Decision No. 19/2004/QĐ-TTg approves the Program to Prevent and Resolve the Situation of Children Living on the Streets, Sexual Abuse of Children, and Children Engaged in Hazardous Work in Harmful and Dangerous Conditions for the Period 2004-2010. Based on the Law on Protection, Care, and Education of Children dated August 12, 1991;
Approving the project "Caring for Orphaned Children Without Guardianship, Abandoned Children, Severely Disabled Children, Victims of Chemical Warfare, and Children Infected with HIV/AIDS Based on Community Support from 2005 to 2010" (hereinafter referred to as the Project "Caring for Children in Particularly Difficult Circumstances Based on Community Support from 2005 to 2010") with the following main contents:

Article 1. Approve the Program on Preventing and Addressing the Situation of Children Living on the Streets, Children Subjected to Sexual Abuse, and Children Engaged in Hazardous Labor Under Dangerous and Harmful Conditions for the Period 2004-2010 with the following main contents:
1. General Objective: To enhance societal awareness and actions regarding child protection work; to prevent, reduce gradually, and aim to significantly reduce by 2010 the number of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions, thereby creating favorable conditions for these children to be protected, cared for, educated, and developed comprehensively in all aspects, leading to a better life.
2. Specific Objectives:
- To prevent and assist children living on the streets so that by 2010, the number of such children is reduced by 90%, including 70% of children receiving assistance to integrate back into their families.
- To prevent, reduce gradually, and aim to significantly reduce by 2010 the number of children subjected to sexual abuse. - To prevent and resolve the situation of children engaged in hazardous labor under dangerous and harmful conditions so that by 2010, the number of such children is reduced by 90%.
- To enhance management capacity for the cadre working in child protection, particularly those responsible for protecting and caring for children in special circumstances within ministries, sectors, and local People's Committees at all levels.
3. Main Measures:
a) To strengthen the leadership of Party committees at all levels and the guidance of local authorities at all levels concerning child protection work, preventing and addressing the situation of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions, especially in key areas. To enhance effective coordination between state agencies and organizations participating in this work.
To enhance the role and responsibility of families and communities in protecting children, preventing and addressing the situation of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions.
b) To build and perfect the legal system and policies, to promote socialization activities in child protection work, preventing and addressing the situation of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions; to link the implementation of this Program with the implementation of other economic and social strategies and programs related to it.
c) To strengthen communication and mobilization activities with appropriate content and forms tailored to each region, area, and target group, contributing to enhancing the awareness and responsibility of families, schools, community residents, state agencies, economic organizations, social organizations, and all citizens in child protection work, preventing and addressing the situation of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions. To focus on counseling, consultation, and direct mobilization activities for families and community residents regarding skills in protecting children, preventing and addressing the situation of children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions. To concentrate communication-education activities in key areas, economically and socially disadvantaged regions, and groups lagging behind in fulfilling their responsibilities towards children.
d) To develop the quantity and improve the quality of services assisting children in special circumstances generally, and specifically children living on the streets, children subjected to sexual abuse, and children engaged in hazardous labor under dangerous and harmful conditions, with appropriate content and forms.
đ) To strengthen inspection, supervision, and evaluation of the implementation of the Program's contents.
e) The funding for implementing the Program will be allocated in the annual budget estimates of the National Committee on Population, Family, and Children. The National Committee on Population, Family, and Children will take the lead and coordinate with relevant ministries, sectors, and localities to compile plans and allocate resources to corresponding units based on assigned tasks.
In addition to state budget sources, relevant ministries, sectors, and localities will proactively create all favorable conditions to mobilize financial support from organizations and individuals both domestically and internationally.
4. Programs' Projects:
a) Communication, Mobilization, and Capacity Building Project.
Lead Agency: National Committee on Population, Family, and Children.
Coordinating Agencies: Ministry of Justice, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs, Ministry of Public Security, Central Committee of the Vietnam Women's Union, Central Committee of the Ho Chi Minh Communist Youth Union, Vietnam Fatherland Front, Vietnam Farmers' Association, and People's Committees of provinces and centrally-administered cities.
b) Prevention and Assistance Project for Children Living on the Streets.
Lead Agency: National Committee on Population, Family, and Children.
Coordinating Agencies: Ministry of Labor, Invalids and Social Affairs, Ministry of Public Security, other relevant agencies, and People's Committees of provinces and centrally-administered cities.
c) Prevention and Resolution Project for Children Subjected to Sexual Abuse.
Lead agency: Ministry of Labor, Invalids and Social Affairs.
Coordinating Agencies: Ministry of Public Security, National Committee on Population, Family, and Children, Central Committee of the Vietnam Women's Union, Central Committee of the Ho Chi Minh Communist Youth Union, other relevant agencies, and People's Committees of provinces and centrally-administered cities.
d) Prevention and Resolution Project for Children Engaged in Hazardous Labor Under Dangerous and Harmful Conditions.
Lead agency: Ministry of Labor, Invalids and Social Affairs.
Coordinating Agencies: National Committee on Population, Family, and Children, Ministry of Public Security, Central Committee of the Vietnam Women's Union, Central Committee of the Ho Chi Minh Communist Youth Union, other relevant agencies, and People's Committees of provinces and centrally-administered cities.
Article 2. Implementing organization.
1. The Population, Family, and Children Committee shall take the lead and coordinate with the Ministries of Planning and Investment, Finance, Labor, Invalids and Social Affairs, Public Security, other relevant ministries and sectors, and the People's Committees of provinces and centrally governed cities to implement the Program; develop and organize the implementation of annual plans; coordinate the activities of the Program; guide, inspect, supervise, and annually compile the situation for reporting; conduct mid-term reviews of the Program's implementation in 2007 and final evaluations in 2010. to the Prime Minister.
Direct and guide the development and organization of the implementation of projects stipulated in Clause 4, Article 1 of this Decision in accordance with current regulations.
2. Based on this Decision, the People's Committees of provinces and centrally governed cities shall develop and organize the implementation of annual activity plans consistent with the socio-economic development plans of their respective localities during the same period, and annually compile the situation of Program implementation according to assigned tasks to be reported to the Population, Family, and Children Committee. The Prime Minister.
3. The Ministry of Labor, Invalids and Social Affairs shall be responsible for developing and organizing the implementation of projects stipulated in Clause 4, Article 1 of this Decision in accordance with current regulations, and annually compile the situation of Program implementation according to assigned tasks to be reported to the Population, Family, and Children Committee. The Prime Minister.
4. The Ministry of Planning and Investment shall take the lead and coordinate with the Population, Family, and Children Committee to integrate the activities of international cooperation programs related to children into the activities of this Program.
5. The Ministry of Finance shall take the lead and coordinate with the Population, Family, and Children Committee to guide relevant ministries, sectors, and localities in using funds to implement the Program in accordance with current regulations.
6. Request the Vietnam Fatherland Front and its member organizations, and social organizations to participate in implementing the Program within their respective scopes of operation.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
