Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 56/2005/NĐ-CP dated April 26, 2005 of the Government on agricultural extension and fisheries extension;

Considering the proposal of the Minister of Agriculture and Rural Development,

DECISION:

Article 1. Scope and Objectives

Article 1. This Decision applies to agricultural extension and fisheries extension activities (hereinafter referred to as agricultural extension) as stipulated in Decree No. 56/2005/NĐ-CP dated April 26, 2005 of the Government on agricultural extension and fisheries extension.

Article 2. Difficult areas include:

a. Poor communes according to Decision No. 30/2007/QĐ-TTg dated March 5, 2007 of the Prime Minister on issuing the list of administrative units in difficult regions; The Prime Minister issues the List of administrative units belonging to disadvantaged areas;

b. Particularly difficult communes in coastal and island areas according to Decision No. 106/2004/QĐ-TTg dated June 11, 2004 of the Prime Minister approving the list of particularly difficult communes in coastal and island areas. The Prime Minister approves the List of particularly disadvantaged communes in coastal strip and island areas.

1. Training institutions base their determination and implementation of annual enrollment quotas on the conditions ensuring quality of training and socio-economic development requirements, exercising autonomy and accountability.

1. To contribute to eradicating hunger, reducing poverty, increasing income, and improving the living standards of producers in difficult areas through agricultural extension activities.

2. To contribute to economic development, political and social stability, and national security and defense in difficult areas.

3. To contribute to building grassroots agricultural extension systems in difficult areas.

Article 3. Agricultural extension policies in difficult areas

1. Support for building demonstration models

Provide 100% funding for seed and essential materials for demonstration models under local and central agricultural extension programs implemented in difficult areas.

2. Support for training and education

Provide 100% funding for materials, travel, accommodation, and food expenses for producers and agricultural extension staff from difficult areas participating in training and education courses organized by central and local agricultural extension organizations.

The funding source for training and education courses under central agricultural extension programs will be from the central agricultural extension budget, while those under local programs will be from the local agricultural extension budget.

3. Support for information dissemination and promotion activities

Supplement Article 2 of Decision No. 975/QĐ-TTg dated July 20, 2006 of the Prime Minister on providing certain types of newspapers and magazines to ethnic minority and mountainous regions, and particularly difficult areas: provide one copy of the "Vietnam Agriculture" newspaper of the Ministry of Agriculture and Rural Development for each day of publication to agricultural extension communes in difficult areas.

4. Support for service-providing organizations in difficult areas

Local authorities prioritize land leasing for production and business operations, and other forms of support, for agricultural service-providing organizations in difficult areas.

Article 4. Responsibilities for Implementation

Article 4. Responsibilities

1. The Ministries of Agriculture and Rural Development, Home Affairs, and Finance shall be responsible for implementing this Decision and guiding localities in its implementation.

Article 5. 2. Provincial People's Committees and municipal people's committees directly under the Central Government shall implement this Decision at the local level.

Article 6. This Decision takes effect fifteen days after its publication in the Official Gazette.
