ISSUING THE EARLY CHILDHOOD EDUCATION CURRICULUM

BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE GOVERNMENT DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 PROVIDING DETAILED PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN ARTICLES OF THE EDUCATION LAW;
BASED ON THE NATIONAL REVIEW BOARD'S REPORT ON THE EARLY CHILDHOOD EDUCATION CURRICULUM REVIEW ON JANUARY 5, 2009;
PURSUANT TO THE PROPOSAL OF THE HEAD OF THE EARLY CHILDHOOD EDUCATION DEPARTMENT, THE MINISTER OF EDUCATION AND TRAINING DECIDES TO ISSUE THIS CIRCULAR AS FOLLOWS:
Article 1. ATTACHING HERETO THE EARLY CHILDHOOD EDUCATION CURRICULUM.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM SEPTEMBER 8, 2009 AND REPLACE THE DECISION NO. 5205/QĐ-BGDĐT OF SEPTEMBER 19, 2006 OF THE MINISTER OF EDUCATION AND TRAINING ON THE ISSUE OF THE EARLY CHILDHOOD EDUCATION CURRICULUM PILOT PROGRAM. THE EARLY CHILDHOOD EDUCATION CURRICULUM ATTACHED TO THIS CIRCULAR SHALL BE APPLIED TO ALL EARLY CHILDHOOD EDUCATION INSTITUTIONS UNDER THE NATIONAL EDUCATION SYSTEM.
Article 3. THE HEAD OF THE EARLY CHILDHOOD EDUCATION DEPARTMENT IS RESPONSIBLE FOR DIRECTING THE IMPLEMENTATION OF THE EARLY CHILDHOOD EDUCATION CURRICULUM ACROSS THE COUNTRY.
Article 4. THE DIRECTORS OF THE MINISTRY OF EDUCATION AND TRAINING'S OFFICE, THE HEAD OF THE EARLY CHILDHOOD EDUCATION DEPARTMENT, THE HEADS OF ASSOCIATED UNITS WITHIN THE MINISTRY OF EDUCATION AND TRAINING, THE CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND THE DIRECTORS OF PROVINCIAL EDUCATION AND TRAINING BOARDS ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
