THE MINISTER OF FINANCE
Pursuant to the Law on Customs No. 29/2001/QH10 dated June 29, 2001; the Law Amending and Supplementing Certain Provisions of the Law on Customs dated June 14, 2005;
Pursuant to the Law on Prevention and Control of Narcotics No. 23/2000/QH10 dated December 9, 2000;
Pursuant to the Government Decree No. 86/2002/ND-CP dated November 5, 2002 stipulating the functions, tasks, and powers of ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 96/2002/ND-CP dated November 19, 2002 stipulating the functions, tasks, and powers of the General Department of Customs;
Pursuant to the Prime Minister's Decision No. 187/2005/QD-TTg dated July 22, 2005 approving the "Comprehensive Plan for Narcotics Control at Borders until 2010";
Pursuant to the Prime Minister's Decision No. 330/QD-TTg dated February 17, 2006 approving the "Plan to Enhance the Capacity of the Customs Service in Preventing and Controlling Narcotics";
Pursuant to the Ministry of Finance's Decision No. 15/2003/QD-BTC dated February 10, 2003 stipulating the functions, tasks, powers, and organizational structure of the Customs Departments of provinces, inter-provincial areas, and cities;
In accordance with the proposal of the Director-General of the General Department of Customs, the Head of the Cadre and Civil Servant Affairs Department.
DECISION:
Article 1. Establish Anti-Narcotics Control Teams under the Customs Departments of the following provinces, inter-provincial areas, and cities: Hanoi, Ho Chi Minh City, Da Nang, Quang Ninh, Dien Bien, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Tay Ninh, An Giang, Kien Giang.
The Director-General of the General Department of Customs shall specify the specific duties and powers of the Anti-Narcotics Control Teams.
Article 2. Each Anti-Narcotics Control Team shall have its own seal to perform its tasks in accordance with the law.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Director-General of the General Department of Customs, the Head of the Cadre and Civil Servant Affairs Department, the Director of the Ministry of Finance's Office, and the Heads of relevant agencies, units, and organizations shall be responsible for implementing this Decision./.
