Planning for the 2300-2400 MHz and 2500-2690 MHz frequency bands

On the basis of Radio Frequency Law November 23, 2009;

Decree No. Resolution No. 17/2017/NĐ-CP dated February 17, 2017 of the Government detailing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decision No. Decision No. 71/2013/QĐ-TTG dated November 21, 2013, issued by the Prime Minister to promulgate the National Radio Frequency Spectrum Plan;

Pursuant to Decision No. Decision No. 02/2017/QĐ-TTg dated January 17, 2017, issued by the Prime Minister to amend and supplement the National Radio Frequency Spectrum Plan promulgated pursuant to Decision No. Decision No. 71/2013/QĐ-TTG dated November 21, 2013, issued by the Prime Minister;

"a) State agencies, organizations, and individuals owning power plants operating within the territory of the Socialist Republic of Vietnam connected to the national power grid, except strategic multi-purpose hydropower plants, small renewable energy power plants applying the avoided cost tariff, power plants and units providing ancillary services, independently invested energy storage systems, and power plants applying the electricity purchase price mechanism as stipulated in relevant authorized documents;" Radio frequency,

The Minister of Information and Communications issues this Circular on the planning of frequency band 2300-2400 MHz and frequency band 2500-2690 MHz for Vietnam's mobile communication systems.

Article 1. Scope of Regulation and Applicability

2. Applicability:

This Circular plans the 2300-2400 MHz and 2500-2690 MHz frequency bands for the deployment of mobile communication systems according to the IMT-Advanced1 standard and subsequent versions.

This Circular applies to organizations, businesses, and individuals producing, importing, operating, and using radio equipment in Vietnam.

Article 2. Content of Planning

1. The 2300-2400 MHz frequency band shall be divided as follows:

a) The 2300-2390 MHz frequency band segment is divided into two time-division duplex (TDD) blocks with widths of 50 MHz (A1) and 40 MHz (A2).

b) The 2390-2400 MHz frequency band segment is reserved as a guard band.

2. The 2500-2690 MHz frequency band is divided as follows:

The 2500-2690 MHz frequency band is divided into two TDD blocks with widths of 100 MHz (B1) and 90 MHz (B2).

3. Each enterprise may be considered for licensing not more than one block among the total of four blocks A1, A2, B1, B2 specified in Clause 1 and 2 of this Article.

4. Enterprises licensed to use frequencies within the same 2300-2400 MHz frequency band or within the same 2500-2690 MHz frequency band shall cooperate with each other to avoid harmful interference, synchronize data frames of the TDD method, and comply with the provisions of the frequency band usage license.

Article 3. Implementation Provisions

1. This Circular takes effect from October 6, 2020, and replaces the following Circulars:

a) Circular No. 26/2010/TT-BTTTT dated November 24, 2010, issued by the Ministry of Information and Communications on the planning of the 2300-2400 MHz frequency band for Vietnam's mobile communication systems.

b) Circular No. 27/2010/TT-BTTTT dated November 24, 2010, issued by the Ministry of Information and Communications on the planning of the 2500-2690 MHz frequency band for Vietnam's mobile communication systems.

c) Circular No. 44/2016/TT-BTTTT dated December 26, 2016, issued by the Ministry of Information and Communications to amend and supplement certain contents of Circular No. 27/2010/TT-BTTTT dated November 24, 2010, issued by the Minister of Information and Communications on the planning of the 2500-2690 MHz frequency band for Vietnam's mobile communication systems.

2. The Director of the Office, the Director of the Radio Frequency Management Department, the Heads of agencies and units under the Ministry of Information and Communications, and related organizations and individuals are responsible for implementing this Circular.

3. In the course of implementation, if there are difficulties, they should be reported promptly to the Ministry of Information and Communications (Radio Frequency Management Department) for guidance or consideration and resolution./.
