Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Vietnam Maritime Code dated July 12, 1990;

Pursuant to Decision No. 136/2001/QĐ-TTg dated September 17, 2001 of the Government approving the overall program for administrative reform of state agencies for the period 2001-2010;

Considering the proposal of the Minister of Transport (memorandum No. 4301/TTr-BGTVT dated November 14, 2002),

DECISION:

Article 1. Permission is granted to implement a pilot program for administrative reform concerning vessels, except military ships and foreign atomic-powered merchant ships, Vietnamese armed forces vessels serving security and defense purposes, and other state service vessels entering and exiting seaports in Bà Rịa - Vũng Tàu province, Quảng Ninh province, Da Nang city, and Hai Phong city. The contents of the pilot implementation shall be carried out according to Decision No. 55/2002/QĐ-TTg dated April 23, 2002 of the Prime Minister on implementing a pilot program for administrative reform at seaports in Ho Chi Minh City.

Article 2

1. The Minister of Transport shall be responsible for leading and coordinating with the Chairpersons of the People's Committees of Bà Rịa - Vũng Tàu province, Quảng Ninh province, the Chairpersons of the People's Committees of Da Nang city and Hai Phong city, and the Heads of relevant ministries and agencies to effectively implement the pilot program according to Decision No. 55/2002/QĐ-TTg dated April 23, 2002 of the Prime Minister at seaports in the aforementioned provinces and cities.

2. The Steering Committee for Implementing the Pilot Program for Administrative Reform, established according to Decision No. 55/2002/QĐ-TTg dated April 23, 2002 of the Prime Minister, shall concurrently serve as the Steering Committee for Administrative Reform at Seaports in the areas specified in Article 1 of this Decision; it shall include new members such as the Deputy Chairpersons of the People's Committees of Bà Rịa - Vũng Tàu province, Quảng Ninh province, Da Nang city, and Hai Phong city, and the Directors of the Port Authorities of Vũng Tàu, Quảng Ninh, Da Nang, and Hai Phong to participate in directing the pilot implementation in each area.

Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial-level People's Committees directly under the central government, and Heads of related agencies are responsible for enforcing this Decision./.
