Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system for civil servants, administrative and public service officials, and armed forces personnel;
Pursuant to Decree No. 26/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system in state-owned enterprises;
Pursuant to Decree No. 28/CP dated March 28, 1997 of the Government on reforming salary management and income in state-owned enterprises;
Pursuant to Decree No. 43/1999/NĐ-CP dated June 29, 1999 of the Government on state investment credit for development;
Pursuant to Decree No. 50/1999/NĐ-CP dated July 8, 1999 of the Government on the organization and operation of development support funds;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. The salary system and allowances stipulated in Decree No. 26/CP dated May 23, 1993 of the Government stipulating temporarily the new salary system in state-owned enterprises shall be applied to officers and staff of the Development Support Fund as follows:
- General Directors and Deputy General Directors shall be classified according to the salary scale for managerial positions in special category enterprises;
- Branch Directors and Deputy Branch Directors shall be classified according to the salary scale for managerial positions in enterprises based on the actual category of each branch;
- Professional and technical staff shall be classified according to the salary scale for professional and technical auxiliary staff in enterprises.
Article 2. Members of the Management Board shall apply the salary system as members of the Board of Directors stipulated in Decision No. 83/1998/QĐ-TTg dated April 15, 1998 of the Prime Minister. The Chairman of the Supervisory Board shall be classified like a Deputy General Director of the Fund.
Article 3. The Development Support Fund shall apply the minimum additional salary coefficient stipulated in Decree No. 28/CP dated March 28, 1997 of the Government on reforming salary management and income in state-owned enterprises under the following conditions:
- When applying the minimum additional salary coefficient, it must not increase the management costs specified in the Financial Management Regulation of the Development Support Fund issued together with Decision No. 232/1999/QĐ-TTg dated December 17, 1999.
- The results of operations (in terms of total credit investment development levels according to various forms of investment support, and the implementation of capital source plans) must ensure compliance with the target groups and the safety of loaned capital.
- Based on the mechanism, method, and effectiveness of the Fund's operations, the Ministry of Labor, Invalids and Social Affairs, after consulting with the Ministry of Finance, shall assign the unit price of salaries to the Fund based on ensuring the conditions stipulated in Decree No. 28/CP dated March 28, 1997 of the Government. For the year 2000, the Ministry of Labor, Invalids and Social Affairs shall cooperate with the Ministry of Finance to determine in advance the adjustment factor for the minimum additional salary suitable for the Fund's activities in its first year to implement.
Article 4. The Ministry of Labor, Invalids and Social Affairs shall be responsible for guiding the implementation of this Decision after consulting with the Ministry of Finance.
Article 5. This Decision shall take effect fifteen days from the date of signature.
Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for enforcing this Decision.
