Issuing the Regulation on the operation of teacher training practice schools

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Considering the proposal of the Director of the Teacher and Educational Institution Management Bureau,
The Minister of Education and Training decides:
Article 1. To issue this Circular with the Regulation on the operation of teacher training practice schools.
Article 2. This Circular takes effect from July 1, 2014 and replaces Decision No. 31/1998/QĐ-BGD&ĐT dated May 20, 1998 of the Minister of Education and Training on issuing the Regulation of teacher training practice schools for preschool, primary, and secondary teacher training institutions and Decision No. 30/2001/QĐ-BGD&ĐT dated July 30, 2001 of the Minister of Education and Training on issuing the Regulation of teacher training practice schools serving the training of high school teachers in teacher training universities and faculties of teacher training in other universities.
Article 3. The Heads of the Office, the Director of the Teacher and Educational Institution Management Bureau, the Heads of relevant units under the Ministry of Education and Training; Chairmen of People's Committees of provinces and centrally governed cities; Directors of provincial Departments of Education and Training; Directors of regional universities, national universities; Principals of universities and colleges with teacher training practice schools are responsible for implementing this Circular./.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Regulation stipulates the operation of teacher training practice schools including: teacher training practice activities and participation in educational scientific research in teacher training practice schools; management staff, teacher trainers for teacher training practice activities and physical facilities, funding for teacher training practice activities of teacher training practice schools.
2. This Regulation applies to teacher training practice schools, teacher training institutions, local education management agencies, and related organizations and individuals.
Article 2. Legal status of teacher training practice schools
1. Teacher training practice schools fully comply with the regulations of the Kindergarten Charter and the General Education School Charter corresponding to their level and serve as practical bases for student teachers as provided for in this Regulation.
2. Teacher training practice schools are kindergartens or general education schools affiliated with teacher training institutions (proposed for establishment by teacher training institutions) or affiliated with local education management agencies (referred to as schools under local jurisdiction). Teacher training institutions take the lead and coordinate with local education management agencies to select and approve lists of kindergartens and general education schools that meet the conditions to be assigned the role of teacher training practice schools in each phase.
Article 3. Objectives, tasks, and authorities of teacher training practice schools
1. Objective: To contribute to honing teaching skills, educational methods, and developing the professional capacity of student teachers; participate in researching and experimenting on education science topics implemented by teacher training institutions.
2. Tasks and authorities:
a) Coordinate with teacher training institutions to organize guidance for teacher training practices, internships, and regular professional skill training for student teachers;
b) Coordinate with teacher training institutions to organize activities for researching and experimenting on education science; implement advanced teaching methods, assessment, and educational management techniques in practical school operations; propose solutions to improve teaching quality and education, and enhance the content and methods of teacher training institutions;
c) Develop resources to meet the requirements of teacher training practice activities;
d) Invite lecturers from teacher training institutions to participate in teaching, guiding practices, implementing research, and applying scientific research results to the school's teaching and educational activities.
Article 4. Policies for teacher training practice schools
Teacher training practice schools shall be invested in terms of management staff, teachers, physical facilities, equipment, finance, materials, textbooks, and other conditions to ensure the quality of educational activities, teacher training practices, and education science research.
Chapter II
TEACHER TRAINING PRACTICE ACTIVITIES AND PARTICIPATION IN EDUCATION SCIENCE RESEARCH
IN TEACHER TRAINING PRACTICE SCHOOLS
Article 5. Teacher Training Practice Activities
1. Teacher Training Practice Plan
a) The teacher training practice plan includes the following main contents: Purpose and requirements; content; time and location; units and individuals responsible for implementation; methods for organizing teacher training practice work and funding for teacher training practice activities;
b) The annual teacher training practice plan is developed based on the training, enhancement, and professional skill training programs applied in teacher training institutions and the academic year tasks for preschool and general education as directed and guided by local education management agencies;
c) The teacher training practice plan of a teacher training practice school is jointly established by the school principal and the head of the teacher training institution and approved by the head of the teacher training institution (for schools under teacher training institutions) or by the head of the local education management agency according to current administrative levels (for schools under local jurisdictions).
