RESOLUTION
APPROVING THE INVESTMENT POLICY FOR THE NATIONAL TARGET PROGRAM ON CULTURAL DEVELOPMENT FOR THE 2025-2035 PERIOD
OF THE NATIONAL ASSEMBLY
Based on the Constitution of the Socialist Republic of Vietnam;
WHEREAS Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented by Law No. 65/2020/QH14;
WHEREAS Law on Public Investment No. 39/2019/QH14 has been amended and supplemented by Law No. 64/2020/QH14, Law No. 72/2020/QH14, Law No. 03/2022/QH15, and Law No. 38/2024/QH15;
WHEREAS Law on State Budget No. 83/2015/QH13 has been amended and supplemented by Law No. 59/2020/QH14;
After considering Proposal No. 444/TTr-CP dated September 13, 2024 of the Government proposing the investment policy for the National Target Program on Cultural Development for the 2025-2035 period, Report No. 2927/BC-UBVHGD15 dated October 16, 2024 of the Committee for Culture, Education, Report No. 1070/BC-UBTVQH15 dated November 22, 2024 of the Standing Committee of the National Assembly on receiving, explaining opinions of National Assembly deputies, and revising the draft Resolution approving the investment policy for the National Target Program on Cultural Development for the 2025-2035 period and opinions of National Assembly deputies;
RESOLUTION:
Article 1
Approves the investment policy for the National Target Program on Cultural Development for the 2025-2035 period (hereinafter referred to as the Program) with the following main contents:
1. Objectives of Implementing the Program:
a) General Objective:
To create a strong and comprehensive transformation in cultural development and the building and perfection of personality, moral standards, identity, resilience, human values, family life in Vietnam. Enhance spiritual life, access to and enjoyment of culture, exercise and entertainment needs of the people, narrow the gap in cultural enjoyment between regions, social strata, genders, thereby increasing labor productivity and work efficiency. Mobilize the participation of organizations, individuals, and communities in managing, protecting, and promoting the value of national cultural heritage. Mobilize resources, focus on quality and effective investment in cultural development, directly contributing to economic and social development, promoting cultural industries to become an important component of the national economy. Build a high-quality professional cultural and artistic workforce with political resolve to serve domestic needs and aim at meeting foreign markets. Promote the national character, scientific nature, and mass appeal of culture through investment in preserving traditional culture, building grassroots cultural environments, where the people are the main creators, intellectuals and artists play a significant role. Emphasize international integration and absorption of the finest global cultures, build a modern and distinctively national culture, and leverage the soft power of Vietnamese culture;
b) Specific Objectives:
By 2030, achieve nine specific objectives as follows:
(1) The system of cultural values, human values, and family values in Vietnam will be implemented nationwide through codes of conduct;
(2) Strive for 100% provincial administrative units to have three types of provincial cultural institutions (Culture Centers or Culture and Sports Centers, Museums, Libraries); 80% of district-level administrative units to have Culture and Sports Centers reaching standard levels; ensure efficient operation of grassroots cultural institutions at commune and village levels;
(3) Strive to complete the restoration and enhancement of 95% of special national relics (approximately 120 relics) and 70% of national relics (approximately 2,500 relics);
(4) Strive for cultural industries to contribute 7% to the GDP of the whole country;
(5) Strive for 100% cultural and artistic organizations to be digitized, undergo digital transformation, and apply achievements of the Fourth Industrial Revolution;
(6) Strive for 100% students in the national education system to access and participate in arts education and cultural heritage education activities;
(7) 90% of talented artists, civil servants, and employees in the cultural and artistic field to be trained, developed, and improved in their professional skills;
(8) Outstanding literary, artistic, film, and critical works to be supported in creation, publication, and dissemination;
(9) At least five major international cultural and artistic events annually held abroad with official participation from Vietnam.
