ON THE APPLICATION OF THE ADJUSTMENT COEFFICIENT FOR THE BASE SALARY INCREASE FOR PUBLIC OFFICIALS AND WORKERS AT THE MANAGEMENT BOARD OF VIETNAMESE ETHNIC CULTURAL AND TOURISM VILLAGE UNDER THE MINISTRY OF CULTURE, SPORTS AND TOURISM

  Pursuant to the Law on Organization of State Administrative AgenciesMarch 19,2015;

  On the basis of Decree No. Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for cadres, civil servants, public officials, and armed forces  In accordance with the proposal of the Minister of Home Affairs, the Minister of Finance, and the Minister of Culture, Sports and Tourism  The Prime Minister issues this Decision on the application of the adjustment coefficient for the base salary increase for civil servants and workers at the Management Board of Vietnamese Ethnic Cultural and Tourism Village under the Ministry of Culture, Sports and Tourism.ZrOArticle 1. The adjustment coefficient for the base salary increase for civil servants and workers at the Management Board of Vietnamese Ethnic Cultural and Tourism Village under the Ministry of Culture, Sports and Tourism is hereby regulated. page;

Article 2. Scope of Application and Non-Application Civil servants within the authorized establishment limit and workers under labor contracts as stipulated in Article 1 of this Decision working at state administrative management organizations under the Management Board of Vietnamese Ethnic Cultural and Tourism Village, who have been assigned salaries according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for cadres, civil servants, public officials, and armed forces.Public officials and workers at public service units directly under the Management Board of Vietnamese Ethnic Cultural and Tourism Village including: Vietnam Village Magazine, Information Data Center, and Ethnic Villages Management Board.3. The subjects specified in Clause 1 of this Article shall not apply during the following periods:,

Working abroad on business trips, assignments, or studies receiving 40% of their salary as prescribed in Clause 4, Article 8 of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government; Studying domestically for three consecutive months or more; Taking leave without pay for one month or more consecutively;Being on sick leave or maternity leave exceeding the period prescribed by laws on social insurance;Being suspended from work or detained temporarily.management Article 3. Adjustment Coefficient for Base Salary Increase

Article 1. Scope of Regulation

The subjects specified in Clause 1 of Article 2 of this Decision shall be applied an adjustment coefficient for the base salary increase of 0.8 times the base salary as prescribed by the Government.

Article 4. Source of Funding

1. Scope of application:

The funding for the adjustment coefficient for the base salary increase as prescribed in this Decision shall be guaranteed by the state budget and allocated in the annual regular budget of the Management Board of Vietnamese Ethnic Cultural and Tourism Village.

2. Non-applicable Subjects:

Article 5. Implementation of Self-Management and Self-Responsibility System for Organizations Under the Management Board of Vietnamese Ethnic Cultural and Tourism Village

1. State administrative management units of the Management Board of Vietnamese Ethnic Cultural and Tourism Village shall implement the self-management and self-responsibility system according to Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government on the self-management and self-responsibility system for the use of staff quotas and administrative management expenses for state agencies and Decree No. 117/2013/NĐ-CP dated October 7, 2013 of the Government amending and supplementing some articles of Decree No. 130/2005/NĐ-CP.

2. Public service units directly under the Management Board of Vietnamese Ethnic Cultural and Tourism Village shall implement the self-management mechanism according to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the self-management mechanism of public service units.

1. This Decision takes effect from June 20, 2016. The implementation period of the adjustment coefficient for the base salary increase as prescribed in this Decision is from January 1, 2016 to December 31, 2018.

2. The Ministry of Culture, Sports and Tourism and the Management Board of Vietnamese Ethnic Cultural and Tourism Village shall organize the payment of the adjustment coefficient for the base salary increase for civil servants and workers under their management.

Article 3. Adjustment factor for the basic salary increase

The subjects specified in Clause 1, Article 2 of this Decision shall apply an adjustment factor for the basic salary increase at 0.8 times the basic salary level prescribed by the Government.

Article 4. Source of funding

The funding for the adjustment factor for the basic salary increase stipulated in this Decision shall be guaranteed by the state budget and allocated in the annual regular expenditure budget of the Management Board of the Ethnic Cultural Villages and Tourism.

Article 5. Implementation of the self-management and self-responsibility regime for organizations under the Management Board of the Ethnic Cultural Villages and Tourism

1. Units performing state management functions of the Management Board of the Ethnic Cultural Villages and Tourism shall implement the self-management and self-responsibility regime according to Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government on the self-management and self-responsibility regime regarding the use of staffing levels and administrative management expenses for state agencies and Decree No. 117/2013/NĐ-CP dated October 7, 2013 of the Government amending and supplementing some articles of Decree No. 130/2005/NĐ-CP.

2. Public service units directly under the Management Board of the Ethnic Cultural Villages and Tourism shall implement the autonomous mechanism according to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the autonomous mechanism of public service units.

Article 6. Effectiveness

1. This Decision takes effect from June 20, 2016. The implementation period for the adjustment factor for the basic salary increase stipulated in this Decision shall be from January 1, 2016 to December 31, 2018.

2. The Ministry of Culture, Sports and Tourism and the Management Board of the Ethnic Cultural Villages and Tourism shall organize the payment of the adjustment factor for the basic salary increase for civil servants and employees within their jurisdiction.

Article 7. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
