splitting of units specified in Clause 4 of Article 8 and Clause 2 of Article 13 of this Regulation based on the resolution of the National University Council; define functions, tasks, authorities, and organizational structures of units specified in Clauses 3, 4, 5, 6 of Article 8, Clause 2 of Article 13 of this Regulation;
3. Appoint and relieve Deputy Rectors of universities upon the proposal of the Rector; appoint and relieve Deputy Directors of research institutes upon the proposal of the Director; appoint and relieve heads and deputy heads of units specified in Clauses 3, 4, 5, 6 of Article 8 of this Regulation;
4. Approve the Regulations on Organization and Operation of universities and research institutes within the National University in accordance with this Regulation;
5. Submit proposals for establishing organizations specified in Clause 6 of Article 8 of this Regulation to relevant state management agencies for review and approval.
Article 11. Universities belonging to the National University are higher education institutions with the function of training and conducting scientific research and technological application in one or more related fields of science and technology.
Each university is an organization with legal personality, having its own seal and separate account.
Article 12. Research institutes under the National University shall have the function of conducting research, applying science and technology; training master's and doctoral degrees in accordance with the regulations of the State.
Each research institute is an organization with legal personality, having its own seal and separate account.
Article 13. Universities and research institutes under the National University shall have units as follows:
1. Functional offices assisting the Rector and Institute Director;
2. Departments within universities, specialized research rooms within research institutes;
3. Laboratories, research centers, libraries, information rooms, botanical gardens, zoos, practice workshops;
4. Based on needs and tasks to serve research and experimental pedagogical activities, nurturing students with talent, and creating high-quality training sources for the National University, universities may open practical secondary schools and specialized schools according to the Regulations of the Ministry of Education and Training.
Article 14. A university has a Rector and several Deputy Rectors. The Rector of the university is responsible for all activities of the university and represents the university legally in relations with organizations and individuals both domestically and internationally.
A research institute has a Director and several Deputy Directors. The Director is responsible for all activities of the institute and represents the research institute legally in relations with organizations and individuals both domestically and internationally.
The Minister of Education and Training decides to appoint the Rector of the university and the Director of the research institute upon the proposal of the National University President.
The authority to appoint and dismiss Deputy Rectors and Deputy Directors is stipulated in Clause 3, Article 10 of this Regulation.
The term of office for the Rector and Director is five years and they cannot hold more than two consecutive terms. The term of office for Deputy Rectors and Deputy Directors follows that of the Rector and Director.
Article 15. The Rector and Director decide to establish and dissolve units as stipulated in Clauses 1 and 3 of Article 13 of this Regulation.
The Rector decides on the organizational structure of training and academic units (departments) of the departments, while the Director decides on the organizational structure of scientific research of specialized laboratories.
The Rector and Director appoint and dismiss the positions of heads and deputy heads of subordinate units of the university and institute.
Article 16. The National University Council.
1. The National University Council collectively resolves the following issues:
- Strategy, planning, development plans;
- Proposals for establishing, dissolving, merging, and splitting organizations as stipulated in Clauses 1, 2, 4, 6 of Article 8 and Clause 2 of Article 13;
- Regulations and provisions as stipulated in Clause 4 of Article 19, Clause 2 of Article 21, and Clause 1 of Article 28 of this Regulation.
2. Members of the National University Council include: members who are automatically included such as the President, Secretary of the Party Committee of the National University, Vice Presidents of the National University, Rectors of universities, and Directors of research institutes under the National University.
Other members are scientists, educators, and educational managers with competence and prestige both within and outside the National University, elected by the automatic members of the Council. The number of these members does not exceed 30% of the total number of Council members.
3. The President of the National University is the Chairman of the National University Council. The Chairman of the National University Council promulgates the operational regulations of the Council, appoints the Secretary of the Council and other members of the Council. The Office of the National University assists the National University Council. The National University Council uses the seal of the National University. The term of office of the National University Council follows that of the President.
4. A meeting of the National University Council is valid when at least 2/3 of the members attend. Resolutions of the National University Council only have legal validity when more than half of the total number of Council members agree or equal half of the total number of Council members including the vote of the Chairman of the Council.
The President of the National University is responsible for implementing the resolutions of the National University Council regarding the contents stipulated in Clause 1 of this Article.
