DECREE-LAW
OF THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NO. 163/SL DATED November 17, 1950
THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to the resolution of the Council of Ministers dated November 14, 1945 establishing the Ministry of Agriculture;
Pursuant to Decree-Law No. 144-SL dated March 2, 1948 prohibiting the slaughter of cattle during the resistance period;
Considering the need for resistance and protection of cattle for agricultural purposes;
Pursuant to the proposal of the Minister of Agriculture;
In accordance with the resolution of the Council of Ministers after consultation with the Standing Committee of the National Assembly;
ISSUES THE FOLLOWING DECREE-LAW:
Article 1
To promote rational livestock farming, benefiting increased production and conforming to the general policy of thrift, it is hereby restricted to slaughter cattle throughout the country.
Article 2
A joint decree by the Ministries of Interior, Justice, and Agriculture shall establish regulations permitting the slaughter of cattle.
Article 3
Persons who illegally slaughter cattle shall be fined from VND 1,000 to 10,000. Repeat offenders shall be subject to double fines and imprisonment for one to six months, or either penalty.
Fines shall be paid into the national treasury.
Seized contraband will be sold, with one-fifth of the proceeds used as a reward for those who assist authorities in uncovering illegal cattle slaughter.
Article 4
Decree-Law No. 144-SL dated March 2, 1948 and any regulations inconsistent with this decree are hereby repealed.
Article 5
The Ministers of Interior, Justice, and Agriculture shall enforce this decree-law accordingly.
