Amending and supplementing certain Articles of Decree No. 204/2004/NĐ-CP
dated December 14, 2004 of the Government on salary regulations
concerning civil servants, public officials, employees, and armed forces personnel
Pursuant to the Law on Organization of the Government dated December 25, 2001;
At the request of the Minister of Home Affairs,
The Government promulgates this Decree amending and supplementing certain Articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for civil servants, public officials, employees, and armed forces personnel.
Article 1. Amending and supplementing certain Articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for civil servants, public officials, employees, and armed forces personnel (hereinafter referred to as Decree No. 204/2004/NĐ-CP) as follows:
1. Amend Point a Clause 2 Article 7 as follows:
"Civil servants, public officials, and employees who achieve outstanding results in performing their duties but have not yet reached the highest grade in their rank or position may be considered for a grade promotion up to twelve months ahead of schedule compared to the time specified in Points a and b Clause 1 of this Article. The proportion of civil servants, public officials, and employees eligible for early grade promotion in one year shall not exceed ten percent of the total number of civil servants, public officials, and employees on the payroll of the agency or unit (excluding cases stipulated in Point b Clause 2 of this Article)."
2. Supplement the application subjects in Table 2 "Table of Professional Salary Grades for Civil Servants in State Agencies" issued together with Decree No. 204/2004/NĐ-CP as follows:

Article 2. Effectiveness
1. This Decree takes effect from April 10, 2013.
2. The salary increase system stipulated in Clause 1, Article 1 of this Decree shall be considered for early promotion due to outstanding achievements in performing duties since 2012.
Article 3. Responsibility for Implementation
1. The Ministry of Home Affairs shall take the lead and coordinate with relevant ministries and agencies to guide the implementation of the salary increase system for cadres, civil servants, and civil servants.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the central government shall be responsible for enforcing this Decree./.