Article 17. Scientific Council and Training Board.
The Scientific Council and Training Board of the National University is an advisory body to the Director regarding training and scientific research activities, established by the Director of the National University.
1. Members of the Scientific Council and Training Board of the National University include:
- The Director of the National University
- Some Deputy Directors and some Heads of functional departments,
- Rectors of universities, Heads of affiliated faculties, Institute Directors, and some Center Directors under the National University,
- Some teaching staff and scientists both within and outside the National University.
2. The Director of the National University issues decisions appointing the Chair, Vice-Chairs, Secretary, and members of the Scientific Council and Training Board.
3. The term of office of the Scientific Council and Training Board corresponds to that of the Director. The operational regulations of the Scientific Council and Training Board are promulgated by the Director of the National University.
Article 18. Each university and institute has its own Scientific Council and Training Board. The term of office of the Council is five years and corresponds to the term of office of the Rector and Institute Director.
The Scientific Council and Training Board advises the Rector and Institute Director on matters related to training and scientific research.
The Rector and Institute Director decide on the composition and issue the operational regulations of the Scientific Council and Training Board in accordance with the organizational and operational regulations of the university or institute approved by the Director of the National University.
The Rector and Institute Director serve as the Chair of the Scientific Council and Training Board and issue decisions appointing Vice-Chairs, Secretaries, and members of the Council.
Article 19. Based on the State's standard job titles, the National University arranges cadres and civil servants according to civil service ranks.
1. Annually, the National University is responsible for formulating plans, protecting, receiving staffing quotas for cadres and civil servants, salary funds from the Government’s Organization and Cadre Department, and reporting to the Ministry of Education and Training (for the university system and affiliated faculties) and the Ministry of Science and Technology (for the institute and research center system).
2. The National University may organize civil service examinations, examinations for promotion to specialist and equivalent positions, examinations for promotion to full professor, senior specialist, and senior researcher for cadres and civil servants within the National University in accordance with legal provisions. The Director of the National University issues decisions on appointment and removal of lecturer, researcher, specialist, and equivalent positions; appointment and removal of full professor, senior researcher, senior specialist, and equivalent positions.
3. The Rectors of universities and Institute Directors are responsible for assigning work and managing teaching staff, research staff, management staff, and service personnel within their units.
4. Based on the resolution of the National University Council, the Director of the National University promulgates the regulations on the use and transfer of teaching and research staff at universities, institutes, faculties, and research centers.
Article 20. Rights and Obligations of Cadres and Civil Servants of the National University.
In addition to the rights and obligations stipulated in the Ordinance on Cadres and Civil Servants, cadres and civil servants of the National University also have the following rights and obligations:
1. Cadres and civil servants have the right to participate in providing opinions on the resolution of important issues of the National University and related issues as prescribed in Decree No. 71/1998/NĐ-CP dated September 8, 1998 of the Government on implementing democracy in the operation of agencies, and to use training, scientific research and technology services, and public services of the National University.
2. Teaching and research staff of the National University are guaranteed organizational and technical infrastructure for professional activities; they can choose appropriate methods and means suitable to their capabilities to ensure high-quality training and scientific research; they can participate in research programs and topics, and the National University creates conditions for them to improve their qualifications and access new knowledge.
3. Cadres and civil servants of the National University have the obligation to comply with the provisions of this Regulation and decisions of management bodies at all levels within the National University.
Article 21. The teaching staff and research staff of the National University consist of those within the establishment and those invited from outside organizations other than the National University.
1. The Director of the National University, the Rectors of universities, and the Directors of research institutes may invite professors, scientists, and outstanding experts both domestically and internationally to participate in teaching and scientific research at the National University; dispatching staff for work, teaching, study, and cooperative research both domestically and internationally in accordance with the provisions of the law.
2. Based on the resolution of the National University Council, the Director of the National University shall promulgate the regulations implementing special allowances for outstanding teaching and research staff.
Article 22. Regarding the appointment of the titles of Professor and Associate Professor and the awarding of honorary titles to individuals who have made significant contributions to the development of the National University, the Director of the National University shall be responsible for:
1. Submitting to the State Academic Council for consideration the appointment of the titles of Professor and Associate Professor for staff and civil servants of the National University.
