Pursuant to the Posts and Telecommunications Ordinance adopted by the Standing Committee of the National Assembly on May 25, 2002 as Decision No. 43/2002/PL-UBTVQH10; Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 85/1998/QĐ-TTg dated April 16, 1998 of the Prime Minister approving the Frequency Band Plan for Vietnam's Radio Frequency Spectrum for various services;
Pursuant to Decision No. 907/2002/QĐ-TCBĐ dated October 30, 2002 of the Director General of the Posts and Telecommunications Administration (now the Ministry of Posts and Telecommunications) approving the Adjustment of the Frequency Band Plan for Vietnam's Radio Frequency Spectrum for various services;
Considering the proposal of the Director of the Radio Frequency Management Department at document No. 340/CTS-QH, dated March 7, 2003.
Approving the Frequency Band Plan for Vietnam's Digital Cellular Mobile Communication Systems until 2010 in the frequency bands 821-960 MHz and 1710-2200 MHz with the following main contents:

Article 1. The Frequency Band Plan for Vietnam's Digital Cellular Mobile Communication Systems until 2010 in the frequency bands 821-960 MHz and 1710-2200 MHz shall be applied to the GSM and CDMA digital mobile communication systems. Other systems operating within these frequency bands will also be considered, but their Frequency Band Plans, including IMT-2000, will be developed separately.

The Frequency Band Plan for Vietnam's Digital Cellular Mobile Communication Systems until 2010 in the frequency bands 821-960 MHz and 1710-2200 MHz is as follows:
2. Content
3.1. The plan for transitioning existing networks in the 821-960 MHz and 1710-2200 MHz frequency bands must comply with the transition regulations from the current state to the planned state as stipulated in Circular No. 04/1999/TT-TCBĐ dated October 1, 1999 of the Director General of the Posts and Telecommunications Administration (now the Ministry of Posts and Telecommunications).
3. Organization of Implementation
3.2. Recovering the 836.5-841 MHz and 881.5-886 MHz frequency bands from Callink before 2004.
3.3. Ceasing exploitation of other systems in the 1710-1750 MHz and 1805-1845 MHz frequency bands.
3.4. Two years after the approval of this plan, ceasing exploitation of other systems in the 1900-1980 MHz, 2010-2025 MHz, and 2110-2170 MHz frequency bands.
3.5. The Radio Frequency Management Department is responsible for providing detailed guidance on this Plan. Telecommunication enterprises shall base their applications for frequency band allocation and the transition of existing networks in these frequency bands on this Plan.
The Head of the Office, the Director of the Radio Frequency Management Department, the Heads of agencies and units under the Ministry of Posts and Telecommunications, and telecommunication organizations and enterprises are responsible for implementing this decision.
Article 2. This Decision shall take effect fifteen days from the date of signature.
