THE MINISTER OF INDUSTRY AND TRADE

Pursuant to Decree No. 189/2007/ND-CP dated December 17, 2007 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the European Market Department,

DECISION:

Article 1. The Research Group to support Free Trade Agreement (FTA) negotiations between Vietnam - Russia/Russia, Kazakhstan, Belarus (hereinafter referred to as the Internal Research Group) within the Ministry of Industry and Trade shall be established comprising individuals named in the list attached to this Decision.

Article 2. The Internal Research Group shall have the following tasks:

1. Coordinate to compile, process, and provide information for the Research Group to support FTA negotiations between Vietnam - Russia/Russia, Kazakhstan, Belarus;

2. Organize the collection and research of data and information on the economy, trade, investment, and legal system of Vietnam to serve negotiation work;

3. Coordinate with the group of experts of the Research Group to support FTA negotiations between Vietnam - Russia/Russia, Kazakhstan, Belarus to draft a comprehensive report assessing the impact of the FTA on the parties and propose negotiation directions.

Article 3. The period of operation of the Research Group shall be one year from the date this Decision takes effect and may be extended at the request of the Head of the Government Negotiation Team.

Article 4. This Decision shall take effect from the date of signing.

Article 5. The Heads of the Office of the Ministry, the Director of the European Market Department, the Heads of agencies and units with members participating in the Research Group, and the members of the Research Group are responsible for implementing this Decision.

Article 1. Structure and tasks of the Research Group to support Free Trade Agreement negotiations between Vietnam - Russian Federation / Vietnam - Member States of the Customs Union (Russia, Kazakhstan, and Belarus)

1. The Research Group to support Free Trade Agreement negotiations between Vietnam - Russian Federation / Vietnam - Member States of the Customs Union (Russia, Kazakhstan, and Belarus) (hereinafter referred to as the Internal Research Group) consists of 01 (one) Group Leader, 01 (one) Deputy Group Leader, and 11 (eleven) members, established and performing tasks according to Decision No. 1803/QD-BCT dated April 13, 2010 of the Minister of Industry and Trade.

2. During its operation, the composition of the Research Group may be adjusted by the Minister of Industry and Trade based on the proposal of the Group Leader to ensure the implementation of assigned tasks and requirements.

Article 2. Principles and working regulations

1. The Internal Research Group works collectively, based on experience, under the general direction and division of labor by the Group Leader.

2. Members of the Internal Research Group handle tasks within their scope of duties and responsibilities, ensuring coordination requirements and information exchange in the performance of assigned tasks.

Article 3. Tasks and authorities of the Group Leader

1. Chairing the development and directing the implementation of the overall activity program of the Internal Research Group;

2. Assigning specific tasks to members of the Internal Research Group;

3. Calling, chairing, and concluding meetings of the Internal Research Group;

4. Proposing supplementation and adjustment of personnel of the Internal Research Group when necessary;

5. Reporting to the Head of the Government Negotiation Team and the Minister of Industry and Trade on the activities of the Internal Research Group.

Article 4. Duties and Authorities of the Deputy Team Leader

1. Assist the Team Leader in overseeing and urging the work of team members;

2. Propose to the Team Leader research contents and results of team members;

3. Perform the duties of the Team Leader in case of absence or delegation by the Team Leader.

Article 5. Duties and Authorities of Team Members

1. Participate in resolving common tasks of the Team and carry out tasks assigned by the Team Leader;

2. Coordinate with other team members and be responsible before the internal research Team Leader and the Head of their unit for the execution of assigned tasks;

3. Attend all Team meetings fully. In case of absence, report to the Team Leader and must delegate authority to a person with the right to attend in lieu.

Article 6. Team Research Meetings

The research Team convenes meetings based on the call of the Team Leader or upon the directive of the Government Negotiation Delegation Leader to report progress in their respective areas of responsibility and propose opinions.

Article 7. Operating expenses

The operating budget of the research Team is funded from the State budget, allocated from the operational budget of the National Committee for International Economic Cooperation managed by the Ministry of Industry and Trade.
