CIRCULAR

REGULATIONS ON THE LEVEL OF COLLECTION, COLLECTION SYSTEM, PAYMENT AND MANAGEMENT OF FEES FOR CITIZEN IDENTITY CARDS

Pursuant to the Law on Citizen Identity sNo. 59/2014/QH13 dated November 20, 2014;

Pursuant to the Ordinance on Fees and Charges No. 38/2001/PL-UBTVQH10 dated August 28, 2001;No. 38/2001/PL-UBTVQH10 dated August 28, 2001;

Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges; Decree s l24/2006/NĐ-CP dated March 6, 2006 amending and supplementing Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;No. regarding the collection, payment, and management of fees for Citizen Identity Cards as follows:, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPm, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ,No. This Circular guides the functions, tasks, powers and organizational structure of District Health Centers in districts, towns, urban districts, and cities under provinces and cities directly governed by the central government (referred to collectively as District Health Centers).No. This Circular stipulates the level of collection, collection system, payment, and management of fees for Citizen Identity Cards according to the provisions of the Law on Citizen Identity.

3. When an enterprise establishes a Fund according to one of the two forms prescribed in Clause 1 of this Article, the enterprise shall submit the Decision on Establishment of the Fund to the Department of Science and Technology of the province or centrally-administered city where the enterprise's headquarters is located within thirty days from the date of the decision to establish the Fund.onState Property.

Article 1. Scope of Regulation

1. Citizens aged 14 years and older when processing procedures to issue Citizen Identity Cards for the first time.

2. Changing Citizen Identity Cards when citizens reach 25, 40, and 60 years old.

3. Changing Citizen Identity Cards when there are errors in the information on the Citizen Identity Card due to the fault of the citizen identity management agency.

Article 4. Subjects exempted from paying the fee

1. Citizens who have been issued 9-digit and 12-digit Identification Cards now transitioning to Citizen Identity Cards under the Citizen Identity Law.

3. Changing or issuing new Citizen Identity Cards for fathers, mothers, wives, husbands, children under 18 years old of martyrs; war invalids; persons enjoying benefits similar to those of war invalids; children under 18 years old of war invalids and persons enjoying benefits similar to those of war invalids; war disabled veterans; citizens residing in highland communes and towns as defined by the Committee for Ethnic Minorities; and poor households as defined by law.

4. Changing or issuing new Citizen Identity Cards for citizens under 18 years old who are orphaned and without support.

2. Replacing Citizen Identity Cards when the State prescribes changes in administrative boundaries.

Article 5. Fee Collection Authorities

1. The level of fees for changing or issuing new Citizen Identity Cards is as follows:

a) Change: 50,000 VND per Citizen Identity Card.

b) Issue new: 70,000 VND per Citizen Identity Card.

Article 6. Fee Collection Rates

2. Citizens permanently residing in mountainous communes and towns; border communes; island districts shall pay the fee for Citizen Identity Cards at 50% of the level prescribed in Clause 1 of this Article.

3. The fee for Citizen Identity Cards is collected in Vietnamese Dong (VND).

Article 7. Organization of Collection, Payment and Management

1. The fee for Citizen Identity Cards is a revenue item belonging to the state budget.

2. The agency collecting the fee for Citizen Identity Cards shall remit 100% (one hundred percent) of the total amount of fees collected into the state budget according to the current State Budget Classification.

All expenses related to the issuance, change, and replacement of Citizen Identity Cards are funded by the state budget according to the approved annual budget estimate. The agency collecting the fee prepares the budget estimate for expenses serving the issuance, change, and replacement of Citizen Identity Cards, which is included in the annual budget estimate sent to the financial authority at the same level for approval.

1. The fee for the Citizen Identity Card is a revenue item belonging to the state budget.

2. The agency collecting the Citizen Identity Card fee shall remit 100% (one hundred percent) of the total amount collected into the state budget according to the current State Budget Classification.

Expenses related to the issuance, replacement, and reissuance of the Citizen Identity Card shall be funded from the state budget according to the approved annual budget estimate. The agency collecting the fee shall prepare a budget estimate for expenses serving the issuance, replacement, and reissuance of the Citizen Identity Card, which shall be consolidated into the annual budget estimate and submitted to the financial authority at the same level for decision-making.rime Minister c4. The competent authority shall decide on such matters.

Article 8. Implementation organization and transitional provisions

1. This Circular takes effect from January 1, 2016 and replaces Circular No. 155/2012/TT-BTC dated September 20, 2012 of the Ministry of Finance on the level of collection, collection system, management and use of the fee for new Identity Cards.policies Circular No. 155/2012/TT-BTC dated September 20, 2012 of the Ministry of Finance stipulates the level of collection, collection system, management and use of the fee for new Identity Cards.

2. Places that have not yet had the conditions regarding infrastructure, information, material, technical facilities, and personnel to manage citizen identification cards, the National Population Database and the Citizen Identification Card Database to issue Citizen Identification Cards must continue to issue Identity Cards for citizens according to the provisions of Clause 4, Article 38 of the Law on Citizen Identification Cards. The collection, payment, and management of the Identity Card fee shall be carried out in accordance with Circular No. 02/2014/TT-BTC dated January 2, 2014 of the Ministry of Finance guiding fees and charges within the authority of the People's Councils at the provincial and centrally-administered city levels; no later than January 1, 2020, they must implement the system of collection, payment, and management of the Citizen Identification Card issuance fee as prescribed in this Circular.3. Other contents related to the collection, payment, management, and public disclosure of the fee not specified in this Circular shall be implemented in accordance with the guidance provided in Circular No. 63/2002/TT-BTC dated July 24, 2002, and Circular No. 45/2006/TT-BTC dated May 25, 2006 amending and supplementing Circular No. 63/2002/TT-BTC dated July 24, 2002 of the Ministry of Finance guiding the implementation of laws on fees and charges; Circular No. 156/2013/TT-BTC dated November 6, 2013 of the Ministry of Finance guiding the implementation of certain articles of the Law on Tax Administration; the Law Amending and Supplementing Certain Articles of the Law on Tax Administration and Decree No. 83/2013/NĐ-CP dated July 22, 2013 of the Government; and Circular No. 153/2012/TT-BTC dated September 17, 2012 of the Ministry of Finance guiding the printing, issuance, management, and use of various types of receipts for fees and charges under state budget, and any subsequent amendments and supplements (if any). specialized agency under the People's Committee of the province/city.4. Individuals subject to the fee and relevant agencies are responsible for implementing this Circular. During the process of implementation, if there are difficulties, organizations and individuals are requested to promptly report to the Ministry of Finance for consideration and guidance.

3. Other contents related to the collection, payment, management, and public disclosure of the fee collection system not specified in this Circular shall be implemented in accordance with the guidance provided in Circular No. 63/2002/TT-BTC dated July 24, 2002, and Circular No. 45/2006/TT-BTC dated May 25, 2006, amending and supplementing Circular No. 63/2002/TT-BTC dated July 24, 2002, issued by the Ministry of Finance guiding the implementation of laws on fees and charges; Circular No. 156/2013/TT-BTC dated November 6, 2013, issued by the Ministry of Finance guiding the implementation of certain provisions of the Law on Tax Administration; the Law Amending and Supplementing Certain Provisions of the Law on Tax Administration; Decree No. 83/2013/NĐ-CP dated July 22, 2013, issued by the Government; and Circular No. 153/2012/TT-BTC dated September 17, 2012, issued by the Ministry of Finance guiding the printing, issuance, management, and use of various types of receipts for fees and charges belonging to the state budget, and any subsequent amendments and supplements (if any).
