RESOLUTION

Regarding the legislative program for the term
of the tenth National Assembly and the legislative program for the year 1999

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam 1992, Article 62 and Article 63 of the Law on the Organization of the National Assembly, and Article 22 of the Law on Enacting Legal Normative Documents;

After considering Report No. 128/UBTVQH10 dated October 22, 1998 of the Standing Committee of the National Assembly on the proposed Legislative Program for the term of the tenth National Assembly and the opinions of the National Assembly deputies,

RESOLVES:

Article 1

To approve the Legislative Program for the term of the tenth National Assembly comprising 127 draft laws and ordinances, including 52 draft laws and 52 draft ordinances in the main program, and 23 draft laws in the preparatory program (Annex 1 attached).

Article 2

To approve the Legislative Program for the year 1999 comprising 10 draft laws and 19 draft ordinances (Annex 2 attached).

Article 3

To instruct the Standing Committee of the National Assembly to direct the implementation of the Legislative Program for the term of the tenth National Assembly and the Legislative Program for the year 1999; to submit the Legislative Program for each year at the final session of the previous year to the National Assembly. In case of real necessity, the Standing Committee of the National Assembly may adjust and supplement the Legislative Program and promptly report to the National Assembly.

Article 4

1- The agencies and organizations that have been decided to present draft laws and ordinances in the Legislative Program for the term of the tenth National Assembly and the Legislative Program for the year 1999 shall be responsible for coordinating with relevant agencies to ensure the progress and quality of the draft laws and ordinances.

2- The National Ethnic Council and the Committees of the National Assembly shall be responsible for closely coordinating with the drafting agencies in performing their functions and duties, contributing to improving the quality of draft laws and ordinances submitted to the National Assembly and the Standing Committee of the National Assembly. The Committee for Legal Affairs of the National Assembly shall be responsible for coordinating with the National Ethnic Council and other Committees of the National Assembly to ensure the constitutionality, legality, and consistency of the legal system.

3- The Standing Committee of the National Assembly shall direct the study and submission to the National Assembly for improvement of the method of organizing sessions of the National Assembly, and the discussion and approval of draft laws at sessions to ensure quality, effectiveness, and economy.

This Resolution was adopted by the tenth National Assembly, fourth session of the Socialist Republic of Vietnam on December 2, 1998.