2. Submitting to relevant ministries and competent agencies for consideration the awarding of honorary titles to individuals who have made significant contributions to the development of the National University.
Article 23. Regarding commendation and awards and the bestowal of the title of People's Teacher and Distinguished Teacher
The National University may directly work with the Institute of Commendation and Reward of the State to propose to the State for consideration the commendation of collective and individual staff and civil servants of the National University; with the Central Council for the bestowal of the title of People's Teacher and Distinguished Teacher in the matter of considering and bestowing the titles of teacher for staff and civil servants of the National University.
Chapter III
EDUCATION ACTIVITIES
Article 24. The language of instruction at the National University is Vietnamese. In cooperation programs with foreign countries, foreign language and culture training programs, or certain other fields, the Director of the National University may decide to allow direct instruction in a foreign language.
Article 25. On training professions.
1. The National University may establish and implement training according to the List of Training Professions of the Socialist Republic of Vietnam (referred to as the State Training List) at the bachelor’s, master’s, and doctoral levels when meeting the requirements stipulated in Clause 1 and 2 of Article 2 of this Regulation and the conditions set by the Ministry of Education and Training, reporting to the Ministry of Education and Training for monitoring and consolidation; registering with the Ministry of Education and Training to pilot new training professions or changes and reorganization of existing training professions; after the pilot period, reporting and recommending to the Ministry of Education and Training for formal evaluation and inclusion in the State Training List.
2. Universities, research institutes, departments, and centers under the National University may conduct training according to programs for enhancing and upgrading scientific and technological knowledge and professional skills.
3. The organization of textbook compilation, review, printing, and distribution by the National University shall be carried out in accordance with Clause 2 of Article 7 of Decree No. 43/2000/NĐ-CP dated August 30, 2000, of the Government detailing and guiding some provisions of the Education Law.
Article 26. On Programs and Textbooks.
1. Based on the framework program of the Ministry of Education and Training, the National University shall establish basic principles to ensure continuity between majors and training levels within the National University.
2. Based on the framework program of the Ministry of Education and Training and the regulations of the National University, the Rectors of universities organize the development and promulgation of the educational program of their respective institutions after having it reviewed according to Clause 3, Article 8 of Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding certain provisions of the Education Law.
3. The Rectors of universities organize the compilation and approval of specialized university textbooks for their respective training programs based on the review of the Textbook Council established by the Rector.
4. The National University organizes the development and promulgation of common textbooks within the National University after having them reviewed according to Clause 2, Article 8 of Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding certain provisions of the Education Law.
Article 27. On Admissions.
1. The National University develops annual admission plans for universities and affiliated departments, reports to the Ministry of Education and Training and the Ministry of Planning and Investment to obtain admission quotas as prescribed by the Government.
2. Based on the general regulations of the Ministry of Education and Training for higher education and postgraduate institutions, the Director of the National University establishes and promulgates specific regulations and procedures to select high school students, college students, graduate students, and doctoral candidates according to assigned admission quotas.
3. The Director of the National University directs the admissions work of universities and affiliated departments within the National University.
Article 28. On Training Organization.
1. Based on the general regulations of the Ministry of Education and Training, the Director of the National University issues regulations on: academic system, training process, organization of training, examination, testing, and graduation recognition (hereinafter referred to as the Training Regulations) for bachelor's, master's, and doctoral levels at the National University, ensuring continuity and collaboration in training and scientific research among training institutions and research institutes within the National University.
2. The Rector of a university specifies the implementation of the National University’s Training Regulations, organizing and managing the entire training process including:
a. Managing student records and directly managing students, graduate students, and doctoral candidates under the university;
b. Organizing the development and review of annual and term training plans and schedules;
c. Determining the form of examinations and organizing subject examinations;
d. Keeping records of student academic performance, graduate student, and doctoral candidate results;
e. Approving students to study abroad according to allocated quotas and self-funded programs;
g. Rewarding or disciplining students.
3. The Rector of a university approves and promulgates the training plan of the university and reports to the Director of the National University.
4. The establishment of Doctoral Dissertation Examination Boards, Master's Thesis Examination Boards, Bachelor's Thesis Examination Boards, and Engineer Project Examination Boards at research institutes shall be carried out according to the Training Regulations stipulated in Clause 1 of this Article.
Article 29. On Certificates and Diplomas.
