JOINT CIRCULAR

Amending and supplementing Clause 4 Section I Part II Circular Jointly Issued No. 53/1998/TTLT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Joint Circular of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the implementation of scholarship and social assistance regimes for students at public training institutions Pursuant to Decision No. 1121/1997/QĐ-TTg dated December 23, 1997 of the Prime Minister on scholarships and social assistance for students at public training institutions;

Pursuant to Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on issuing the poverty standard applicable during the period from 2006 to 2010;

Pursuant to Decision No. 20/2007/QĐ-TTg dated February 5, 2007 of the Prime Minister approving the national target program on poverty reduction for the period from 2006 to 2010;

Pursuant to Circular No. 04/2007/TT-BLĐTBXH dated February 28, 2007 of the Ministry of Labor, Invalids and Social Affairs guiding the annual review process for poor households;

The Joint Ministries of Education and Training, Finance, and Labor, Invalids and Social Affairs amend and supplement Clause 4 Section I Part II Circular Jointly Issued No. 53/1998/TTLT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 guiding the scholarship and social assistance regime for students at public training institutions as follows:

Amending and supplementing Clause 4 Section I Part II Circular Jointly Issued No. 53/1998/TTLT/BGD&ĐT-BTC-BLĐTB&XH dated August 25, 1998 of the Joint Circular of the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Labor, Invalids and Social Affairs guiding the scholarship and social assistance regime for students at public training institutions as follows:

Article 1. "4. Students who have particularly difficult economic circumstances and overcome difficulties to study are those whose families are classified as poor households and must present a certificate confirming their status as students from a poor household, certified by the People's Committee of the commune according to the model certificate attached to this Circular (Annex)."

This Circular takes effect from September 20, 2009. All previous regulations contrary to this Circular are hereby abolished.

Article 2. Implementation

During the implementation process, if any issues arise, please report them to the Joint Ministries for research and resolution./.

During the process of organizing and implementing, if any difficulties arise, they are requested to be reported to the relevant ministries for study and resolution./.
