CIRCULAR

Issued Article 24Regulation on assessing the training results of students

undergoing undergraduate education in regular programsy

Pursuant to the Higher Education Law on June 18, 2012;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 141/2013/NĐ-CP dated October 24, 2013 of the Government detailing and guiding the implementation of certain provisions of the Higher Education Law;

At the proposal of the Director of the Department of Student Affairs;

The Minister of Education and Training issues this Circular promulgating the Regulation on assessing the training results of students undergoing undergraduate education in regular programs

Article 1. This Circular promulgates the Regulation on assessing the training results of students undergoing undergraduate education in regular programs.

Article 2. This Circular takes effect from September 28, 2015 and replaces the regulations on assessing the training results of students undergoing undergraduate education in regular programs stipulated in Decision No. 60/2007/QĐ-BGDĐT dated October 16, 2007 of the Minister of Education and Training promulgating the Regulation on assessing the training results of students and trainees at higher education institutions and vocational colleges in regular programs.

Article 3. The Director of the Office, Heads of Departments of Student Affairs, Heads of relevant units under the Ministry of Education and Training, Directors of universities and academies, Principals of university schools shall be responsible for implementing this Circular.

REGULATIONS

REGULATION ON ASSESSING THE TRAINING RESULTS OF STUDENTS UNDERGOING UNDERGRADUATE EDUCATION IN REGULAR PROGRAMS

(Issued together with Circular No. 16/2015/TT-BGDĐT dated August 12, 2015 of the Minister of Education and Training)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Regulation provides for the assessment of the training results of students undergoing undergraduate education in regular programs (hereinafter referred to as students), including: Assessment of training results and grading scale; classification and assessment process; organization of assessment and use of results; organization of implementation.

2. This Regulation applies to students undergoing undergraduate education in regular programs at universities, academies, and university schools (hereinafter collectively referred to as educational institutions).

Article 2. Principles of assessing the training results of students

1. Strictly implement the procedures and criteria for assessment as prescribed in this Regulation; ensure objectivity, transparency, fairness, and accuracy.

2. Ensure equality, democracy, and respect for the rights of those being assessed.

3. Coordinate closely among related departments and units within the school in participating in the work of assessing the training results of students.

Article 3. Content of assessment and grading scale

1. Assessing the training results of students involves evaluating their awareness and attitude according to the grades achieved across the following aspects:

a) Awareness of participation in study;

b) Awareness of compliance with internal rules, regulations, and provisions of the school;

c) Awareness of participation in political, social, cultural, artistic, sports activities, crime prevention, and social evils;

d) Civic awareness in community relations;

e) Awareness and results of participation in class cadre work, mass organizations, other organizations within higher education institutions, or students achieving outstanding results in study and training.

2. Training results are assessed using a scale of 100 points.

Chapter II

CRITERIA FOR ASSESSMENT AND GRADING SCALE

Article 4. Evaluation of Participation Awareness in Learning

1. Criteria for determining evaluation points:

a) Awareness and attitude towards learning;

b) Awareness and attitude towards participating in academic clubs, academic activities, extracurricular activities, scientific research activities;

c) Awareness and attitude towards participating in examinations and contests;

d) Spirit of overcoming difficulties and striving to improve in learning;

đ) Academic results.

2. The evaluation point range is from 0 to 20 points.

Article 5. Evaluation of Compliance Awareness with Internal Regulations, Rules, and Provisions in Higher Education Institutions

1. Criteria for determining evaluation points:

a) Awareness of compliance with directives issued by the sector and superior authorities implemented within higher education institutions;

b) Awareness of compliance with internal regulations, rules, and other provisions applied within higher education institutions.

2. The evaluation point range is from 0 to 25 points.

Article 6. Evaluation of Participation Awareness in Political, Social, Cultural, Artistic, Sports Activities, and Crime Prevention and Social Evils

1. Criteria for determining evaluation points:

a) Awareness and effectiveness in participating in political, social, cultural, artistic, and sports training activities;

b) Awareness of participation in public welfare, volunteer, and social work activities;

c) Participation in propaganda and crime prevention and social evils.