By 2035, achieve nine specific objectives as follows:
(1) Strive for all localities to incorporate new-era ethical and lifestyle education, family values into clan and community regulations and support their effective implementation;
(2) 100% libraries in the library network to meet conditions for establishment and ensure operational conditions as stipulated by the Law on Libraries;
(3) Strive to complete the restoration and enhancement of 100% of special national relics and at least 80% of national relics;
(4) Strive for cultural industries to contribute 8% to the GDP of the whole country;
(5) Complete the National Digital Library, build smart libraries, expand connectivity and data integration with libraries in the Vietnamese and international library networks;
(6) 85% educational institutions nationwide to have sufficient classrooms for music, fine arts, and arts subjects;
(7) 100% talented artists, civil servants, and employees in the cultural and artistic field to have access to training, development, and improvement in their professional skills;
(8) Annually, produce 10 to 15 national-level cultural and artistic works about the nation's history, revolutionary struggle, and reform process;
(9) Annually, hold at least six major international cultural and artistic events abroad with official participation from Vietnam.
2. Scope and Duration of Implementation of the Program:
a) Scope: The Program will be implemented throughout the country and in some countries with long-term cultural relations and interactions with Vietnam, where there are large Vietnamese populations working, studying, and living;
b) Duration of Implementation: From 2025 to 2035.
3. Funding for Implementation of the Program:
3. 1. The total capital for implementation during the period from 2025 to 2030 shall be a minimum of 122,250 billion VND, including:
a) Central government budget capital: 77,000 billion VND (accounting for 63%), including:
- Development investment capital: 50,000 billion VND;
- Public service capital: 27,000 billion VND;
b) Local government budget capital: 30,250 billion VND (accounting for 24.6%);
c) Other sources of capital: estimated at approximately 15,000 billion VND (accounting for 12.4%).
During the process of management, the Government will continue to balance the central government budget to prioritize additional support for the Program in accordance with actual conditions and adopt appropriate measures to mobilize all legitimate sources of capital for implementation.
3. 2. Based on the results of the Program's implementation during the period from 2025 to 2030, the Government will submit to the National Assembly for decision on the resources for implementing the Program during the period from 2031 to 2035.
4. Principles for allocating central government budget capital to support the implementation of the Program:
a) Investment with focus, key points, and sustainability, concentrating on contents that need priority implementation to create breakthroughs in cultural development:
(1) Important and urgent tasks in the preservation and development of culture, comprehensive human development, building a modern and distinctive national culture;
(2) Tasks that the State needs to invest in to lead, guide, control, and lay the foundation for the whole society to participate in cultural development;
(3) Tasks related to innovation and digital transformation in the field of culture;
(4) Supporting localities facing difficulties in economic and social development;
b) Ensuring centralized and unified management regarding objectives, mechanisms, and policies; implementing decentralization in investment management according to the provisions of the Law on Public Investment, creating autonomy for local authorities;
c) Projects under the Program using development investment capital from the central government budget shall be prepared, reviewed, and submitted to the competent authority for approval of the investment proposal in accordance with the Law on Public Investment or implemented according to the simplified mechanism issued by the Government for small-scale construction projects with non-complex technology, in accordance with the provisions of the law;
d) Principles for central government budget support to local government budgets for implementing the Program:
- The central government prioritizes supporting localities receiving supplementary balance from the central government budget, especially those in the northern mountainous region, the Central Highlands, and localities receiving supplementary balance from the central government budget of 60% or more;
- For localities with revenue sharing with the central government budget, only support capital from the central government budget for specific tasks according to principles and criteria issued by the Prime Minister;
- Central government budget capital allocated to localities, together with local government budget capital, shall support the implementation of goals, tasks, and projects approved by the competent authority, ensuring fairness, transparency, and compliance with the law;
đ) Based on the total amount of central government budget support (including development investment capital and public service capital) and local government budget capital, the People's Councils of provinces and centrally-administered cities shall decide on allocation, ensuring synchronization, without overlap or repetition in scope, target groups, and activities with other national target programs;
5. Concentrate the resources of the Program to address the following urgent issues:
- Developing Vietnamese people with good character and lifestyle;
- Building a healthy, civilized cultural environment, developing a synchronized and effective cultural infrastructure, landscape, and institutions;
- Enhancing the effectiveness of cultural information dissemination and education;
- Preserving and promoting the value of national cultural heritage;
- Promoting the development of literature and arts;
- Developing cultural industries;
- Promoting digital transformation and applying scientific and technological achievements in the field of culture;
- Developing cultural human resources;
- International integration, absorbing the finest elements of world culture and spreading the values of Vietnamese culture globally;
- Strengthening supervision, evaluation of the Program's implementation, enhancing the capacity for Program implementation, communication, and promotion of the Program;
6. Solutions and management mechanisms for the Program:
a) Capital mobilization solutions:
- Implementing comprehensive solutions for capital mobilization, ensuring full and timely mobilization as prescribed.
