DECREE
Issuing the Operational Regulations of the Government

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister, Chairman of the Government Office,
DECREE:
Article 1. This Decree promulgates the Rules of Operation of the Government attached hereto.
Article 2. These Rules shall take effect fifteen days from the date of publication in the Official Gazette, replacing the Rules of Operation of the Government issued together with Decree No. 23/2003/NĐ-CP dated March 12, 2003.
Ministries, ministerial-level agencies, People's Committees of provinces and centrally governed cities shall issue operational rules consistent with these Rules.
Article 3. The Minister, Chairman of the Government Office shall be responsible for urging and inspecting the implementation of the Rules of Operation of the Government.
Members of the Government, Heads of government agencies, Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally governed cities, and Heads of related agencies shall be responsible for implementing this Decree./.