2. Content of Teacher Training Practice
a) Understanding educational activities in schools;
b) Understanding the educational subjects and environment;
c) Practicing teaching techniques and honing educational skills;
d) Practicing as a teacher in teaching activities, class management work, and other educational activities;
e) Participating in specialized activities of the teaching staff and school.
Article 6. Participation in Education Science Research
1. Coordinate with teacher training institutions to implement education science research projects according to the plans of teacher training institutions.
2. Experiment, disseminate, and apply innovative ideas, experiences, and new achievements in education science to enhance the quality of educational activities and teacher training practices.
Chapter III
MANAGEMENT STAFF AND TEACHERS GUIDING
TEACHER TRAINING PRACTICES
Article 7. Standards for management staff and teachers
a) Possess the ability to organize and guide students in practical teaching activities;
b) Possess the ability to research, implement results of educational scientific research, initiatives, and experiences to serve educational activities and practical teaching;
c) Have at least five years of experience in education and teaching (excluding probationary period);
d) Be evaluated and classified as Good or higher according to the standards for principals and professional standards for kindergarten and primary-secondary school teachers as prescribed.
Article 8. Duties and authorities of management staff and teachers
1. Tasks
a) Principal: develop plans for practical teaching activities and educational scientific research plans, submit them to competent authorities for approval, and organize their implementation after approval;
b) Guiding teachers: fully and strictly perform tasks of organizing and guiding practical teaching activities as stipulated in Clause 2, Article 5 of this Regulation and according to assigned plans; participate in proposing, researching, and implementing results of educational scientific research.
2. Authorities
a) Be prioritized for selection to participate in professional training, further studies, domestic and international seminars, and conferences; use outcomes from organizing and guiding practical teaching activities in evaluating civil servants and public officials;
b) Be supported with financial resources to organize practical teaching activities based on the school's financial capacity and internal expenditure regulations;
c) Be compensated according to current regulations for hours exceeding the teaching quota (converted as prescribed in Article 9 of this Regulation);
d) Be invited by teacher training institutions to give guest lectures and reports and be compensated according to regulations if they meet the criteria for guest lecturers and speakers.
Article 9. Conversion of hours for directing, managing, and guiding practical teaching activities of management staff and teachers
1. Management staff of practical teaching schools participating in directing and organizing management activities for practical teaching shall be counted as 2 standard hours per week.
2. One hour of organizing educational activities or demonstrating lessons for students shall be counted as 2 standard hours.
3. One hour of guiding practical teaching activities shall be counted as 1.5 standard hours.
4. Writing comprehensive evaluations of practical teaching for each student in a semester shall be counted as 1 standard hour.
Chapter IV
MATERIAL BASE AND FUNDS FOR ACTIVITIES
TEACHER TRAINING PRACTICES
Article 10. Material Base
Practical teaching schools must have sufficient classrooms, functional rooms, and equipment to meet the requirements for organizing and directing practical teaching activities; introduce and promote teaching products and educational scientific research results.
Article 11. Funds
1. Each year, practical teaching schools under teacher training institutions prepare budgets for practical teaching activities, report to the teacher training institution for approval and payment.
2. Funds for practical teaching activities of schools located in localities shall be paid by the teacher training institution based on agreements between the teacher training institution and the practical teaching school.
3. Funds for participation in educational scientific research activities are reflected in the research activity plans of the teacher training institution.
Chapter V
IMPLEMENTATION
Article 12. Responsibilities of Teacher Training Institutions
Teacher training institutions are responsible for guiding and directing practical teaching schools to develop plans; coordinate the implementation of practical activities according to training and teacher development program goals and ensure funds for practical teaching activities.
Article 13. Responsibilities of local educational management agencies and teacher training practice schools
Local educational management agencies shall be responsible for coordinating with teacher training institutions to manage and direct practical teaching activities according to plans, meeting the requirements of teacher training institutions.
Article 14. Responsibilities of teacher training practice schools
Teacher training practice schools shall organize the implementation of their school's tasks based on the corresponding school regulations and the provisions of this regulation./.
