PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides some contents implementing support for developing production, diversifying livelihoods and scaling up poverty reduction models under the National Target Programme on Sustainable Poverty Reduction Period 2016-2020, including:
1. Support for developing production, diversifying livelihoods and scaling up poverty reduction models in poor districts, particularly difficult communes in coastal areas and islands (Sub-project 3 Project 1).
2. Support for developing production, diversifying livelihoods and scaling up poverty reduction models in particularly difficult communes, border communes, safe area communes, particularly difficult villages and hamlets (Sub-project 2 Project 2).
3. Support for developing production, diversifying livelihoods and scaling up poverty reduction models in communes outside Programme 30 and Programme 135 (Project 3).0plans, following the guidance of central agencies, the Department of Agriculture and Rural Development shall take the lead and coordinate with the Department of Labor, Invalids and Social Affairs and other relevant departments to provide orientation information and anticipated allocation of central and local funds for districts to implement support for production development, livelihood diversification, and expansion of poverty reduction models; the People's Committee at the district level shall provide orientation information and anticipated allocation of funds to the People's Committees at the commune level.
Article 2. Applicability
1. Workers belonging to poor households, near-poor households, and newly escaped poor households (newly escaped poor households are defined according to Article 2 of Decision No. 28/2015/QĐ-TTg dated July 21, 2015 of the Prime Minister on credit for newly escaped poor households); priority given to ethnic minority poor households and women in poor households; creating conditions for workers who are former drug addicts, HIV/AIDS patients, and women who have been trafficked and returned to their homes in poor households to participate in the project as stipulated in Decision No. 1722/QĐ-TTg dated September 2, 2016 of the Prime Minister approving the National Target Programme on Sustainable Poverty Reduction Period 2016-2020 (hereinafter referred to as Decision No. 1722/QĐ-TTg).
2. Groups of households and community residents (as prescribed in point a, Clause 2, Article 7 of Circular No. 15/2017/TT-BTC dated February 15, 2017 of the Ministry of Finance on the management and use of funds for implementing the National Target Programme on Sustainable Poverty Reduction Period 2016-2020, hereinafter referred to as Circular No. 15/2017/TT-BTC).
3. Organizations and individuals related to the programme.
Article 3. Principles, conditions, and methods of support
1. Principles and conditions for support: Implemented according to the provisions of Clause 1, Article 7 of Circular No. 15/2017/TT-BTC.
2. Methods of support
a) Support for developing production, diversifying livelihoods (excluding activities specified in point b of this clause) and expanding poverty reduction models under the National Target Program on Poverty Reduction shall be carried out according to projects.
b) For activities supporting the development of production through contracts, forest protection and care, forest land allocation, and land allocation for commercial forest planting in the poor districts of Sub-project 3 of Project 1, direct support shall be provided to the beneficiaries in accordance with the provisions of Clause 4, Article 10 of Circular No. 15/2017/TT-BTC and Joint Circular No. 93/2016/TTLT-BTC-BNNPTNT dated June 27, 2016 of the Ministry of Finance and the Ministry of Agriculture and Rural Development guiding the management and use of state budget funds to implement Decree No. 75/2015/NĐ-CP dated September 9, 2015 of the Government on mechanisms and policies for protecting and developing forests, in conjunction with the policy of rapid and sustainable poverty reduction and support for ethnic minorities during the period from 2015 to 2020.ớand expansion of poverty reduction models are compiled from the commune level up to the district level, and from the district level up to the provincial level.ắtechniques must be issued by competent authorities and be appropriate to the conditions, characteristics, scale, and nature of each project. Participants in the projects will be supported with part or all types of seeds, livestock, materials, tools, machinery, equipment, raw materials for production, plant protection chemicals, veterinary drugs, and technical training according to economic and technical norms.developmentrom 202Pursuant to Decree No. 24/2018/NĐ-CP dated February 27, 2018 of the Government on handling complaints and reports in the fields of labor, vocational education, dispatching Vietnamese workers abroad under contracts, employment, occupational safety and health;will be implemented within the commune;
Chapter II
PLAN FOR SUPPORTING THE DEVELOPMENT OF PRODUCTION, DIVERSIFICATION OF LIVELIHOODS, AND EXPANDING POVERTY REDUCTION MODELS
Article 4. Plan formulation
1. The annual and phased plans for activities supporting the development of production, diversification of livelihoods, and expansion of poverty reduction models are part of the implementation plan of the National Target Program on Sustainable Poverty Reduction.
