Pursuant to Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government stipulating the wage scale and wage system and the allowance regime in state-owned enterprises;
Pursuant to Decree No. 132/2005/NĐ-CP dated October 20, 2005 of the Government on the implementation of the rights and obligations of the state owner towards state-owned enterprises.

Article 1. The State Capital Investment Corporation is a special state-owned enterprise; its salary system shall be implemented according to the provisions of Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government; the unit price of salaries and salary fund for members of the Board of Directors and General Director shall be established according to the provisions of Decrees No. 206/2004/NĐ-CP dated December 14, 2004 and No. 207/2004/NĐ-CP dated December 14, 2004 of the Government.
For the year 2006 and 2007, due to the recent establishment of the State Capital Investment Corporation and the inability to determine the criteria for establishing the unit price of salaries, the salary fund of the Corporation shall be determined based on the number of employees, average wage coefficients, average allowances, the minimum wage level, and an additional adjustment factor not exceeding twice the minimum wage level as stipulated in Decree No. 206/2004/NĐ-CP dated December 14, 2004.
Article 2. The Minister of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Minister of Finance to be responsible for guiding the implementation of this Decision.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies and agencies under the Government, Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government, and the State Capital Investment Corporation are responsible for implementing this Decision./.
