CIRCULAR

ISSUING THE "NATIONAL TECHNICAL REGULATION ON ROAD TRAFFIC SIGNS"

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2008 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of some provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Considering the proposal of the Director of the Science and Technology Department;

The Minister of Transport issues this Circular on the National Technical Regulation on Road Traffic Signs,

Article 1. Attached to this Circular is the "National Technical Regulation on Road Traffic Signs";

Registration Code: QCVN 41 : 2012/BGTVT.

Article 2. This Circular shall take effect from January 1, 2013, and shall supersede:

1. Decision No. 4393/2001/QĐ-BGTVT dated December 20, 2001 of the Minister of Transport promulgating the industry standard "Traffic Sign Regulations" 22 TCN 237-01;

2. Decision No. 21/2005/QĐ-BGTVT dated March 30, 2005 of the Minister of Transport supplementing traffic signs to the Traffic Sign Regulations 22 TCN 237-01;

3. Decision No. 48/2006/QĐ-BGTVT dated December 27, 2006 of the Minister of Transport amending and supplementing traffic signs number 420 and 421 in the Traffic Sign Regulations 22 TCN 237-01;

Appendix 2 of Circular No. 09/2006/TT-BGTVT dated September 20, 2006 of the Ministry of Transport guiding the implementation of adjustments to road traffic signs on routes participating in the Agreement on Facilitating the Transport of People and Goods Across Borders Among Countries in the Greater Mekong Subregion (GMS Agreement).

Article 3. The Director of the Vietnam Highway Administration is assigned to develop and announce a roadmap for adjusting and replacing the system of road traffic signs that are not in compliance with QCVN 41 : 2012/BGTVT based on management requirements.

Article 4. The Head of the Ministry's Office, the Inspector General, the Directors of Departments, the Director of the Vietnam Highway Administration, the Heads of agencies and units under the Ministry of Transport, the Directors of Provincial Transport Departments, relevant organizations, and individuals are responsible for implementing this Circular./.