Support activities for the development of production, diversification of livelihoods, and expansion of poverty reduction models must be consistent with local planning and programs for agricultural production development and new rural construction.
2. Formulating plans for supporting the development of production, diversification of livelihoods, and expansion of poverty reduction models must be consistent with the annual state budget balance, phased budgets, and anticipated mobilization of other resources.
a) At the beginning of each planning year, following the guidance of central agencies, the Department of Agriculture and Rural Development shall take the lead and coordinate with the Department of Labor, Invalids, and Social Affairs and relevant departments to provide information on directional guidance and planned allocation of central and local funds for poor district-level support for the development of production, diversification of livelihoods, and expansion of poverty reduction models; the People's Committee at the district level shall provide information on directional guidance and planned allocation of funds to the People's Committees at the commune level.submit for approval;d) Approve the project in accordance with Point d, Clause 1 of this Article.
b) The People's Committee at the commune level shall propose support activities for the development of production, diversification of livelihoods, and expansion of poverty reduction models based on coordinating and integrating various sources of funding, mobilizing community resources, and involving the people.
c) Support activities for the development of production, diversification of livelihoods, and expansion of poverty reduction models shall be compiled from the commune level up to the district level, and then from the district level up to the provincial level.Family Planning) for consideration and resolution./.On the basis of the annual plan for expanding poverty reduction models approved by the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant departments to implement in accordance with Article 6 of this Circular.
d) The Department of Agriculture and Rural Development shall compile plans for supporting the development of production and diversification of livelihoods; the Department of Labor, Invalids, and Social Affairs shall compile poverty reduction model expansion projects and submit them to the Department of Agriculture and Rural Development for compilation and submission to the Provincial People's Committee for approval.
Article 5. Economic and technical norms and budget levels for implementing projects
1. Projects supporting production development and poverty reduction model expansion projects in agriculture, forestry, fisheries, salt industry, and trades and services shall apply economic and technical norms issued by competent authorities and appropriate to the conditions, characteristics, scale, and nature of each project. Participants in these projects will be supported with part or all of the types of planting materials, livestock, supplies, tools, machinery, equipment, raw materials, plant protection chemicals, veterinary drugs, and technical training according to those economic and technical norms.The community-proposed model: The People's Committee at the commune level shall direct the preparation of the project, submit for approval by the People's Committee at the district level, and implement in accordance with Article 6 of this Circular.3. Mechanism for recovery and circulation of support funds:
2. The contents and budget levels for projects supporting production development, livelihood diversification, and poverty reduction model expansion projects shall be applied in accordance with Articles 8, 9, 10, and 11 of Circular No. 15/2017/TT-BTC.
Chapter III
CONSTRUCTION AND IMPLEMENTATION OF PROJECTS TO SUPPORT PRODUCTION DEVELOPMENT AND LIVELIHOOD DIVERSIFICATION
Article 6. Construction of projects to support production development and livelihood diversification
County-level People's Committees shall be the main investors for inter-commune scale projects (implemented in poor districts), while commune-level People's Committees shall be the main investors for commune, village, and hamlet scale projects; the implementation period for each project shall not exceed three years. The construction of projects shall be carried out as follows:
1. For commune, village, and hamlet scale projects, the commune-level People's Committee shall lead the construction of the project through the following four steps:
a) Step 1: Promote and disseminate information about the project to support production development and livelihood diversification that will be implemented in the area.
Implementing entities: Representatives of the commune-level People's Committee; Village Chiefs.
Main beneficiaries of the support policy: Poor households, near-poor households, newly escaped poor households, businesses, cooperatives, and other related entities.
Method of implementation: Notify in writing to the policy beneficiaries or publicize on mass media.
b) Step 2: Organize meetings to gather opinions on the project content and compile a list of participants in the project.
