CIRCULAR

ISSUING REGULATIONS ON PRIVATE TUTORING AND EXTRA CLASSES

Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Education Law dated November 25, 2009;

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; and Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating the responsibilities for state management of education;

At the proposal of the Director of the Secondary Education Department,

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR ON PRIVATE TUTORING AND EXTRA CLASSES:

Article 1. The regulations on private tutoring and extra classes are hereby issued together with this Circular.

Article 2. This Circular takes effect from July 1, 2012. This Circular replaces Decision No. 03/2007/QĐ-BGDĐT dated July 31, 2007 of the Minister of Education and Training promulgating Regulations on Private Tutoring and Extra Classes.

Article 3. THE DIRECTOR OF THE MINISTRY’S OFFICE, HEADS OF THE DEPARTMENT OF UPPER SECONDARY EDUCATION, THE DEPARTMENT OF ELEMENTARY EDUCATION, THE DEPARTMENT OF CONTINUOUS EDUCATION, HEADS OF UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING RELATED TO THIS MATTER, CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT, DIRECTORS OF PROVINCE AND CITY DEPARTMENTS OF EDUCATION AND TRAINING ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