- Localities are responsible for allocating sufficient local government budget capital; mobilizing maximum resources and other legitimate sources of capital to implement the Program.
- Provinces and centrally-administered cities prioritize allocating state budget capital to invest in areas with difficult economic and social conditions, particularly extremely difficult areas, contributing to narrowing the gap in cultural development between regions, urban and rural areas;
b) Management and operation mechanisms for the Program:
- Establishing a General Steering Committee for national target programs at both central and local levels to minimize overlaps and repetitions among programs.
- Conducting strict inspections, audits, and supervision, evaluating the implementation of the Program at various levels and sectors. Taking preventive measures and promptly addressing negative manifestations, wastefulness, and strictly handling violations during the Program's implementation (if any).
7. Special mechanisms and policies in implementing the Program:
a) Implementing construction of Vietnam Cultural Centers abroad;
b) Applying special mechanisms and policies stipulated in Clauses 1, 3, 4, 5, 6, and 8 of Article 4 of Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly on certain special mechanisms and policies for implementing national target programs;
c) Based on the Program's objectives, provinces and centrally-administered cities shall proactively allocate funds from the local government budget to prepare for basic construction projects within the Program framework immediately after the Program's investment proposal is approved.
d) The People's Council of provinces and centrally governed cities shall specify the use of the budget under the Program to support cultural industry development projects implemented by enterprises, cooperatives, cooperative federations, and communities; support organizations and individuals implementing projects and non-project activities aimed at restoring, protecting, and promoting the value of cultural heritage, protecting and promoting cultural diversity within communities, prioritizing young talents, ethnic minorities, and women, ensuring gender equality on the local level.
Within the framework of the Program, the People's Council of provinces and centrally governed cities may define the beneficiaries, content, and higher levels of support than those prescribed in the upper-level state agency documents, in accordance with the local budget's balancing capacity for persons engaged in the cultural and artistic fields, artisans, and intangible cultural heritage practitioners.
Article 2
1. Delegate the Government to implement the following tasks:
a) Issue guiding documents for the organization and implementation of the Program;
b) Review, amend, and supplement regulations on simplified mechanisms for certain small-scale investment projects with uncomplicated technology, primarily funded through partial state support and public contributions, with public oversight;
c) Annually report to the National Assembly on the results of the Program's implementation at the final session of the National Assembly in that year.
2. Delegate the Prime Minister to implement the following tasks:
a) Decide on the investment in the Program according to the Public Investment Law and this Resolution; issue national criteria for comprehensive cultural development at all levels (provincial, district, commune) consistent with the actual conditions of each region;
b) Specify principles, criteria, and allocation standards for central government funds and the matching ratio of local government budgets for the Program's implementation; direct the organization and implementation, monitoring, inspection, and evaluation of the Program's progress; direct localities to balance, mobilize, integrate, and utilize resources effectively to ensure the Program's successful implementation.
Article 3
Delegate the People's Councils and People's Committees of provinces and centrally governed cities to implement the following tasks:
1. Develop plans and balance, allocate local budgets for the Program's implementation. Issue regulations on integrating funds from other programs and projects with similar objectives to implement the Program within their jurisdiction, striving to achieve the approved Program goals; avoid arrears in funding.
2. Annually, the People's Committee of provinces and centrally governed cities shall report to the same-level People's Council at its final session and report to the Government on the Program's implementation results.
Article 4
The Standing Committee of the National Assembly, the Ethnic Council, the National Assembly's Committees, the Delegation of National Assembly Members, and National Assembly deputies, the Vietnam Fatherland Front, and its member organizations shall supervise the Program's implementation within their respective duties and authorities.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the 8th session, on November 27, 2024.