Meeting leaders: Representatives of the commune-level People's Committee; Village Chiefs.
Participants: Poor households, near-poor households, newly escaped poor households, businesses, cooperatives, and other related entities.
Method of implementation: Organize village meetings (with at least two-thirds of poor households, near-poor households, and newly escaped poor households participating) to discuss and select project content and participant lists (households participating in the project must register to escape poverty and near-poverty as stipulated in point đ, Clause 1, Article 7 of Circular No. 15/2017/TT-BTC, commit to comply with project regulations, and provide corresponding funding for project implementation as stipulated in point b, Clause 2, Article 7 of Circular No. 15/2017/TT-BTC); businesses and cooperatives commit to production linkage and product sales (if applicable).
Record the village meeting minutes according to Appendix 1 attached to this Circular.
c) Step 3: Construct projects to support production development and livelihood diversification.
Implementing entities: Officials assigned by the commune-level People's Committee.
Method of implementation: Compile the records of village meetings to construct the project according to Appendix 2 attached to this Circular.
d) Step 4: Approve the project.
The commune-level People's Committee submits the project for approval by the county-level People's Committee. Submitted documents include: Request for project approval; Project to support production development and livelihood diversification; Village meeting minutes and list of participants.
The county-level People's Committee approves the project according to regulations; the maximum time limit for approval is ten working days from the date of receipt of documents from the commune-level People's Committee.
2. For inter-commune scale projects, the county-level People's Committee assigns functional departments to lead the construction and implementation of the project (hereinafter referred to as the leading agency) as follows:
a) The leading agency informs and agrees with the commune-level People's Committee on the content of the project to support production development and livelihood diversification to be implemented in the commune.Family Planning) for consideration and resolution./.Based on the decision to recover part of the funds by the Minister, the Head of the Central Agency, the Chairman of the Provincial People's Committee, and the decision approving the project, the People's Committee at the commune level (where the project is implemented) shall convene meetings with the community and project participants to agree on the mechanism and methods for recovering and circulating part of the funds in the form of cash or goods.
b) The commune-level People's Committee organizes the construction of project contents in the commune according to points a and b of Clause 1 of this Article (submitting along with the village meeting minutes and list of participants) to the leading agency for consolidation into a comprehensive project.ic) The leading agency consolidates the project contents and participant lists from the communes; constructs the project to support production development and livelihood diversification according to point c of Clause 1 of this Article and submits it to the county-level People's Committee for approval.
d) Approve the project according to point d of Clause 1 of this Article.ể Implementation: Implement in accordance with Article 7 of this Circular.
Support the People's Committee at the commune level in performing the role of the project owner well.
Article 7. Implementation of the project
Based on the approved project, the competent authority shall organize the implementation as follows:aThe entity primarily responsible for implementing the project shall organize the implementation as follows:
1. Announce the contents of the project that have been approved by the competent authority to poor households, near-poor households, newly escaped poor households, enterprises, cooperatives, and other relevant entities (if applicable) participating in the project;
2.developmentImplement the activities of the project in accordance with the schedule and ensure effectiveness;
3. Assign technical staff to guide throughout the implementation process of the project;The community-proposed model: The People's Committee at the commune level shall direct the preparation of the project, submit for approval by the People's Committee at the district level, and implement in accordance with Article 6 of this Circular.4. Summarize, evaluate, and report the results of the project to the People's Committee at the district level according to Appendix 3 issued together with this Circular.
EXPANDING POVERTY REDUCTION MODELS PROJECT
Chapter IV
Article 8. Determining the expanding poverty reduction model project
Ministries, sectors, and localities shall base on actual conditions to select and expand poverty reduction models as follows:
1. Expand effective poverty reduction models suitable to the conditions and advantages of each region; models linking production development, processing, and product consumption between poor households, near-poor households, newly escaped poor households, communities, and businesses; poverty reduction models linked with national defense and security consolidation;
2. Build and expand job creation models through the implementation of small-scale infrastructure projects in villages (small irrigation systems, roads, public service facilities, production service facilities); agricultural and forestry production combination models creating jobs for the poor linked with planting and protecting forests; risk reduction and climate change adaptation models;
3. Develop and expand industry and service models (supporting workshops, machinery, equipment, production tools, materials; supporting businesses and cooperatives in linking with the poor in production development, industry development, processing, and product consumption).
