WHEREAS, Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Construction;
WHEREAS, Decision No. 136/2001/QĐ-TTg dated September 17, 2001 of the Prime Minister approves the Overall Program for Administrative Reform of the State for the period 2001-2010;
WHEREAS, Decision No. 169/2003/QĐ-TTg dated August 12, 2003 of the Prime Minister approves the Project to Reform Management Methods and Modernize State Administrative Offices for Phase I (2003-2005);
