Radio Frequency Band Plan 694-806 MHz

Pursuant to DecreeNo. 1dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications; Decision No. 71/2013/QĐ-TTg, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP dated November 21, 2013 of the Prime Minister promulgating the National Radio Frequency Plan;

Pursuant to Decision No. Pursuant to Decision No. dated January 17,, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP 2017 of the Prime Minister amending and supplementing the National Radio Frequency Spectrum Plan issued together with Decision No.

/2013/QĐ-TTgNo. Decision No. 02/2017/QĐ-TTg At the request of the Director of the Radio Frequency Management Department,June 2024;the Minister of Information and Communications issues this Circular on the Radio Frequency Band Plan 694-806 MHz for the mobile communication systemsupplementedof Vietnam.No. PROVISIONS:policiesThis Circular shall be applied for the deployment of mobile communication systems according to the IMT-Advanced standard and subsequent versions. 71The radio frequency band 694-806 MHz shall be planned as follows: dated November 21, 2013, issued by the Prime Minister;

1. The frequency bands 703-733 MHz and 758-788 MHz shall be divided as follows:a) The frequency band 703-733 MHz shall be allocated as the uplink band, divided into three blocks Beach with a width of 10 MHz.

b) The frequency band 758-788 MHz shall be allocated as the downlink band, divided into three blocks B I', each with a width of 10 MHz.

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

This Circular applies to organizations, businesses, and individuals producing, importing, operating, and using radio equipment in Vietnam.

Article 2. ' and shall use it in accordance with the terms specified in the frequency band usage permit.

2. The frequency band 694-703 MHz shall be reserved as a guard band.

3. The frequency bands 733-758 MHz and 788-806 MHz: Existing dedicated wireless systems currently operating in these frequency bands must have plans to switch frequencies to release the bands and new dedicated wireless systems shall not be deployed in these frequency bands.₁, B₂ and B₃4. When using the frequency band 786-788 MHz, to avoid harmful interference to existing dedicated wireless systems temporarily operating in this frequency band in certain areas, enterprises must ensure that the electric field strength does not exceed 42 dBμV/m/3MHz measured at a height of 10 meters above ground level; in case of harmful interference occurring, enterprises must continue to implement measures to eliminate the interference in accordance with the guidance of the Ministry of Information and Communications (Radio Frequency Management Department).

Implementation of the Plan:₁’, B₂’ and B₃1. Organizations and individuals are not allowed to use and deploy new non-IMT-Advanced and subsequent version wireless devices in the 694-806 MHz frequency band.

2. Enterprises deploying mobile communication systems IMT-Advanced and subsequent versions in the 694-806 MHz frequency band shall be responsible for coordinating with each other in the use of radio frequencies and applying measures to prevent harmful interference.₁This Circular takes effect from February 16, 2020.₁’, B₂This Circular takes effect from February 16, 2020.₂’, B₃This Circular takes effect from February 16, 2020.₃The Head of the Office, the Director of the Radio Frequency Management Department, the Heads of agencies and units under the Ministry of Information and Communications are responsible for implementing this Circular.

During implementation, if there are difficulties or obstacles, they should promptly report to the Ministry of Information and Communications (Radio Frequency Management Department) for consideration and resolution./.

Article 4. This Circular takes effect from February 16, 2020.

Article 5.The Director of the Office, the Director of the Radio Frequency Management Department, and the Heads of the agencies and units under the Ministry of Information and Communications are responsible for implementing this Circular.