Article 9. Building and implementing the expanding poverty reduction model projectdevelopment1. Content of implementing the expanding poverty reduction model project
a) Survey, prepare the project, and submit it to the agency assigned or authorized by ministries, sectors, or localities to primarily manage the expanding poverty reduction model project for approval.
b) Implement.
c) Train knowledge and transfer science and technology for project implementation.
d) Visit and learn from successful model experiences.
e) Support for expanding the model project: activities supported in accordance with Article 8 and Article 10 of Circular No. 15/2017/TT-BTC.
g) Support technical staff directly guiding project implementation.
h) Inspect, accept, summarize, evaluate, and report.
2. Building the poverty reduction model project
a) Poverty reduction model project managed by ministries and sectors
Ministries, agencies, and sectors allocated funds to implement the expanding poverty reduction model project shall assign subordinate agencies primarily responsible for poverty reduction models to organize surveys, determine the type of model, objectives, contents, areas, timeframes, budgets, and develop plans for implementation; submit to the Minister or head of the central agency for decision and approval; send to the Ministry of Labor, Invalids, and Social Affairs for coordination and supervision of implementation.
Subordinate agencies primarily responsible for poverty reduction models: direct, guide, and coordinate with localities and units to build projects in accordance with points a, b, c of Clause 1 of Article 6 and Clause 1 of this Article; approve the project.
b) Poverty reduction model project implemented by localitiesPursuant to Decree No. 24/2018/NĐ-CP dated February 27, 2018 of the Government on handling complaints and reports in the fields of labor, vocational education, dispatching Vietnamese workers abroad under contracts, employment, occupational safety and health;Based on the annual plan for expanding poverty reduction models approved by the provincial People's Committee, the Department of Labor, Invalids, and Social Affairs shall take the lead and coordinate with relevant departments to implement in accordance with Article 6 of this Circular.
Community-proposed models: the commune People's Committee shall direct the construction of the project, submit to the district People's Committee for approval and implementation in accordance with Article 6 of this Circular.3. Mechanism for recovering and circulating support funding:Based on the decision to recover part of the funding by the Minister, head of the central agency, Chairman of the provincial People's Committee, and the decision approving the project, the People's Committee at the commune level (where the project is implemented) shall convene meetings with the community and participants in the project to agree on the mechanism and methods for recovering and circulating part of the funding in the form of cash or in-kind.ể implementing entity.
4. Organization of implementation: Implemented in accordance with Article 7 of this Circular.
b) Regularly compile, evaluate, and report every six months and annually to the Department of Agriculture and Rural Development, the Department of Labor, Invalids and Social Affairs, and the Ethnic Minorities Board of the province as stipulated in Appendix 4 attached to this Circular.
a) Coordinate with functional departments of the People's Committee at the district level during the process of selecting content for project construction and implementation on the project area for projects where the People's Committee at the district level is the project owner;
b) Construct and implement projects where the People's Committee at the commune level is the project owner;
c) Direct the construction of poverty reduction model expansion projects proposed by the community, submit for approval by the People's Committee at the district level, and organize implementation;âd) Inspect and urge participants in the projects to implement;
e) Compile, evaluate, and report the results of project implementation regularly every six months and annually to the District People's Committee as stipulated in Appendix 3 attached to this Circular.