1. The authority to issue certificates and diplomas is as follows:
a. The Rector of the National University shall issue:
- Doctoral degrees pursuant to the delegation of the Minister of Education and Training;
- Honorary Doctorate degrees or honorary professor titles for scientists, educators, and social activists both domestically and internationally as prescribed by the Government;
- Master's degrees for individuals trained in experimental majors, joint majors, and those trained at faculties directly under the National University;
- Bachelor's degrees for individuals trained at faculties directly under the National University.
b. The President of universities shall issue Master's degrees, Bachelor's degrees, and certificates for individuals trained at their respective institutions.
2. The National University has the right to print various types of certificates and diplomas according to its own models consistent with the national system of certificates and diplomas.
Article 30. On Students and Trainees.
1. Vietnamese citizens and foreigners who meet the conditions stipulated by the State may study and research at the National University.
2. The National University shall establish regulations on student affairs in accordance with the training regulations of the National University.
3. Students, trainees, graduate students, and doctoral candidates of the National University have the responsibility to fulfill their obligations and are guaranteed preferential rights in education, scientific research, and living activities to maximize their talents and intelligence.
4. The National University may establish and apply special educational systems, grant scholarships, award prizes, and provide preferential conditions in education and scientific research for students and trainees who can transfer to other training institutions as prescribed by the Ministry of Education and Training.
Chapter IV.
RESEARCH AND TECHNOLOGY ACTIVITIES
Article 31. The National University conducts scientific research and technological development, combining training with scientific research and production, science and technology services in accordance with the Science and Technology Law and the Education Law, participates in research to address issues arising from economic and social requirements of the country, and participates in policy consultation and implementation solutions for central and local state management levels.
The National University, research institutes, and universities have the right to cooperate in scientific research with institutes and universities both domestically and internationally, and with international organizations.
Article 32. Methods of Implementing Scientific and Technological Tasks.
Scientific and technological tasks at the National University level, institute level, and university level within the National University that utilize state budget or are funded by the science and technology development fund shall be organized in different forms and implemented through direct selection and assignment methods as prescribed by the Government and the Science and Technology Law.
Article 33. On the Development of Scientific and Technological Research Plans.
1. The Rector of the National University organizes the development of strategic orientations, annual plans, medium-term plans, and long-term plans for scientific and technological activities of the National University. The National University directly registers and defends its long-term and annual scientific and technological plans with the Ministry of Science, Technology, and Environment.
The Rector of the National University, based on assigned goals and plans for scientific and technological activities, determines the scientific and technological tasks at the National University level.
2. The Director of the Research Institute and the President of the University organize the development of strategic orientations, annual plans, medium-term plans, and long-term plans for scientific and technological activities of their units, report to the Rector of the National University so that the National University incorporates them into its overall activity plan.
The Director of the Research Institute and the President of the University determine the scientific and technological tasks at the institute and university levels.
Article 34. Organization and management of scientific research and technology.
1. The Rector of the National University shall direct the implementation of research topics, pilot production projects, international cooperation research topics, and state-level development projects in accordance with the regulations of the State.
2. The Rector of the National University shall review, manage, and accept completion reports for research topics, pilot production and testing projects, international cooperation research topics, and National University-level development projects; the Institute Directors and University Presidents shall participate in managing and organizing the implementation of these research topics and projects.
3. The Rector of the National University shall directly organize the implementation of national-level science and technology programs, national-level research topics, and multi-disciplinary and large-scale National University-level research topics.
4. Institute Directors and University Presidents shall review, manage, and accept completion reports for research topics, pilot production and testing projects, international cooperation research topics, and institute and university-level development projects.
5. Universities shall organize and manage scientific research activities for students.
Article 35. On Information and Scientific Equipment.
1. The National University shall establish a common information-library system, organize the provision of scientific and technological information sources, guide the enforcement of intellectual property rights at universities, research institutes, and affiliated units.
2. Research Institutes and Universities shall organize, manage, and provide scientific and technological information sources for their units, participate in the National University's common information-library system, and enforce intellectual property rights within their units.
3. The National University shall build and manage projects to enhance equipment for training, scientific research, and technology activities on a National University-wide scale, manage and coordinate the operations of shared central laboratories and national key laboratories located within the National University.
