Regarding the approval of the overall restructuring and modernization plan for state-owned enterprises in Kon Tum province during the period 2002-2005

PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned corporations;
Considering the proposal of the People's Committee of Kon Tum Province (Report No. 54/TT-UB dated August 22, 2002), opinions of the Ministries of Planning and Investment (Letter No. 5845/BKH-DN dated September 13, 2002), Finance (Letter No. 10497/TC-TCDN dated September 27, 2002), Agriculture and Rural Development (Letter No. 3825/BNN-TCCB dated September 23, 2002), and the Central Economic Commission (Letter No. 396/CV-KTTW dated September 23, 2002), and the socio-economic characteristics of the locality,
DECISION:
Article 1. Approves the overall restructuring and modernization plan for state-owned enterprises in Kon Tum province during the period 2002-2005 as set out in the attached Appendix.
Article 2. The Chairman of the People's Committee of Kon Tum Province shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under its jurisdiction in accordance with the approved content and schedule.
Any adjustments or supplements must be approved by the Prime Minister.
Heads of enterprise management agencies shall be subject to disciplinary action according to current regulations if they fail to direct the implementation in accordance with the approved plan in this Decision.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and related agencies shall be responsible for coordinating with the People's Committee of Kon Tum Province in implementing the plan.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending solutions to the Prime Minister to overcome difficulties during the implementation process.
Article 4. This Decision takes effect from the date of signature.
The Chairman of the People's Committee of Kon Tum Province and heads of related agencies shall be responsible for enforcing this Decision.

Sa Thay Investment and Development Company for Forestry, Agriculture, and Services (formed from the merger of Mo Ray II, Sa Thay, and Se San Forest Farms, to be implemented in 2003).
Ngoc Hoi Investment and Development Company for Forestry, Agriculture, and Services (formed from the merger of Sa Loong and Duc Nong Forest Farms, to be implemented in 2003). After completing the transfer procedures, the People's Committee of the province shall develop a restructuring plan for this enterprise in accordance with relevant regulations.
5. Enterprises undergoing dissolution:
Film Distribution and Projection Company (to be implemented in 2002).
