Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam dated June 16, 2014;June 2024; Pursuant to Resolution No. 30/2016/QH13 dated November 22, 2016 of the National Assembly on piloting the issuance of electronic visas for foreigners entering Vietnam;

BASED ON THE ELECTRONIC TRANSACTION LAW dated September 29, 1Pursuant to Resolution No. 74/2018/QH14 dated November 20, 2018 of the National Assembly on the sixth session of the 14th National Assembly;

Pursuant to the Law on Information Technology dated June 29, 2006;

The Government promulgates this Decree amending and supplementing some articles of Decree No. 07/2017/NĐ-CP dated January 25, 2017 of the Government on procedures and formalities for piloting the issuance of electronic visas for foreigners entering Vietnam.1Article 1. 1. Amending and supplementing the list of countries whose citizens are eligible for pilot issuance of electronic visas (Annex I) and the list of border gates allowing entry and exit with electronic visas (Annex II) as stipulated in Clause 1, Article 9, as follows:

The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.

a) Amending and supplementing the list of countries whose citizens are eligible for pilot issuance of electronic visas as follows:"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation." b) Supplement the list of border gates allowing foreigners to enter and exit with electronic visas (Annex II) as follows:

- List of land border gates:

+ International border gate Tay Trang/province Dien Bien;

+ International border gate Na Meo/province Thanh Hoa;

+ International border gate La Lay/province Quang Tri;

- List of sea border gates:

+ Sea port border gate Duong Dong/province Kien Giang;

+ Sea port border gate Chan May/province Thua Thien - Hue.

2. Amend Article 11 as follows:

"Article 11. Effectiveness of Implementation

This Decree takes effect from February 1, 2017 to February 1, 2021

Article 2. Effectiveness and responsibility for implementation

1. This Decree takes effect for two years from February 1, 2019.

2. The Minister, Heads of Ministries at the ministerial level, Heads of government agencies, Chairpersons of provincial People's Committees directly under the central government are responsible for implementing this Decree.
