CIRCULAR
Amending and supplementing Circular No. 69/2014/TT-BTC dated May 26, 2014 of the Ministry of Finance guiding the pilot process for collecting fees and charges at the Lao Bao International Border Gate on the East-West Economic Corridor under the "single window, single stop" model
Pursuant to Decree No. 38/2001/PL-UBTVQH10 dated August 28, 2001 on Fees and Charges; Decree No. 57/2002/NĐ-CP dated June 3, 2002 and Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government detailing the implementation of the Law on Fees and Charges;
Pursuant to Decree No. 32/2005/NĐ-CP dated March 14, 2005 of the Government on the Customs Regulations at Land Border Gates;
Pursuant to Decision No. 45/2013/QĐ-TTg dated July 25, 2013 of the Prime Minister promulgating the management regulations for activities at land border gates;
To provide additional time for establishing the system of connection and exchange of electronic information and data related to the collection of fees and charges at the Lao Bao Border Gate and according to the proposal of the Director of the Department of Tax Policy,
Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Finance issues this Circular amending and supplementing Circular No. 69/2014/TT-BTC dated May 26, 2014 of the Ministry of Finance guiding the pilot process for collecting fees and charges at the Lao Bao International Border Gate on the East-West Economic Corridor under the "single window, single stop" model.
Amending and supplementing Clause 1 of Article 5 of Circular No. 69/2014/TT-BTC dated May 26, 2014, as follows:
"1. While waiting for the establishment of a unified system of connection and exchange of electronic information with relevant ministries and sectors to implement the national single window customs mechanism at the Lao Bao International Border Gate, the collection of fees and charges shall continue to be carried out in accordance with current regulations (until new documents are issued), as follows:
Article 1. a) Circular No. 66/2009/TT-BTC dated March 30, 2009 of the Ministry of Finance stipulating the regime for the collection, payment, management, and use of fees for passport issuance, visa issuance, entry and exit permits, and residence permits in Vietnam; Circular No. 190/2012/TT-BTC dated November 9, 2012 amending and supplementing Circular No. 66/2009/TT-BTC of the Ministry of Finance.
b) Circular No. 08/2014/TT-BTC dated January 15, 2014 of the Ministry of Finance stipulating the rates, regime for the collection, payment, management, and use of preventive health care fees and quarantine fees.
c) Circular No. 04/2012/TT-BTC dated January 5, 2012 of the Ministry of Finance stipulating the regime for the collection, payment, management, and use of fees and charges in veterinary work; Circular No. 11/2013/TT-BTC dated January 21, 2013 amending and supplementing Circular No. 04/2012/TT-BTC and Circular No. 107/2012/TT-BTC dated June 28, 2012 of the Ministry of Finance.
d) Circular No. 223/2012/TT-BTC dated December 24, 2012 of the Ministry of Finance stipulating the regime for the collection, payment, management, and use of fees and charges in plant protection.
đ) Circular No. 172/2010/TT-BTC dated November 2, 2010 of the Ministry of Finance guiding the rates, regime for the collection, payment, management, and use of fees in the customs sector.
e) Any subsequent Circulars amending and supplementing the above-mentioned Circulars (if any)."
This Circular takes effect from December 1, 2014.
