Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on the management of postal and telecommunications service rates;
Considering the proposal of the Vietnam Posts and Telecommunications Group (now the Vietnam Post and Telecommunications Corporation) at Document No. 1819/GCTT dated April 6, 2006 regarding the adjustment plan for GSM mobile phone service rates and CDMA technology telephone service rates of VNPT;
Based on the recommendation of the Director of the Planning and Finance Department.

Article 1. NOW ISSUES CONNECTION FEES, INFORMATION CHARGES, AND BILLING METHODS FOR GSM MOBILE PHONE SERVICES PROVIDED BY THE VIETNAM POST AND TELECOMMUNICATIONS CORPORATION (VNPT) AS FOLLOWS:
1. Connection fee for postpaid GSM mobile phone services is:
- Maximum connection fee: 181,818 VND/unit-time;
- Minimum connection fee: 127,272 VND/unit-time.
2. Information charge
2.1 For postpaid GSM mobile phone services:
- Maximum charge: 1,554 VND/minute;
- Minimum charge: 1,227 VND/minute.
2.2 For prepaid GSM mobile phone services:
- Maximum charge: 2,727 VND/minute;
- Minimum charge: 2,000 VND/minute.
2.3 For daily rental prepaid GSM mobile phone services:
- Maximum charge: 1,909 VND/minute;
- Minimum charge: 1,382 VND/minute.
3. Billing method: The billing method for GSM mobile phone services is calculated based on the first billing unit and subsequent billing units with the condition that the first billing unit shall not be less than 6 seconds and subsequent billing units shall not be less than 1 second.
Article 2. The rates specified in Article 1 of this Decision do not include value-added tax.
Article 3. VIETNAM POST AND TELECOMMUNICATIONS CORPORATION:
1. In accordance with the provisions of Articles 1 and 2 of this Decision, issue specific connection fees, information charges, and billing methods for GSM mobile phone services. When issuing specific rate decisions within its authority, the Corporation shall notify the Ministry of Posts and Telecommunications ten days before the decision takes effect.
2. Set a reduction in information charges for GSM mobile phone services on holidays, Sundays, and from 11 PM the previous day to 7 AM the following morning during weekdays from Monday to Saturday, but the reduction shall not exceed 30% of the rates specified in Article 1 for each type of service.
Article 4. These provisions of this Decision apply to users of GSM mobile phone services provided by the Vietnam Post and Telecommunications Corporation.
Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette. Previous regulations contrary to this Decision are hereby abolished.
Article 6. The Head of the Office, the Director of the Planning and Finance Department, the Heads of relevant units under the Ministry of Posts and Telecommunications, and the General Director of the Vietnam Post and Telecommunications Corporation are responsible for implementing this Decision./.
