JOINT CIRCULAR No. 17/2018/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP-BTC-BNN&PTNT abolishes Circular No. 22/2014/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP-BTC-BNN&PTNT guiding the implementation of state management on compensation work in litigation activities issued by the Minister of Justice - President of the Supreme People's Court - Prosecutor of the Supreme People's Procuracy - Minister of Public Security - Minister of National Defense - Minister of Finance - Minister of Agriculture and Rural Development.

Repeals Joint Circular No. 22/2014/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP-BTC-BNN&PTNT

Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: of state administration concerning compensation work in litigation activities.The Minister of Justice, the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the Minister of Public Security, the Minister of National Defense, the Minister of Finance, and the Minister of Agriculture and Rural Development issue this Joint Circular to repeal Joint Circular No. 22/2014/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP-BTC-BNN&PTNT dated November 21, 2014 between the Minister of Justice and the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the Minister of Public Security, the Minister of National Defense, the Minister of Finance, and the Minister of Agriculture and Rural Development guiding the implementation of state administration concerning compensation work in litigation activities.

Repeals all of Joint Circular No. 22/2014/TTLT-BTP-TANDTC-VKSNDTC-BCA-BQP-BTC-BNN&PTNT dated November 21, 2014 between the Minister of Justice and the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the Minister of Public Security, the Minister of National Defense, the Minister of Finance, and the Minister of Agriculture and Rural Development guiding the implementation of state administration concerning compensation work in litigation activities. 1. This Joint Circular takes effect from February 4, 2019.

Pursuant to the Law on the Organization of the People's Procuratorate dated November 24, 2014;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 96/2017/NĐ-CP dated August 16, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Justice;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

2. The Ministry of Justice, the Supreme People's Court, the Supreme People's Procuracy, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Finance, the Ministry of Agriculture and Rural Development, and related agencies, organizations, and individuals are responsible for implementing this Joint Circular.

This Circular takes effect from January 25, 2026.