Chapter V
IMPLEMENTATION
Article 10. Central Ministries and Agencies
1. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant ministries and agencies to direct the implementation of Sub-project 3 of Project 1; Sub-project 2 of Project 2; Project 3, and direct activities to support production development and livelihood diversification, which have the following tasks:
a) Directing, guiding, and implementing;
b) Inspecting, supervising, and compiling the situation of implementation;
c) Preliminarily summarizing, concluding, evaluating, and compiling reports on the results of implementing Sub-project 3 of Project 1; Sub-project 2 of Project 2, and Project 3 to the Ministry of Labor, Invalids and Social Affairs (the management agency for the National Target Program on Sustainable Poverty Reduction) forpoliciescompilation and reporting to the Government., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP2. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries and agencies to direct the implementation of activities to replicate poverty reduction models, which have the following tasks:
c) Preliminarily summarizing, concluding, evaluating, and reporting the results of replicating poverty reduction models to the Ministry of Agriculture and Rural Development for
a) Directing, guiding, and implementing;
b) Inspecting, supervising, and compiling the situation of implementation;
compilation., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP3. People's Committees at all levelsBa) Shall be responsible for directing the implementation of sub-projects and projects within their jurisdiction.ể b) Direct the Department of Agriculture and Rural Development to take the lead and coordinate with relevant departments to advise and direct the implementation of Sub-project 3 of Project 1; Sub-project 2 of Project 2; Project 3, and direct activities to support production development and livelihood diversification; preliminarily summarize, conclude, evaluate, and report the results of implementing these sub-projects and projects to the Ministry of Agriculture and Rural Development according to Appendix 4 issued together with this Circular.
c) Direct the Department of Labor, Invalids and Social Affairs to take the lead and coordinate with relevant departments to advise and direct the implementation of activities to replicate poverty reduction models; preliminarily summarize, conclude, evaluate, and report the results of replicating poverty reduction models to the Department of Agriculture and Rural Development for consolidation and report to the Ministry of Labor, Invalids and Social Affairs according to Appendix 4 issued together with this Circular.

Guide and direct the construction and implementation of projects at the commune, village, and hamlet levels; organize the construction and implementation of projects at the inter-commune level.
Direct the organization of implementation, inspection of projects within the district according to regulations; direct some pilot projects for experience sharing and replication.developmentSupport the People's Committee at the commune level in performing the role of project owner well.development4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the People's Committee of Haiphong City, the People's Committee of Can Tho City, the People's Committee of Nghe An Province, the People's Committee of Thanh Hoa Province, and the Heads of related units are responsible for implementing this Decision., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPforcemennationalb) Compile, evaluate, and report periodically every six months and annually to the Department of Agriculture and Rural Development, the Department of Labor, Invalids and Social Affairs, and the Ethnic Minorities Commission of the province according to Appendix 4 issued together with this Circular.

Article 12. Inspection, supervision of support for production development, livelihood diversification, and poverty reduction model replication projects
Implement according to Circular No. 39/2016/TT-BLDTBXH dated October 25, 2016 of the Ministry of Labor, Invalids and Social Affairs guiding the inspection and supervision procedures, and evaluation of implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020, and current regulations.
Article 13. Implementation Provisions
1. This Circular takes effect from November 27, 2017. This Circular abolishes||Circular No. 46/2014/TT-BNNPTNT dated December 5, 2014 of the Minister of Agriculture and Rural Development guiding the implementation of certain contents of support for production development stipulated in Decision No. 551/QĐ-TTg dated April 4, 2013 of the Prime Minister approving the Program 135toto support infrastructure investment, support for production development for particularly difficult communes, border communes, safe area communes, particularly difficult villages and hamlets; Circular No. 52/2014/TT-BNNPTNT dated December 19, 2014 of the Minister of Agriculture and Rural Development guiding the implementation of certain contents of support for production development stipulated in Decision No. 2621/QĐ-TTg dated December 31, 2013 of the Prime Minister amending and supplementing certain levels of support for production development stipulated in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government.||Minister of Agriculture and Rural Development to guide the implementation of certain contents of support for production development as stipulated in Decision No. 551/QĐ-TTg dated April 4, 2013 of the Prime Minister approving Program 135;Article 4. 2. In case the legal normative documents referred to for application in this Circular are amended, supplemented, or replaced by new legal normative documents, they shall be applied according to those new documents.
3. During the implementation process, if there are arising issues or difficulties, relevant agencies, units, organizations, and individuals should reflect them to the Ministry of Agriculture and Rural Development for research, amendment, and supplementation to ensure suitability./.ắ- Leaders of the Ministry of Agriculture and Rural Development;
