DIRECTIVE
REGARDING MEASURES TO IMPLEMENT DIRECTIVE NO. 30/2004/CT-TTg
of the Prime Minister
TO IMPLEMENT THE MARKET PRICE TARGETS AS SET OUT IN THE NATIONAL ASSEMBLY RESOLUTION, IN LIGHT OF THE CONSUMER PRICE INDEX AND SERVICE PRICES IN THE FIRST SEVEN MONTHS OF 2004 HAVING INCREASED COMPARED TO PREVIOUS YEARS, ON AUGUST 5, 2004, THE PRIME MINISTER ISSUED DIRECTIVE NO. 30/2004/CT-TTg ON MEASURES TO CONTROL THE RATE OF MARKET PRICE INCREASE IN THE SHORT TERM.
TO MAINTAIN STABILITY IN THE FEES FOR MOTOR VEHICLE TRANSPORTATION, RAILWAY, WATERWAY, AND DOMESTIC AIR TRANSPORTATION AS REQUIRED BY THE PRIME MINISTER'S DIRECTIVE, THE MINISTER OF TRANSPORTATION DIRECTS THE DIRECTORS OF THE VIETNAM HIGHWAY ADMINISTRATION, THE VIETNAM RAILWAY ADMINISTRATION, THE VIETNAM WATERWAY ADMINISTRATION, THE VIETNAM AVIATION ADMINISTRATION, THE DIRECTORS OF THE PROVINCE TRANSPORTATION DEPARTMENTS, THE DIRECTORS OF THE PROVINCE PUBLIC WORKS AND TRANSPORTATION DEPARTMENTS, AND THE HEADS OF THE ORGANIZATIONS AND UNITS WITHIN THE INDUSTRY TO PERFORM THE FOLLOWING TASKS WITHIN THEIR FUNCTIONAL RESPONSIBILITIES:
1. DIRECT AND URGE SUBORDINATE UNITS NOT TO ARBITRARILY INCREASE FEES ON ALL ROUTES FOR GOODS AND PASSENGER TRANSPORTATION AND SERVICES.
2. WHEN INPUT COST FACTORS VARY BY MORE THAN 15%, CALCULATE AND SUBMIT REQUESTS FOR PRICE INCREASES TO AUTHORITIES WITH APPROVAL POWER.
3. ANY PRICE INCREASE MUST BE ANNOUNCED IN ADVANCE, REGISTERED WITH THE PRICE MANAGEMENT AUTHORITY, AND HAVE A SPECIFIC IMPLEMENTATION SCHEDULE.
4. ANY VIOLATIONS OF THIS DIRECTIVE MUST BE STRICTLY HANDLED.
IN ADDITION TO EFFECTIVELY IMPLEMENTING THE PRIME MINISTER'S DIRECTIVE, THE MINISTRY OF TRANSPORTATION REQUIRES THE SPECIALIZED MANAGEMENT COUNCILS, PROVINCE TRANSPORTATION DEPARTMENTS, PROVINCE PUBLIC WORKS AND TRANSPORTATION DEPARTMENTS, AND HEADS OF TRANSPORTATION ENTERPRISES TO TAKE MEASURES TO ENHANCE TRANSPORT CAPACITY, STOCKPILE RESOURCES, MOBILIZE EQUIPMENT, AND TIMELY ADJUST TO SERVE TRANSPORTATION DURING TIMES OF SIGNIFICANT DEMAND CHANGES DURING NATIONAL HOLIDAYS AND NEW YEAR CELEBRATIONS (NATIONAL DAY, NEW YEAR'S DAY, LUNAR NEW YEAR). /