2. The evaluation point range is from 0 to 20 points.

Article 7. Evaluation of Civic Awareness in Community Relations

1. Criteria for determining evaluation points:

a) Awareness of compliance and promotion of Party policies and State laws in the community;

b) Awareness of participation in social activities with recognized achievements, commendations, and awards;

c) Spirit of sharing and helping relatives and those in difficulty or misfortune.

2. The evaluation point range is from 0 to 25 points.

Article 8. Evaluation of Awareness and Results in Class Cadre Work, Organizational Activities, and Achievements in Learning and Training

1. Criteria for determining evaluation points:

a) Awareness, spirit, attitude, credibility, and effectiveness of students assigned tasks in class management, Party organizations, Youth Union, Student Association, and other organizations within higher education institutions;

b) Skills in organizing and managing classes, Party organizations, Youth Union, Student Association, and other organizations within higher education institutions;

c) Active support and participation in common activities of the class, group, department, and higher education institution;

d) Students achieving special accomplishments in learning and training.

2. The evaluation point range is from 0 to 10 points.

Chapter III

EVALUATION CLASSIFICATION AND PROCEDURE FOR TRAINING RESULTS ASSESSMENT

Article 9. Classification of Training Results

1. Training results are classified into types: excellent, good, satisfactory, average, weak, and poor.

2. Classification of training results:

a) From 90 to 100 points: excellent type;

b) From 80 to under 90 points: good type;

c) From 65 to under 80 points: satisfactory type;

d) From 50 to under 65 points: average type;

đ) From 35 to under 50 points: weak type;

e) Under 35 points: poor type.

Article 10. Classification for Assessment

1. During the period when a student is disciplined with a reprimand, the assessment of training results shall not exceed the satisfactory type.

2. During the period when a student is disciplined with a warning, the assessment of training results shall not exceed the average type.

3. A student disciplined with suspension from study shall not be assessed on training results during the suspension period.

4. A student disciplined with compulsory withdrawal from study shall not be assessed on training results.

5. A student who completes the program and graduates later than stipulated by the course shall continue to be assessed on training results during the period of completing the supplementary program and graduation, depending on the cause to determine the level of training result assessment at the supplementary period.

6. A disabled, orphaned, or extremely disadvantaged student, confirmed by local authorities, for training activities that they cannot participate in or meet general requirements, shall be prioritized, encouraged, and given additional points in the assessment of training results based on their efforts and progress, depending on the specific circumstances.

7. A student temporarily suspended from studies with retained training results shall be assessed on training results upon resuming studies according to regulations.

8. A student concurrently enrolled in two training programs shall be assessed on training results at the first program management unit and take into account the comments of the second program management unit as a basis for additional assessment. If the first program has been completed, the second program management unit will continue to assess the training results of the student.

9. A student transferring schools with the approval of the rectors of both higher education institutions shall retain the training results of the previous higher education institution while studying at the new institution and continue to be assessed on training results in subsequent semesters.

Article 11. Evaluation Procedure for Training Results

1. Students base their self-assessment on their training results according to the detailed point scale established by the higher education institution.

2. A class meeting with the class instructor/tutor present shall be held to review and approve each student's self-assessment points based on evidence confirming the results, which must be agreed upon by more than half of the collective class opinion and accompanied by a record.

The class instructor/tutor confirms the class meeting results and submits them to the Departmental Training Result Assessment Board (hereinafter referred to as the Departmental Board).

3. The Departmental Board convenes to examine, unify, report to the Department Head for approval, and submit the results to the University-wide Training Result Assessment Board (hereinafter referred to as the University Board).

4. The University Board convenes to examine, unify, and submit to the Rector for consideration and decision to recognize the results.

5. The assessment and classification results of students' training must be publicly announced and notified to the students at least twenty days before issuing the formal decision.

Chapter IV

ORGANIZATION OF EVALUATION AND USE OF EVALUATION RESULTS

Article 12. Training Result Assessment Board

1. The higher education institution issues a Decision to establish the Training Result Assessment Board for students and terminates its operation when the Board issues a Decision officially recognizing the students' results.