4. Research Institutes and Universities shall build and manage targeted projects and programs to enhance equipment for training, scientific research, and technology activities within their units, participate in building and managing equipment enhancement projects and central and national key laboratories.
Chapter V.
FINANCE AND INFRASTRUCTURE
Article 36. The National University is the main unit assigned annual plan targets.
The preparation, allocation, and management of the National University's budget shall be carried out in accordance with the provisions of the law.
Article 37. Financial resources provided to the National University include:
1. State budget (including both aid and foreign loans).
2. Tuition fees collected from students in accordance with government regulations.
3. Revenue from scientific research activities, technology transfer, pilot production, and services.
4. Contributions from organizations and individuals.
5. Other lawful financial resources as prescribed by law.
Article 38. Universities, research institutes, and affiliated units of the National University have financial autonomy and shall implement financial management in accordance with the provisions of the law.
Article 39. The Rector of the National University shall manage, guide, and inspect subordinate budget units to ensure the use of financial resources in accordance with the provisions of the law.
Article 40. On infrastructure:
The National University shall develop plans for the development of technical infrastructure; construct and manage shared technical infrastructure for education and scientific research; direct subordinate units within the National University to build, manage, and operate technical infrastructure serving education and scientific research based on the management hierarchy of the National University.
Chapter VI
INSPECTION, REWARD AND DISCIPLINARY ACTION
Article 41. On inspection and supervision work.
1. The Ministry of Education and Training and other ministries and sectors within their respective functions and authorities shall be responsible for inspecting and supervising the National University in the implementation of this Regulation and compliance with other legal normative documents related to the activities of the National University.
2. The National University shall conduct self-inspection and supervision internally regarding the handling of complaints and reports; the implementation of regulations and procedures for educational and training activities; management and issuance of diplomas and certificates.
The National University shall inspect and supervise subordinate units in the implementation of this Regulation.
Article 42. Rewards and disciplinary actions.
1. Rewards.
Groups and individuals, including staff, civil servants, students, and trainees of the National University who have achieved significant results in educational activities, scientific research and technological activities, and learning, and have made substantial contributions to the education cause shall be rewarded according to the State's regulations.
2. Disciplinary actions.
Staff, civil servants, students, and trainees of the National University who violate the provisions of this Regulation shall be subject to disciplinary action, administrative penalties, or criminal prosecution according to the severity and nature of the violation as stipulated by law.
Chapter VII
RELATIONSHIPS WITH DOMESTIC AND FOREIGN ORGANIZATIONS
Article 43. The National University may directly work with ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered municipal people's committees to resolve issues related to the National University.
When necessary, the Rector of the National University may report to the Prime Minister on matters related to the operation and development of the National University.
Article 44. The Rector of the National University, the Deans of universities, and the Directors of research institutes within the National University have the authority to sign cooperation documents with foreign universities and organizations for research and training in accordance with the law.
The National University may directly work with state management agencies with jurisdiction to handle entry and exit procedures for its staff, lecturers, employees, students, and foreign guests invited by the National University.
The Rector of the National University shall direct the implementation of international relations work of the National University in accordance with State regulations; annually or when necessary, report on the implementation of international cooperation activities of the National University to the Ministry of Education and Training and the Ministry of Foreign Affairs.
Chapter VIII
IMPLEMENTING PROVISIONS
Article 45. This Regulation shall take effect fifteen days from the date of signature. The Decision No. 477/TTg dated September 5, 1994 of the Prime Minister promulgating the Organization and Operation Regulations of the Vietnam National University in Hanoi and Decision No. 185/TTg dated August 28, 1997 of the Prime Minister promulgating the Organization and Operation Regulations of the Vietnam National University in Ho Chi Minh City, as well as other provisions on the organization and operation of the Vietnam National University that are contrary to this Regulation, are hereby abolished.
Based on this Regulation, the Rector of the Vietnam National University in Hanoi and the Rector of the Vietnam National University in Ho Chi Minh City shall specify the organization and operation of each Vietnam National University and the delegation of management authority between the Vietnam National University and its constituent universities, research institutes, and other affiliated units.
During implementation, this Regulation may be reviewed and amended as necessary to suit actual conditions.
Article 46. The Rector of the Vietnam National University in Hanoi, the Rector of the Vietnam National University in Ho Chi Minh City, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Regulation./.
