Issuing prepaid daily GSM mobile service tariff for Total Corporation of Posts and Telecommunications of Vietnam

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 90/2002/NĐ-CP dated 11/11/2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decision No. 217/2003/QĐ-TTg dated 27/10/2003 of the Prime Minister on the management of postal and telecommunications service rates;

Considering the proposal of Vietnam Post and Telecommunications Corporation Male at Circular No. 86/GCTT dated January 8, 2004 regarding mobile phone service rates for 2004;

At the proposal of the Director of the Department of Planning and Finance,

 

DECISION:

Article 1.  Issuing prepaid daily mobile phone service rates of Vietnam Post and Telecommunications Corporation as follows:

1.1 Daily subscription fee shall be set by the service provider under the following conditions:

The maximum rate shall not exceed  2,455 dong/day.

The minimum rate shall not be less than 1,818 dong/day.

1.2 Outgoing call rates shall be set by the service provider under the following conditions:

Intra-region call rates:

The maximum rate shall not exceed 1,909 dong/minute (955 dong/block of 30 seconds)

The minimum rate shall not be less than 1,636 dong/minute (818 dong/block of 30 seconds)         

Inter-region call rates:

The maximum rate shall not exceed 2,818 dong/minute (1,409 dong/block of 30 seconds)

The minimum rate shall not be less than 2,545 dong/minute (1,273 dong/block of 30 seconds)       

1.3 International call rates for prepaid daily mobile services shall be calculated as the sum of domestic mobile call rates and international call rates according to the current international call rate table. The calculation method is as follows:

Prepaid mobile    =  Domestic call  +  International telephone rate  (IDD or VOIP)

1.4 The unit of charge is a block of 30 seconds, with any fraction of the last block of a call that is less than 30 seconds being rounded up to 30 seconds. A call shorter than 30 seconds will be charged for one block of 30 seconds..

1.5 There shall be no connection fees or monthly subscription fees for prepaid daily mobile subscribers.

1.6 Incoming call charges from postpaid GSM mobile subscribers of the Corporation, from fixed-line subscribers, from mobile subscribers using Callink, Mobilenet networks, from mobile subscribers using CDMA technology of the Corporation, and from mobile subscribers of terminal radio city stations calling prepaid daily mobile subscribers shall be applied according to the current postpaid GSM mobile incoming call rates of the Corporation.

1.7 Incoming call charges from mobile subscribers of other networks calling prepaid daily GSM mobile subscribers of the Corporation shall be applied according to the rates of those networks.

1.8 Incoming call charges and service charges for prepaid daily GSM mobile calls at public points (post offices, agents, commune post and culture centers, public telephone booths) shall be applied according to the rates for postpaid GSM mobile incoming calls at public points.

1.9 After adding value-added tax, mobile prepaid daily GSM call charges as specified in Points 1.1, 1.2, 1.3, 1.4, 1.6, 1.7, and 1.8 above shall be rounded off according to the following principles:

Any fraction greater than or equal to 50 dong shall be rounded up to 100 dong.

Any fraction less than 50 dong shall be rounded down to 0 dong.

1.10 Tariff zones are defined as follows:

Zone 1: includes provinces from Northern Vietnam to Quảng Bình Province

Zone 3: includes provinces and cities: Quảng Trị Province, Thừa Thiên - Huế Province, Đà Nẵng City, Quảng Nam Province, Quảng Ngãi Province, Bình Định Province, Phú Yên Province, Khánh Hòa Province, Gia Lai Province, Kon Tum Province, Đắk Lắk Province, and Đắk Nông Province.

Zone 2: includes all remaining provinces and cities outside Zones 1 and 3.

Intra-zone call rates apply to calls within each zone.

Inter-zone call rates apply to calls between zones:  From Zone 1 to Zone 2, Zone 3, and vice versa.

From Zone 2 to Zone 3, and vice versa.

1.11 Mobile prepaid information charges shall be collected from the calling subscriber.

Specifying specific tariff levels within the tariff framework stipulated in Article 1. When issuing the tariff table within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications before the decision takes effect.

Article 2. The rates specified in this Decision do not include value-added tax.

Article 3. Vietnam Post and Telecommunications Corporation:

Specifying the issuance of various card denominations, the validity period of cards, and reporting to the Ministry of Posts and Telecommunications.

Specifying the reduction in rates for outgoing calls from prepaid daily mobile subscribers:

For domestic calls made from 11 PM the previous night to 7 AM the next morning during weekdays from Monday to Saturday, and for calls made on holidays, holiday make-up days, Saturdays, and Sundays, but the maximum reduction shall not exceed 30% of the rates stipulated in Article 1.

For international calls, in addition to the reductions in prepaid daily mobile information rates as stipulated in this Article, the reduction in international call rates shall be applied according to the current international call rate table.

This Decision shall take effect from May 1, 2004. All previous regulations contrary to this Decision are hereby abolished.

Article 4. The provisions of this Decision shall apply to users of prepaid mobile services with daily subscriptions provided by Vietnam Post and Telecommunications Corporation.

Article 5. The Head of the Office, the Director of the Planning and Finance Department, the General Director of Vietnam Post and Telecommunications Corporation, and the Heads of related units are responsible for implementing this Decision./.

Article 6. The Head of the Office, the Director of the Planning and Finance Department, the General Director of Vietnam Post and Telecommunications Corporation, and the Heads of relevant units shall be responsible for implementing this Decision./.