2. The University Board

a) Authority to Establish

The University Board is established by the Rector or Deputy Rector authorized by the Rector signing the Decision to establish the University Board.

b) Composition of the University Board includes:

- Chairperson of the Board: The Rector or Deputy Rector authorized by the Rector.

- Permanent Members of the Board: The Dean responsible for student affairs.

- Members: Representatives from the Heads of Departments, relevant offices (bureaus), Youth Union, and Student Association at the university level.

c) Duties of the University Board:

- Advising the Rector in reviewing and recognizing the training results of each student, and directly under the Rector's guidance.

- Based on current regulations, upon the recommendation of the Department Heads, conducting reviews and assessments of each department's training results, and recommending recognition by the Rector.

3. The Departmental Board

a) Authority to Establish

The Departmental Board is established by the Department Head or Deputy Department Head authorized by the Department Head signing the Decision to establish the Departmental Board.

b) Composition of the Departmental Board includes:

- Chairperson of the Board: The Department Head or Deputy Department Head authorized by the Department Head.

- Members: Assistant overseeing student management; class instructor/tutor; representative of the Youth League; Student Association Branch or Student Association Federation, Class Executive Committee.

c) Duties of the Departmental Board:

- Assisting the Department Head in accurately, fairly, openly, and democratically examining and assessing the training results of each student in the department.

- Based on current regulations, upon the recommendation of the class instructor/tutor of each class unit, conducting reviews and assessments of each class's training results, and recommending recognition by the Department Head.

Article 13. Evaluation Period

1. The evaluation of students' discipline results shall be conducted regularly according to each semester, academic year, and the entire course period.

2. The discipline score for a semester is the total score obtained from the five detailed assessment contents of the school.

3. The discipline score for an academic year is the average of the discipline scores of all semesters within that academic year.

4. The overall discipline score for the entire course period is the average of the discipline scores of all semesters during the course period.

Article 14. Utilization of Results

1. The evaluation results of students' discipline for each semester and academic year shall be recorded in the student management file of the school and used in scholarship review, commendation-disciplinary action, withdrawal from studies, suspension of studies, dormitory residency approval, part-time job application, fee reduction and service provision in dormitories, and other preferences as stipulated by higher education institutions.

2. The overall discipline evaluation result of the entire course period for students shall be recorded in the student management file of higher education institutions and serve as a basis for graduation examination, thesis, or graduation project review.

3. The overall discipline evaluation result shall be included in the grade sheet of academic performance and kept in the student's file upon graduation.

4. Students with excellent discipline results shall be considered for commendation and rewards by higher education institutions.

5. Students who are classified as weak or poor in discipline for two consecutive semesters must suspend their studies for at least one semester in the following semester, and if they are classified as weak or poor in discipline for two consecutive semesters for the second time, they will be forced to withdraw from studies.

Article 15. Right to Appeal

Students have the right to appeal to relevant departments or the Rector if they believe that the evaluation of discipline results is inaccurate. Upon receiving an appeal, higher education institutions shall have the responsibility to resolve and respond according to the laws on appeals.

Chapter V

IMPLEMENTATION

Article 16. Implementation Organization

1. The Rectors of higher education institutions shall issue detailed guidelines for implementing this Regulation; annually, they shall inspect, evaluate, and promptly amend and supplement these guidelines to suit the conditions, scope of the school, field of study, and locality.

2. Implementation guidelines issued by higher education institutions must clearly define the responsibilities, authorities, and functions of the evaluation council, the responsibilities of departments, faculties, classes, class advisors/tutors, and the responsibilities of students within the school; clearly and specifically outline the contents, criteria, grading scales, and forms of evaluation suitable for each year, consistent with the specific characteristics and practical conditions of the school, and consistent with the evaluation contents according to the point scale defined in this Regulation.

3. At the end of the academic year, higher education institutions shall evaluate, summarize, and report on the implementation of this Regulation to the Ministry of Education and Training and the direct supervisory authority.
