Circular No. 16/2023/TT-BNV stipulates the economic and technical standards for correcting paper-based documents

2. Machinery and equipment norms and tool norms are the time used to operate machinery and equipment and tools to correct one meter of paper-based documents. Machinery and equipment norms and tool norms are measured in shifts, one shift being equivalent to eight hours.

The usage time of machinery and equipment shall be applied according to the current regulations of the Ministry of Finance regarding guidelines for the management system, depreciation, and amortization of fixed assets at agencies, organizations, units, and fixed assets entrusted by the State to enterprises without considering the State's share in the enterprise's capital.

3. Material and office supply norms and energy consumption norms are the levels of consumption of each type of material, office supplies, and energy to correct one meter of paper-based documents.

4. One meter of documents is the length of one meter of documents arranged vertically and closely together before correction.

5. Loose documents are documents that have not been classified or organized into files.

6. Documents with preliminary file formation are documents that have been grouped according to a specific issue, event, or subject corresponding to a file but do not meet the requirements for file formation and need to be reviewed, supplemented, and corrected.

7. Complexity factor is the level of complexity of documents to be corrected. The level of complexity depends on the requirements that must be addressed during the correction process. The complexity factor is based on the functions, tasks, and authority of the unit forming the archive; diverse document components and complex content; time; language; and physical condition of the documents.

Article 4. Economic and Technical Standards

1. The basis for determining economic and technical standards includes: Document correction procedures; labor norms; machinery and equipment norms; tool norms; material and office supply norms; energy consumption norms; complexity factors.

2. Economic and technical standards for implementing the document correction procedure for paper-based documents (factor 01) apply Appendix I issued along with this Circular.

3. Economic and technical standards for implementing the document correction procedure for paper-based documents serving database construction (factor 01) apply Appendix II issued along with this Circular.

4. Complexity factors apply Appendix III issued along with this Circular.

1. Economic and technical standards for correcting paper-based documents stipulated in this Circular are maximum standards. In cases where necessary, agencies and organizations may establish economic and technical standards suitable to their actual conditions but not exceeding the standards set forth in this Circular.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

2. It is encouraged for agencies and organizations implementing document correction activities without using state budget funds to apply the economic and technical standards issued along with this Circular.

3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under the central government, and other related agencies and organizations are responsible for implementing this Circular.

1. This Circular takes effect from January 1, 2024.

Article 6. Effectiveness

2. This Circular replaces Circular No. 03/2010/TT-BNV dated April 29, 2010 of the Minister of Home Affairs regulating economic and technical standards for correcting paper-based documents.

During the implementation of this Circular, if there are difficulties or obstacles, agencies, organizations, and individuals are advised to report to the Ministry of Home Affairs for consideration and decision./.
