Regarding the issuance of prepaid daily service fees for mobile terminal wireless urban telephone services

THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
Pursuant to Circular No. 03/1999/TT-TCBĐ dated May 11, 1999 of the General Post Office guiding the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on postal and telecommunications services and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
Pursuant to the letters No. 5607/GCTT dated September 23, 2003 and No. 5927/GCTT dated October 16, 2003 of Vietnam Post and Telecommunications Corporation regarding prepaid tariffs for wireless urban telephone services (Cityphone);
At the proposal of the Director of the Planning and Finance Department,
DECISION:
Article 1. The following prepaid daily service fees for mobile terminal wireless urban telephone services are hereby issued:
1. Daily subscription fee: 1,273 dong/day.
2. Connection charges:
a. Tariff rate of 454 dong/minute applicable to:
Connections within the same local area between prepaid daily subscribers of mobile terminal wireless urban telephone services.
Connections within the same local area to: postpaid subscribers of mobile terminal wireless urban telephone services and fixed-line subscribers, to fixed-line telephone subscribers with wired and wireless terminals, to subscribers of fixed wireless networks using CDMA-WLL technology with fixed terminals.
The unit of measurement for the above tariff is minutes, the fractional part of the last minute of the call will be rounded up to one minute. A call lasting less than one minute will be charged as one minute.
This tariff rate will be reduced by 30% for calls made from 11 PM the previous night to 7 AM the next morning on weekdays from Monday to Saturday and for calls made during holidays and Sundays.
b. Calls originating from or terminating at prepaid daily subscribers of mobile terminal wireless urban telephone services not covered under point a, Clause 1.2 of this Decision shall be subject to the current regulations applicable to postpaid subscribers of mobile terminal wireless urban telephone services.
3. The daily subscription fee and outgoing call charges within the day will be deducted from the account until the account balance is exhausted. When the subscriber's account is depleted, the subscriber will be locked out of making outgoing calls and can only receive incoming calls during a one-day grace period for recharging. After one day from when the account balance is depleted, if the subscriber does not recharge, both incoming and outgoing calls will be blocked. Within six months from the date of two-way blocking, if the subscriber does not recharge to continue using the service, the service provider may cancel the number.
4. No network connection fees will be charged for prepaid daily subscribers of mobile terminal wireless urban telephone services.
5. The voice call charges for prepaid daily subscribers of mobile terminal wireless urban telephone services specified in Points 1.1 and 1.2 above, after adding 10% value-added tax, will be rounded off according to the following principles: + Any fraction greater than or equal to 50 dong will be rounded up to 100 dong. + Any fraction less than 50 dong will be rounded down to 0 dong (dropped).
6. Connection charges will be collected from the calling party.
Article 2. Based on production and business conditions and market fluctuations, Vietnam Post and Telecommunications Corporation is authorized to reduce the connection charges stipulated in point a, Clause 1.2 of Article 1, but the maximum reduction shall not exceed 20% of the prescribed tariff.
Article 3. The issuance of various denominations of cards, the quantity of cards issued, and the validity period of the cards shall be determined and reported by the service provider to the Ministry of Posts and Telecommunications.
Article 4. The tariffs stipulated in this Decision do not include value-added tax. This Decision takes effect from November 1, 2003.
Article 5. The Head of the Office, the Director of the Planning and Finance Department, the Heads of units under the Ministry of Posts and Telecommunications, the General Directors, the Directors of telecommunications service providers, and related units are responsible for implementing this Decision./.
