THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;

Pursuant to Decree No. 24/2004/NĐ-CP dated January 14, 2004 of the Government detailing the implementation of certain provisions of the Post and Telecommunications Ordinance on radio frequencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decision No. 336/2005/QĐ-TTg dated December 16, 2005 of the Prime Minister approving the National Radio Frequency Spectrum Plan;

At the proposal of the Director of the Radio Frequency Management Department,

DECISION:

Article 1. Approves the adjustment of the Frequency Band Planning for Vietnam's cellular mobile communication systems until 2010 in the frequency bands 821-960 MHz and 1710-2200 MHz with the following main contents:

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

1.1. This planning applies to cellular mobile communication systems using GSM and CDMA technology in the frequency bands 821-960 MHz and 1710-2200 MHz.

1.2. Other communication systems operating in these frequency bands (including IMT-2000) will be subject to separate band planning for each system.

2. Content

The Frequency Band Planning for Vietnam's cellular mobile communication systems until 2010 in the frequency bands 821-960 MHz and 1710-2200 MHz is as follows:

2.1. Frequency Band Planning 821-960 MHz

 

 

 

 

2.1.1. 824 - 829 MHz and 869 - 874 MHz: Reserved for intra-provincial CDMA systems in Ho Chi Minh City, Da Nang, Nghe An, and Hai Duong until 2010. After 2010, these frequency bands will be reconsidered for allocation to two national CDMA systems.

2.1.2. 829 - 845 MHz and 874 - 890 MHz: Reserved for two national CDMA systems (Lots A and B).

2.1.3. 851 - 866 MHz: Reserved for trunk radio systems.

2.1.4. 890 - 915 MHz and 935 - 960 MHz: Reserved for three national GSM systems (Lots 1, 2, and 3).

2.1.5. 821 - 824 MHz, 845 - 851 MHz, 866 - 869 MHz, and 915 - 935 MHz: Reserved for Fixed and Mobile Services.

BT = Base Station Transmit Segment (Transmit frequency band of base station)

BR = Base Station Receive Segment (Receive frequency band of base station)

 

2.2. Frequency Band Planning 1710 - 2200 MHz

 

 

 

 

 

 

2.2.1. 1710 - 1785 MHz and 1805 - 1880 MHz: Lots 1, 2, and 3 reserved for three national GSM systems, Lot 4 reserved for system conversion or expansion of bandwidth for operators.

2.2.2. 1895 - 1900 MHz: Reserved for wireless local loop (WLL) systems within urban areas. Shared with multi-access telephone systems (PHS, DECT, and equivalent types). Depending on the development of cellular mobile communication systems, this frequency band will be reviewed before 2010.

2.2.3. 1785 - 1805 MHz, 1880 - 1895 MHz: Reserved for Mobile Services.

2.2.4. 1900 - 1980 MHz, 2010 - 2025 MHz, 2110 - 2170 MHz: Reserved for IMT-2000 systems.

2.2.5. 1980 - 2010 MHz, 2170 - 2200 MHz: Reserved for Satellite Mobile Services.

2.2.6. 2025 - 2110 MHz: Reserved for Fixed and Mobile Services.

BT = Base Station Transmit Segment (Transmit frequency band of base station)

BR = Base Station Receive Segment (Receive frequency band of base station)

2.3. Operators providing wireless local loop (WLL) services in licensed frequency bands are not restricted from deploying cellular mobile communication systems using GSM and CDMA technologies provided that:

2.3.1. Operators must simultaneously hold licenses for fixed telecommunication network establishment and service provision within urban areas and licenses for mobile telecommunication network establishment and service provision.

2.3.2. WLL services and cellular mobile communication services must share the same technical infrastructure with the same CDMA or GSM technology.

3. Organization of Implementation

3.1. Plans for transitioning existing networks in the 821-960 MHz and 1710-2200 MHz frequency bands must comply with the transition regulations from current status to planning as stipulated in Decree No. 24/2004/NĐ-CP dated January 14, 2004 of the Government.

3.2. The Radio Frequency Management Department shall be responsible for guiding the implementation of this plan. Telecommunication enterprises shall base their applications for frequency allocation and plans for transitioning existing networks in these frequency bands on this plan.

Article 2. This decision takes effect 15 days after its publication in the Official Gazette and replaces Decision No. 46/2003/QĐ-BBCVT dated March 20, 2003 of the Minister of Posts and Telecommunications.

Article 3. The Director of the Office, the Director of the Radio Frequency Management Department, Heads of agencies and units under the Ministry of Posts and Telecommunications, and telecommunication organizations and enterprises are responsible for implementing this decision./.
